LOGISTIC SUPPORT FOR CATERING FACILITIES IN A CRISIS SITUATION – CASE STUDY Eva LUKÁŠKOVÁ, Helena VELICHOVÁ and Kateřina PITROVÁ Abstract: There are described in this text some model situations of system of logistic support for ensuring of boarding in crisis situation for the town Kyjov. The typical crisis situation for Kyjov is the fire with leakage of dangerous substance. In the article the possibility of solution of this problem with using of logistic support during evacuation of inhabitants and during boarding of inhabitants is described. Key words: Crisis Situation, Boarding of Inhabitants, Logistics. 1. Introduction The primary and most important goal is to mitigate the crisis, to remove the effects of crisis or to find adequate means of providing assistance to needy citizens. Logistic support in crisis situations relating to the protection of the population nowadays has an irreplaceable role. Important attributes that prerequisite very good mastering of crises are good managerial knowledge, the availability of economic resources, and logistic support. Logistic support in a crisis is a global logistics service whose main purpose in relation to the population and IRS is providing everything that is possible in a given situation needed to reduce or partially eliminate the negative impact of crisis situations. More specifically, the concept of logistic support in a crisis situation is to find an appropriate way of providing meals for the needy evacuees, IRS components and assisting volunteers, participating directly in the intervention.[6] The article analyzes the situation model of hazardous chemicals fire in Kyjov that requires evacuation, provision of emergency accommodation and food for intervening IRS persons and evacuees. On the situation model the specific system of logistic support in ensuring food is introduced. 2. Analysis of options of logistical support in the event of a crisis situation for the town Kyjov The town Kyjov falls within the scope of higher territorial self-governing unit, which is the South Moravian Region. 11,658 people live there. Current sources of emergency for the town Kyjov relate mostly to the issue of building fire, explosion and subsequent spill of any petroleum products or hazardous chemicals into the air. Another potential source of emergency on the territory of Kyjov may be natural flood caused by the river Kyjovka.[1] The default assumptions for the design of logistic support for Kyjov For the purposes of model analysis for a specific crisis situation the fire of the building of the company JP PLAST, Ltd. was chosen. This company produces plastic blow molded containers (cans) and blown technical moldings (for automotive, garden 54 machinery). Before the fire approximately 4000 kg of plastics were accumulated in the company, intended for processing and export customers that have started to burn. Very rapid spread of fire and subsequent leakage of hazardous chemicals into the air creates an emergency situation in Kyjov. When a model situation is mainly based on the specific data processed in the TEREX provided that the analysis of the defined zone threat and then evacuation of the affected area was evaluated. The estimate corresponds to the density of population in affected areas about 850 people who would be evacuated. Based on the model analysis, it was necessary to evacuate 510 people to the evacuation centre, the other people spontaneously moved to safe areas. Figure 1 shows the area threatened by a toxic substance. Table 1 summarizes the data necessary for the design of logistic support. Designing the system of logistics support for ensuring catering The following sections will briefly present possible system of logistic support in providing meals FOR evacuated population and intervening IRS in Kyjov. Due to inability to bring in articles all the necessary data the problematic of the arrangements for intervention is not analyzed in detail. When calculating the necessary resources to provide food for evacuees the data were issued from scientific works. [2, 3] 2.1 Possible modes of transport for the transportation security of basic food and meals to needy population Vehicles for the transportation of basic food from contracted retail chains to needy population When securing transportation it is necessary to choose the type of service that best meets the requirements of ensuring the logistic distribution chains. Transportation of necessary basic foodstuff from contracted retail chains included into the emergency plan of Kyjov, ensure truck vehicles through corporate professional drivers employed by the company ČSAD Kyjov, a. s. (joint-stock company) At the request of the Municipality on the performance of services by ČSAD Kyjov, a. s., the company has provided basic food transport trucks, as well as freight transport of goods under controlled temperature and also by bulk freight trains. Vehicles for the transportation of food from a catering company to needy population The issue of providing meals from the catering business was the most used means of transport especially of light duty road haulage vehicles, i.e. trucks, such as pick-ups, vans or trucks up to 7.5 tons with additional cooling equipment, which officially requested the Municipality of Kyjov from a private body operating in the transportation sector. Commercial vehicles borrowing costs were set by the owner of motor vehicles (the average price of fuel consumed x mileage) and paid by the client of this service. Borrowed utility vehicles have been collected in the fleet, where they were ready to use. In case if the funds were not sufficient, it would be necessary to ensure the transport from the catering company with FRS technique, such as box trucks or flatbed trucks. Transport of already prepared meals from the company EUREST, Ltd., providing complex catering services in crisis, was implemented by members of the Fire and 56 Rescue Service and assisting volunteers. Because of limited funds which Kyjov possessed in the emergency circumstances, there was a realization of transport on own account. Transport is a logistics activity among the key activities of the logistics chain, but also represents the largest cost item, which eliminates the additional costs associated with overcoming the crisis, such as rental payments, evacuation centers, and payment of catering services provided by a catering company. Always the emphasis is on cost reduction of the economic burden of the situation. Another reason was the fact that EUREST, Ltd. has no business vehicles used for transporting food. Transport to the everyday usual diners during normal operation of the company is provided by external providers of logistics services, through outsourcing. When transporting food there have been used already mentioned commercial vehicles up to 3.5 tones in private ownership. Hot food for evacuated citizens was provided directly to the evacuation center ZŠ Dr. Joklíka (Dr. Joklík Elementary School). Ensuring food by authorized catering was concerned only for lunches and dinners, resulting from pre-sealed official contract between the catering and Municipality Kyjov to provide meals for a certain number of people. 2.2 Transportation of basic food and meals to needy population Transport of basic food and bottled drinking water from the contracted retailers Truck freight cars owned bus ČSAD Kyjov, a. s. provided the transport of basic food and bottled mineral water using bulk trucks from contracted retail chains to needy citizens staying in an evacuation center. In a case of crisis it was necessary to complete the acquisition process in the short term, because of the fastest possible delivery to the needy population. After transfer to the evacuation center the food and bottled water were shipped to the school canteen warehouse. Brought basic food was sufficient to ensure the preparation of breakfast and snacks for the survival of about 610 people. Evacuated citizens received food and raw materials from the warehouse until they reached exhaustion accumulated reserves and the provision of other amount of basic food from retail chains was necessary. Transporting food from catering company EUREST, Ltd. Prepared and already filleted food was transported, as already mentioned, by utility vehicles leased from the company EUREST, Ltd. dealing with catering. Contractual catering company provided only twice daily hot lunches and dinners at the appointed hour. Lunch consisted of soup and it was a choice of two main dishes. Lunch orders were always carried out a day in advance. There was not a choice of main course at the dinner. To maintain the proper food temperature during transportation and meet the applicable mandatory standards modern gastronomic products for food transportation were used. The most common culinary products of the catering company EUREST, Ltd. uses include stainless steel containers, which are inserted into the thermo box (temperature range from - 25 ° C to + 100 ° C). After transportation to the place of destination, the evacuation center Dr. Joklík Elementary School, food was unloaded and transported by members of FRS directly into the dining room, where individual portions of food were dispensed. Supply was been secured by evacuated citizens. In the case of catering the IRS and other helping volunteers directly involved in the intervention, it was necessary to provide food directly at the point of intervention. During intervention it is not possible to provide regular meals in the dining room, so it was necessary to adjust the type and the possibility of filing an appropriate food. Catering company EUREST, Ltd., adequately responded to the specificity of the requirement set by the Municipality Kyjov. Food was prepared in the form of food parcels, packed sandwiches, baguettes, sandwiches, and canapés and also to ensure fruit or vegetables. A utility vehicle brought food directly into the surgical site, shipping and handling devices for 57 transfer of prepared food were used here in the form of mobile storage plastic boxes, crates and crates that were used primarily because physically undemanding, easy handling and relocation of plastic containers with food at any space needed. To ensure enough drinking regime for intervening IRS and helping volunteers, it was necessary to secure bottled mineral water on the command of the Fire and Rescue Service or the mayor of Kyjov that bottled drinking water was obtained from Dr. Joklík Elementary School warehouse, where it was covered with a contracting retail for consumption.[5] 2.3 Definition of sufficient amount of basic foodstuff designed for the transport to the needy population The amount of basic foodstuff provided by the contracting retail chain The amount of basic foodstuff that was provided in a crisis situation by contracted retail chains was also included in a pre-contract between the retail chain and the Municipality Kyjov to provide food for a certain number of people. For the reason that the town had entered into that contract mainly with retail chains operating in Kyjov (LIDL, PENNY Market) which are not the biggest in terms of the volume of food offered, it was acceptable (especially from retail chains) to participate in the supply of the evacuation center collectively. There were specific agreements on the provision of basic foodstuff among the companies. Basic foods provided by retail chains were mainly used as raw material for preparing breakfast and snacks which were not secured by catering companies. There were mainly dairy products, instant soups, breads, cakes, sausages, jams, sweets, vegetables and fruit, bottled mineral water. Retailers also provided ready-made chilled, canned and frozen food, frozen meat, fish and poultry. These products have a long shelf life, so they were placed safely in the warehouse in cooling and refrigeration equipment. Since it was necessary to provide basic food for 510 evacuees and 100 intervening IRS and volunteers to carry enough food for a large volume of cargo space it was enough to rent only one truck vehicle provided by ČSAD Kyjov that performed the carriage of basic food only once of the retail chains to the evacuation center in order to supply. Recommendations for the town Kyjov Based on the fact that the emergency situation described so far has not occurred in Kyjov yet, everything was mentioned as an example, it would be possible to propose the following recommendations for the case of the crisis: 1. Increase into the current crisis plan the most likely crisis that could arise in Kyjov in the future. 2. Identify and update the overview of suitable and satisfactory evacuation centers for vulnerable citizens. 3. Find out possibilities of supplying the necessary supplies of basic foodstuff from contracted local retail chains. 4. Use the recommendations of the most appropriate contractor (catering company EUREST, Ltd.) providing meals for Kyjov in case of an emergency. 5. Apply design of available road vehicles (from potential transporters), ensuring the transport of basic foodstuff from retail chains and meals from catering companies to needy population. 6. Use design of utilized transport and handling equipment to ensure transport of prepared meals for members of the IRS and volunteers. 7. Request contractual retail chain of delivery (except for bottled mineral water), fruit juices, nectars and juices (high amount of necessary vitamins), coffee, herbal teas, energy drinks for encouragement and overcoming fatigue, especially for trespassing IRS members and volunteers. 8. The lack of hygiene when eating food prepared by members of intervening IRS and volunteers to ensure the suppliers of pharmaceutical needs HDPE disposable gloves or suitable variant in the form of disinfectant hand gel (acting without rinsing) or disinfectant wipes and towels. [4] 4. Conclusions The text briefly introduced the system of logistic support in ensuring food in the model situation for the town Kyjov. There were mainly defined current resources incidents for the town Kyjov. For specific processing model situations and setting the endangered zone, there was used the TEREX information program under which it defined more clearly the affected area with where the evacuation was ordered evacuation. A hypothetical crisis situation was analyzed through the selected model example. On the basis of the analysis a system of logistic support in providing meals for evacuees of Kyjov in particular crisis situation was developed and designed. Among the most important proposals and recommendations that have been described are extension of the current emergency plan with the most likely crisis situation which could arise in Kyjov in the future, identification of suitable and satisfactory capacity of evacuation centers for citizens in the event of a crisis, using the most appropriate proposal for local retail chains and the contractor providing catering. They were designed accessible by road vehicles in the transportation of basic foodstuff from retail chains and meals from catering companies to the required population.
