Tender Notice for Hiring two Silent Gensets on Rent
BMSICL invites sealed tenders from reputed registered agencies for hiring two silent 75 KVA
Gensets (with acoustic enclosure) on rent. The agency will be responsible for providing
uninterrupted power supply to the two offices of BMSICL located at Biscomaun Bhawan and
Biscomaun Tower, Patna as per requirement from 9AM to 9 PM on all the days of the month.

The interested Agencies can send their tender documents complete in all respects along with
Earnest Money Deposit, tender fees and other requisite documents on or before 08/03/2017 by
3.00 PM by Speed Post/Registered Post/Courier only.
BMSICL reserves the right to amend or withdraw any of the terms and conditions contained in
the Tender Document or to reject any or all tenders or annul the tender process at any stage
without giving any notice or assigning any reason.

Tender for Hiring two Silent Gensets on Rent
1. Scope of Work:
To provide two silent 75 KVA Gensets (with acoustic enclosure) for the two offices of
BMSICL at Biscomaun Premises in Patna from 9 AM to 9 PM whenever there is a power
failure/shutdown/load shedding/electric connection goes off on all days of the month including
weekly off and National Holidays.
2. DETAILED REQUIREMENT OF THE GENERATOR SET(S)
a) That they should be silent generators fulfilling the norms of the pollution control board.
b) They should be provided with main failure automatic starter, automatic change over
switch which should start automatically on failure of electric supply and provide
regular maintenance services.
c) The two generator sets provided should be brand new, having diesel engine and
alternator and the offered make and type of generators should have satisfactory service
record and be of reputed make/brand like “Kirloskar Green”, “Greaves”, “Cummins
India”, “Mahindra”, “Eicher”. Both the Gensets should be of the same make, type and
same specs. As proof of the gensets being new, the contractor needs to submit the
invoice/bill copy with all details like chasis no. etc. before the installation.
d) DG sets should be of 75 KV.
e) DG sets should be provided with one man for operational purposes.
f) The diesel generator sets shall be supplied complete with all ancillary equipment
necessary for starting and running of the set, including cooling systems, fuel storage
and supply system, instrumentation, control and protection arrangements, spares and
special tools.
g) The generator sets and the ancillary equipment shall be installed in the space available
at the Biscomaun office premises of BMSICL at Patna.
h) All cost for maintenance and servicing of the generator sets including the cost of spare
parts, periodical replacement and topping up of Mobil oil etc. are to be borne by the
generator supplier.
i) The D.G. Sets should be maintained properly to keep it in satisfactory running
condition at all times for supplying emergency power for a load at least 90% of its
capacity.
j) Supply & installation of accessories like cables, change-over switches, exhaust pipeline
etc. for supplying generator power to a point in BMSICL premises will be made by the
vendor at their own cost.
k) The charges for transportation, loading & unloading of the D.G. Sets for installation of
the same in BMSICL, Biscomaun office premises at Patna will be borne by the
Contractor. Mending of any damage caused to the BMSICL’s property during loading,
unloading of the D.G. Sets in BMSICL’s/Biscomuan’s premises will be done by the
contractor to original finish, at their cost.
l) The successful bidder should be in a position to install and commission the D.G. Sets in
BMSICL’s premises within 10 (Ten) days from the date of awarding the contract.
m) Generator body and Generator neutral shall be solidly earthed.
n) The sets should be reasonably self-contained to minimize the work of installation at
site. The engine, alternator and cooling radiator shall be mounted on a combined under
base of stress relieved fabricated steel and engine accessories shall also be mounted on
the under base where appropriate, provided that this does not result in difficulty of
access for maintenance.

o) The choice of connections and their installation is to be such as to give long life under
normal operating condition of the set.
p) All maintenance including fuel and repair liability will remain with the agency and the
electrical items/ any other item required for Installation & commissioning of the DG
sets will be the responsibility of the agency.
q) Diesel engine and alternator shall be close coupled or provided with flexible coupling
and mounted on a base plate of robust construction. DG sets shall meet the requirement
of environment (protection) rules 1986 as laid down by Ministry of Environment &
Forests read with GSR No. 371 (E) dtd.17.05.02, GSR 520 (E) dtd.01.07.03 and GSR
448 (E) dtd.12.07.04 in respect of emission norms for the engines and in respect of
noise level for the DG sets for supplies to be made.
3. Reporting:
Genset operator will report to BMSICL office.
4. Payment terms:
The payment will be made by the BMSICL within 15 days from the receipt of the invoice for
the previous month services. TDS shall be deducted at prescribed norms on the payable
amount as applicable
5. Period of contract
The initial contract period will be for two years which may be extended for a mutually
agreeable period based on requirement and discretion of BMSICL.
6. Termination of Contract:
This contract can be terminated by giving two months notice by BMSICL.
7. Security deposit:
The successful bidder will be required to deposit an amount of Rs 100,000.00 (One Lacs) as
Security Deposit in the form of Demand Draft/Pay Order favouring Managing Director, Bihar
Medical Services & Infrastructure Corporation Ltd. (BMSICL), Patna within two weeks from
the date of award of the contract. The security shall be refunded to the contractor after
satisfactory completion of the contract or adjusted against any damages or loss of property etc.
caused by the personnel deputed by the agency. No interest will be paid on the security money
deposited with BMSICL.
8. General conditions:
1) The Service provider shall ensure that the Gensets provide uninterrupted power supply to
the BMSICL office whenever power supply is disrupted on all days between 9:00am to
9:00pm. The Service provider shall ensure that the Gensets have adequate amount of fuel to
last for 12 hours of power failure.
2) The operator shall be properly trained for minor break down and he should be provided
with uniform and wear appropriate identification badges.
3) The Agency shall be fully responsible for all work and services performed by its operator,

and shall for this purpose employ qualified, competent and well-trained operator to perform the
services under the Contract.
4) The Agency shall take all reasonable measures to ensure that their personnel confirm to the
highest standards of moral and ethical conduct. If BMSICL at any time seeks withdrawal or
replacement of any personnel of the agency assigned to perform work or services under this
Contract, the agency shall, at its own cost and expense, withdraw or replace such personnel
forthwith. Such request shall not be deemed a termination of this Contract.
5) BMSICL shall not be liable for any action, omission, negligence or misconduct of the
Agency's employees, agents, servants, or subcontractors nor for any insurance coverage which
may be necessary or desirable for the purpose of this Contract, nor for any costs, expenses or
claims associated with any illness, injury, death or disability of the Agency's employees,
agents, servants, or subcontractors performing work or services in connection with this
Contract.
6) The Agency shall rectify defects if any which may occur in any of the two generator sets in
least possible time. In case of failure to rectify the defect within two hours, a penalty equal to
twice the rental for the period during which generator is not in operation shall be levied. The
agency shall make arrangement for providing another generator set of the same capacity
immediately. Penalty shall not be imposed for period for which alternative arrangement are
made.
7) The agency will have to remove the D.G. Sets within a week from the date of termination or
closure of the contract, at their cost, else demurrage charges @ 1000/- (Rupees One thousand
only) per day will be charged by the BMSICL to the contractor. Mending of any damage
caused to the BMSICL’s property during taking out the generator will be done by the
contractor to original finish, at their cost.
9. Procedure for Submission and Opening of Tenders:
A.
Part-I of tenders should be submitted in separate sealed envelope, super-scribing
“TECHNICAL BID” and should contain the following:
(i) Filled in Format (given as Annexure-1) signed and stamped by the bidder containing
details of Bidder firm with Make, Model, Manufacturing Date, Capacity & Fuel
(diesel) consumption per hour of D.G set(s) offered on hire basis. Paper proof to be
attached proving the relevant specifications.
(ii) Agency/firm should have three years experience in providing Genset on hire. Copy of
Work experience certificate/work order to be enclosed.
(iii)Proof of office address of the firm/agency to be provided.
(iv) Copy of Registration no. and Electrical license no. of the firm to be provided.
(v) Agency/firm should have average annual turnover of Rs. 20 Lacs in the last three
financial years (2013-14, 2014-15, 2015-16). Audited financial statement (balance
sheet and P&L account) from a qualified CA for these 3 years is to be submitted.
Only Auditor/C.A. Certificate of turnover will not be accepted.
(vi) Copy of Pan Card and Service Tax no. to be provided.
(vii) Bidder shall submit an original affidavit (on stamp paper) sworn before First Class
Magistrate/ Notary (dated after publication of this tender), stating that the
firm/agency has not being debarred/blacklist by Central Govt./any State Govt./Semi
Govt. organization

Non-refundable Tender Processing Fee of Rs. 2,000/- (Rupees Two thousand
only) in the form of DD/Pay Order drawn in favour of MD, Bihar Medical Services
& Infrastructure Corporation Ltd payable at Patna.
(ix) Earnest Money Deposit (refundable to unsuccessful bidders without interest) of Rs.
50,000/- (Rupees Fifty thousand only) in the form of DD/Pay Order drawn in favor of
MD, Bihar Medical Services & Infrastructure Corporation Ltd payable at Patna.
If the successful bidder fails to perform the commencement of the contract within the
specified time period, the earnest money deposited by the bidder will be forfeited.
Bids without any of the above self-attested documents, EMD, tender fees would be
rejected.
There should not be any indication of price/rate/charges in Part-I (Technical Bid) of
the tender. Conditional tenders will not be accepted.
B.
Part-II of tenders should be submitted in separate sealed envelope, super-scribing
“FINANCIAL BID” and should contain filled in Format (given as Annexure-2) quoting
rates for the same. The rate should be inclusive of all taxes. TDS would be deducted from
the bills as per applicable rate. The rate is to be quoted as per the unit specified in the
financial bid, else the bid will be rejected outright. The financial bid should be signed &
stamped by the bidder.
C.
Separate sealed envelopes containing Part-I and Part-II of tenders should be put in
another sealed cover, super-scribing “TENDER FOR HIRING OF 75 KVA SILENT
D.G. SET” and is to be sent by Speed Post/Registered Post/Courier only to The
Managing Director, Bihar Medical Services & Infrastructure Corporation Ltd, 5th floor
Biscomaun Bhawan, Patna - 800001. The last date for submission of bids is 08/03/2017
(3.00 PM). No tender shall be entertained after this deadline under any circumstances
whatsoever. BMSICL will not be responsible for any postal delay. The technical bids will
be opened on the same day at 4.00 PM at the office of BMSICL in the presence of
bidders or their representatives who wish to be present. Financial Bids of only those
bidders, who qualify in the technical bid, will be opened at a later date which will be
announced.
D.
Evaluation & Contract
i.
The successful bidders will enter into contract with BMSICL as per above terms
and conditions within ten days of intimation. Failure on the part of the bidder to do
so will result in cancellation of its candidature and forfeiture of EMD.
ii. Bidders are advised to read the tender document carefully before submitting the
tender form/bids. It will be presumed that the bidder have considered and accepted
all the terms and conditions of this tender. No enquiry, what so ever verbal or
written shall be entertained in respect of acceptance/rejection of the tender/bids and
the decision of BMSICL in this regard will be final. BIDS MUST BE
UNCONDITIONAL.
iii. The successful bidder shall not engage any sub-Contractor or transfer the contract
to any other person/firm/agency in any manner. The bidder shall not be permitted to
transfer their rights and obligations under the contract to any other person/

organization or otherwise. Tenders not conforming to the requirements of BMSICL
will be rejected and no correspondence thereof shall be entertained, whatsoever.
In the case the successful bidder does not have an office in Patna, it would have to
establish an office in Patna with a dedicated personnel for BMSICL, before
execution of the agreement.
Notwithstanding anything contained in this tender document, BMSICL reserves the
right to amend or withdraw any of the terms and conditions contained in the Tender
Document or to accept or reject any or all bids/tenders or annul/cancel the tender
process at any stage without giving any notice or assigning any reason.
Any dispute arising out of this tender or contract shall be settled amicably first and
if it fails, the same shall be referred for arbitration under the provisions of
Arbitration and Conciliation Act enforced within Patna Jurisdiction.
