Certificate of Non-Manipulation (CNM)
This form may take you 10 minutes to fill in.
You will need the following information to fill in the form:
(a) Local Shipping Agent/ Freight Forwarder details;
(b) Quantity/Gross Weight and Description of the good;
(c) Country of Export and Final Destination; and
(d) Date of Discharge and Departure from Singapore.
Supporting Documents required for CNM application:
(a) Import and Export, or Transhipment permits (as applicable);
(b) Inward and Outward, through Bill-of-Lading (B/L) or Air Waybill; and
(c) Authorisation letter/email for Singapore Customs to deduct the application fee via your IBG Account (required only
for payment via IBG Account).
Note:
(1) To qualify for a CNM, the goods submitted in the application must:
(i) Be stored exclusively in the Free Trade Zone (FTZ) or a Customs Bonded Warehouse from its discharge and
till its departure from Singapore; and
(ii) Have a transhipment/storage period of not more than 3 months in Singapore, unless otherwise specified by the
respective Free Trade Agreement.
(2) The CNM application may only be submitted by a Local Shipping Agent/ Freight Forwarder before the departure of
the good from Singapore.
General Information and Application Procedures for a CNM

Application Procedures for a CNM
1.1
The Applicant shall submit the completed and typewritten application form(s) with the relevant supporting
documents to the following email address:
1.1.1

for companies located within Changi Airfreight Centre (CAC) which wish to collect the approved CNM at
Singapore Customs’ Air Export Office; and
1.1.2
[email protected]
for all other companies.
2.
Fees Chargeable for CNM Application
2.1
The fee for each application is S$4.00.
2.2
The application fee can be paid via:
(a) GIRO through the Applicant’s IBG Account; or
(b) Payment at SingPost Outlets or AXS Stations with the invoice issued by Singapore Customs via email to
the Applicant.
3.
Collection of CNM submitted to [email protected]
3.1
Each application will typically be processed within 2 working days after the confirmation of payment and
receipt of the completed application and supporting documents. An incomplete, unpaid or incorrect application
may result in a delay in processing time.

3.2
Once the CNM has been approved, it will be dispatched via SingPost to the address indicated in Box 1 of the
CNM. Self-Collection is also available if the Applicant indicates their preference for self-collection by providing
the name and the contact details of the individual collecting the CNM in the email when submitting the
application. Singapore Customs will inform the individual once the CNM is ready for collection. The CNM can

3.3
On receiving the approved CNM from Singapore Customs, the Applicant shall sign under “Authorised Signature”
and affix the company stamp in Box 3 of the approved CNM.

4.2
Applications submitted with an IBG authorization letter and before 1300hrs may be collected on the same day
or thereafter during the specified hours. For Applicants without an IBG account, Singapore Customs will inform
you once the CNM is ready for collection.
4.3
On receiving the approved CNM from Singapore Customs, the Applicant shall sign under “Authorised
Signature” and affix the company stamp in Box 3 of the approved CNM.
