Purpose

approach to improve the safety of navigation in the Pacific

VISION
• a safe environment for navigation and the conduct of all activities within
the waters under the responsibility of the PICTs, thereby supporting
sustainable economic development and the protection of the ocean and
the marine environment
• Safer navigation is ensured through the effective implementation of
policies and legislation in accordance with the relevant international
instruments, the existence of a functional and compliant safety of
navigation infrastructure, improved capacity to operate provide
appropriate safety of navigation systems, and updated maritime safety
information services that provide timely information to enable effective
decision making

Background:
i) lack of political will, frequent staff turnover, limited
resources and expertise, inadequate legal

frameworks
Possible actions:
i) a specific high-level objective in the National
Maritime Transport Policy;
ii) the development and enactment of a legislative
and regulatory framework taking into account the
international instruments;
iii) the drafting of quality management systems and
procedures in maritime Administrations;
iv) the implementation of training plans with the
support of intergovernmental, international and
regional development partners
Navigation and meteorological services and warnings
•
Background
i) Regulations 4 and 5 - chapter V of the SOLAS Convention
ii) inadequate commitment to the resourcing and reporting of MSI
iii) lack of appropriate radio broadcast facilities
iv) dysfunctional contact with international NAVAREA/METAREA
coordinators
•
Possible actions:
i) to conduct technical assessments to identify associated gaps in
capability and services, from which appropriate plans can be
developed in partner with other safety of navigation components;
ii) the provision of technical support to PICTs in to establishing an
MSI coordinator,
Hydrographic services
•
Background:
i) Regulation 9 - chapter V of the SOLAS Convention
ii) nautical charts based on outdated and extremely sparse data
+ high cost of the specialised hydrographic surveys required to
update them
•
Possible actions:
i) IHO capacity building activities - Phase
1 of the IHO CB Maturity Model
ii) other regional CB programmes
iii) developing mitigation measures based
on appropriate risk assessment methodology
iv) establishment of National Hydrographic
Coordination Committees (NHCC)
Aids to navigation and vessel traffic services
•
Background:
i) Regulation 12 and 13 - chapter V of the SOLAS Convention
ii) Natural events, high cost of maintainance, lack of qualified
personnel, etc.
•
Possible actions:
i) identify AtoN and VTS needs using risk
assessment tools and based on the volume of
traffic and probability and
consequence of marine casualties
ii) identify and offer places to potential AtoN
managers and technicians from PICTs to training
organised by IALA and/or by an Approved
Training Organisation (ATO) under the terms of
IALA Guideline 1100
Search and Rescue services
•
Background:
i) Regulation 7 - chapter V of the SOLAS Convention
ii) vast size of the Pacific ocean, significant ship and
pleasure craft activities, cruise vessels and
commercial aircraft transiting the associated air space
iii) 8 countries responsible for Search & Rescue
Region (SRR) in the Pacific region
•
Possible actions:
i) enact and implement national SAR legislation;
ii) establish a National SAR Coordinating Committee (SCC) and a RCC;
iii) develop and implement a National SAR plan; and
iv) train SAR coordinators and responders. The improvement of regional
SAR coordination requires the support of operations of the PACSAR SC and
the delivery of regional capacity-building activities and meetings to improve
harmonization of SAR services and facilitate SAR operations.
Timeframe and Targeted Countries

Period of 5 years from 2017 to 2021 and will be updated annually
with ongoing initiatives and targeted countries
An evaluation will be conducted at the end of the period to review
and renew the strategy for the next 5 years
The targeted countries are all PICTs
members of SPC
Development partners
•
As the specialised agencies setting the standards for
safety of navigation, IMO, IHO and IALA are the main
partners supporting the implementation of the Strategy in
the Pacific region
•
Other agencies / strategic partners
(i.e. New Zealand, Australia, WMO, JCOMM,
IMSO + PCAs, NAVAREA/METAREA coordinators)
Goal:
To ensure navigation in the waters under the jurisdiction of PICTs is safe for any person or vessel at sea,
the environment is protected and the international and domestic vessel traffic is facilitated to support the
sustainable development of PICTs.
Specific Objective:
To support PICTs to improve the provision of their Safety of Navigation (SoN) services in accordance with their international
obligations.
Indicator:
Number of PICTs providing adequate SoN services in accordance with international requirements, guidelines and
recommendations.
Timeframe:
5 years – 2017-2021.

Result 1:
PICT provide effective services that fulfil their
Safety of Navigation obligations
Result 2:
PICT Safety of Navigation projects and
initiatives are designed in line with the Strategy
addressing its 5 components
Result 3:
Coordination among PICTs and development
partners for the implementation of Safety of
Navigation projects and initiatives is improved
