If you take the test and fail (69% or below), you may retake the test one time on a pass or fail basis. Your score will be at the Registered level. The makeup test will be available from Sunday, Nov. 11 –Friday, Nov. 16. Any computer may be used. • NEW: Proctored Makeup Exam will be given on Monday, Nov. 11, 2012. This is for five year experience or higher officials who score lower than Approved. Concussion Recognition and Management (2-8-5; 3-3-8) See Appendix A on Page 76 of the 2012-13 NFHS Basketball Rules Book Concussion Recognition and Management (2-8-5; 3-3-8) A concussion is a brain injury that results in a temporary disruption of normal brain function. A concussion occurs when the brain is violently rocked back and forth or twisted inside the skull as a result of a blow to the head or body. Concussion Recognition and Management (2-8-5; 3-3-8) Neither officials, nor coaches, are expected to “diagnose” a concussion; that is the job of an appropriate healthcare professional. Officials, coaches and administrators are being asked to make all efforts to ensure that concussed athletes do not continue to participate. Concussion Recognition and Management (2-8-5; 3-3-8) The game official is not responsible for the evaluation or management of the athlete after he/she is removed from play. If an appropriate health-care professional determines that the athlete HAS NOT suffered a concussion, the athlete may return to play. 2010 LHSAA POLICY ON CONCUSSIONS POINTS OF EMPHASIS An appropriate Healthcare Professional is defined as an individual or individuals from the following professions. They are the ONLY individuals who are designated as the persons to DIAGNOSE whether an athlete has or does not have a concussion. • MD – A medical doctor licensed to practice medicine in Louisiana • DO – A doctor of osteopathic medicine licensed to practice medicine in Louisiana • PA – Physicians Assistant licensed to practice in Louisiana • NP – A registered nurse practitioner licensed to practice in Louisiana • PM – A paramedic licensed to practice in Louisiana (an EMT Cannot make this decision) • AT – An athletic trainer licensed nationally or by the state of Louisiana Suggested Concussion Management 1. No athlete should return to play (RTP) or practice on the same day of a concussion. 2. Any athlete suspected of having a concussion should be evaluated by an appropriate health-care professional that day. 3. Any athlete with a concussion should be medically cleared by an appropriate healthcare professional prior to resuming participation in any practice or competition. Suggested Concussion Management 4. After medical clearance, RTP should follow a step-wise protocol with provisions for delayed RTP based upon return of any signs or symptoms. Such acts include, but are not limited to, attempts to strike an opponent(s) with the arm(s), hand(s), leg(s), or foot(feet), whether or not there is contact.” PLAYER EJECTED FROM A CONTEST IN A SPORT FOR UNSPORTSMANLIKE CONDUCT FIRST OFFENSE – will receive an official warning. Must take the NFHS Coach Education Certification Program: “Sportsmanship – It’s Up to You”. Certificate of completion. SECOND OFFENSE – Probation. Suspended through the next regularly scheduled contest at that level, including post-season play. THIRD OFFENSE – Suspended for the remainder of the year in that sport. PLAYER EJECTED FROM A CONTEST IN A SPORT FOR FIGHTING FIRST OFFENSE – Player will be suspended through the next contest at that level. Will receive an official warning. Student will have a mandatory meeting with Principal, Coach, Parent/Guardian. Cannot travel with team, sit on the bench, or be affiliated with the team during the suspended time. Will be required to complete Certification Program : “Sportsmanship – It’s Up to You”. SECOND OFFENSE – Suspended from participating in the same sport for the remainder of the year. PLAYER EJECTED FROM A CONTEST IN A SPORT FOR COMING OFF THE BENCH ONTO THE COURT OF FIELD FIRST OFFENSE – Player will be suspended through the next contest at that level. Will receive an official warning. Student will have a mandatory meeting with Principal, Coach, Parent/Guardian. Cannot travel with team, sit on the bench, or be affiliated with the team during the suspended time. Complete Sportsmanship Class. School may be subject to a sportsmanship hearing. SECOND OFFENSE – Suspended from participating in the same sport for the remainder of the year. COACH EJECTED FROM A CONTEST IN A SPORT FOR UNSPORTSMANSHIP CONDUCT: FIRST OFFENSE – Will receive an official warning. Must complete Sportsmanship Class – “Teaching & Modeling Behavior”. Cost is the responsibility of the coach. SECOND OFFENSE – School fined $200.00 . The coach is suspended through the next game at the level, including post-season play. THIRD OFFENSE – School fined $300.00. School prohibited from playing in a contest with the coach serving as the coach of the team. Official Scorer Rule 2-11-12 (New) The official scorer is required to wear a blackand-white vertically striped garment. Rationale: The players, coaches and officials need to be able to quickly and easily identify the official scorer. Requiring the scorer to wear a striped garment will assist in this regard. In addition, wearing a striped garment will make the scorer look more professional. Scorer Table 2-11-12 New RULE CHANGE PlayPic® The official scorer is now required to wear a black-and-white vertically striped garment. © REFEREE ENTERPISES INC. 2012 Officials’ Jurisdiction Rule 2-2-4 Note The state associations may intercede in the event of unusual incidents that occur before, during or after a contest. This note which was added to the rules book in 2011-12 was revised to clarify that state associations have authority to intervene not only after the conclusion of a contest, but before and during the contest as well. Team Control Rule 4-19-7 A team-control foul is a common foul committed by a team that has team control (including a member of the throw-in team from the start of the throw-in until player control is obtained inbounds). On a team-control foul, the rule now clearly states that team-control includes a member of the throw-in team from the start of the throwin until player control is obtained inbounds. With a continued emphasis on reducing concussions and decreasing excessive contact situations, the committee determined that more guidance is needed for penalizing contact above the shoulders. Contact Above the Shoulders • a. A player shall not swing his/her arm(s) or elbow(s) even without contacting an opponent. • b. Examples of illegal contact above the shoulders and resulting penalties: 1. Contact with a stationary elbow may be incidental or a common foul. 2. An elbow in movement but not excessive should be an intentional foul. 3. A moving elbow that is excessive can be either an intentional foul or flagrant personal foul. Anytime during the game, acts that neutralize an opponent’s obvious advantageous position and must be deemed intentional include: 1. Excessive contact on any player attempting a try 2. Grabbing or shoving a player from behind when an easy basket may be scored 3. Examples of illegal contact are: Hand checking: Any tactic using hands or arms that allows a player on offense or defense to control the movement of an opposing player. Post play: Any tactic using hands, arms or body to control the movement of an opposing player.
