AAITF/8−WP/04 06-10/5/2013 International Civil Aviation Organization The 8th Meeting of the Asia/Pacific Aeronautical Information Services – Aeronautical Information Management Implementation Task Force (AAITF/8) Ulaanbaatar, Mongolia, 06 – 10 May 2013 Agenda Item 4: AIS-AIM Updates ELECTRONIC AIP (eAIP) IMPLEMENTATION IN THE ASIA/PACIFIC REGION (Presented by the Secretariat) SUMMARY This paper presents an analysis of the current implementation status of electronic AIP in the Asia/Pacific Region, and discusses the availability and distribution of State AIP. This paper relates to – Strategic Objectives: A: Safety – Enhance global civil aviation safety C: Environmental Protection and Sustainable Development of Air Transport – Foster harmonized and economically viable development of international civil aviation that does not unduly harm the environment Global Plan Initiatives: GPI-12 Functional integration of ground systems with airborne systems GPI-18 Aeronautical information GPI-20 WGS-84 1. INTRODUCTION 1.1 Implementation of Electronic AIP (eAIP) is step P-11 of the AIS-AIM Transition Roadmap, and as part of Phase 2 – Going Digital is due to be completed by November 2013, to coincide with the publication of Amendment 37 to Annex 15 – Aeronautical Information Services. 1.2 ICAO Asia/Pacific Regional Office analysis has revealed a number of issues in the availability, structure and content of eAIP, and in the requirements for distribution of AIP products. 2. DISCUSSION 2.1 Asia/Pacific States provide information to the ICAO Regional Office on the status of implementation of AIS – AIM transition steps, including eAIP. The information provided is recorded in the State AIM Transition Table (Attachment A), which is available on the Regional Office website at http://www.icao.int/APAC/Pages/edocs.aspx . 2.2 Included in the State AIM Transition Table is an indication where States have reported that their transition to eAIP is complete. Hyperlinks to each eAIP are provided. During March and April 2013 the Regional Office conducted an analysis of the eAIPs of the 22 Asia/Pacific AAITF/8–WP/04 2 States which had previously reported eAIP availability. Table 1 summarizes the results of the analysis. This search revealed a further 5 eAIP which appear to be operational, but of which Regional Office has not been advised. On receipt of confirmation from the States concerned that eAIP has been operationally implemented these will be included in the State AIM Transition Table, and in the ongoing analysis of accessibility, compliance and inclusions. Accessibility 2.5 Two of the 15 accessible eAIP require registration and login. The registration process for login access may not provide an immediate response, depending on whether it is automatically approved, or manually managed, potentially only during office hours. 2.6 As eAIP includes information essential to flight safety, States should consider making the package readily accessible on the internet, without the need for potentially lengthy delays incurred in registration and login processes, and without the need for users to access email accounts to retrieve login details. States currently providing login-only access should consider removing the requirement for registration and login. 2.7 In addition to Asia/Pacific States providing unrestricted access to their eAIP without registration, there are many examples of prominent aviation States in other Regions also providing such unrestricted access, including Brazil, Canada, France, United Kingdom and United States. . -3- AAITF/8–WP/04 Integrated Aeronautical Information Package 2.8 Annex 15 States: 3.1.7 An aeronautical information service shall receive and/or originate, collate or assemble, edit, format, publish/store and distribute aeronautical information/data concerning the entire territory of the State as well as areas in which the State is responsible for air traffic services outside its territory. Aeronautical information shall be published as an Integrated Aeronautical Information Package. 2.9 An Integrated Aeronautical Information Package is defined as: A package which consists of the following elements: AIP, including amendment service; Supplements to the AIP; NOTAM and PIB; AIC; and checklists and lists of valid NOTAM. 2.10 9 of the 15 accessible eAIP did not provide one or more of the elements; AIP SUPP, AIC or NOTAM. Summary of eAIP Accessibility and Content 2.11 The analysis of Asia/Pacific States’ eAIP indicates that of the 22 States that have reported implementation of eAIP, only 15 were internet-accessible, including 2 requiring login access. Of the 15 that were accessible, 9 did not meet all Annex 15 requirements for an Integrated Aeronautical Information Package. Therefore, only 6 of the 22 reported Asia/Pacific States’ eAIP are internet accessible and comply with Annex 15 requirements. 2.12 The meeting is invited to consider the following draft Conclusion: AAITF Draft Conclusion 8/X: Electronic AIP That, considering that Electronic AIP (eAIP) is part of Phase 2 of the AIS-AIM Transition Roadmap, due for completion by November 2013 to coincide with the publication of Amendment 37 to Annex 15, and that few Asia/Pacific States’ internetaccessible eAIP as reported to ICAO Regional Office comply with the Annex 15 requirements for Integrated Aeronautical Information Packages, States are urged to: i. ii. iii. iv. implement internet-accessible electronic AIP (eAIP) as soon as possible; permit open access to the eAIP without the need for registration; ensure the eAIP complies with Annex 15 requirements for content and structure, and includes all elements of an Integrated Aeronautical Information Package; and report eAIP implementation and its internet hyperlink to the ICAO Asia/Pacific Regional Office. 3 AAITF/8–WP/04 4 Distribution of AIP in Paper Copy to ICAO Regional Office 2.13 ICAO Document 7383 specifies the requirements for distribution of paper copies of AIP, AIP SUPP and AIC to ICAO Headquarters and Regional Offices. As a result, the Asia/Pacific Regional Office receives a large volume of paper copies of AIP amendments, AIP SUPPs and AICs promulgated in the Region. Monthly NOTAM checklists are also received, primarily as these include checklists of current AIP SUPPs and AICs. 2.14 The distribution of paper copies incurs costs to States, requires State and ICAO staff resources to manage, is prone to handling errors, and does not support ICAO’s strategic objective of environmental protection and the sustainable development of air transport. 2.15 Once States have transitioned to an Annex 15-compliant, internet-accessible eAIP there should be no need for further distribution of paper or even CD copies of AIP, AIP SUPP, AIC and NOTAM checklists to ICAO Regional Office. This follows the practice in other Regions. Europe (EUR) Region States no longer distribute paper copies to the EUR Regional Office. AAITF/7 noted that the ICAO Asia/Pacific Regional Office no longer requires the submission of paper amendments to State AIP if the state has implemented element P11 – Electronic AIP. However, paper amendments continue to be received from States that have reported implementing eAIP. Correspondence from the ICAO Regional Office to individual States 2.16 requesting that they discontinue sending paper copies of specific documents has been in many cases disregarded. This may indicate the need for a more formal approach. The meeting is therefore invited to consider the following draft Conclusion: AAITF Draft Conclusion 8/X: Distribution of Paper Copies of AIP to ICAO Asia/Pacific Regional Office That, States having implemented internet-accessible eAIP shall, on receipt of advice from the ICAO Asia/Pacific Regional Office, discontinue the forwarding of paper copies of AIP, AIP SUPP, AIC and NOTAM Checklists to the Regional Office. 2.17 To support this proposal the Regional Office has formulated a procedure to be executed on receipt of advice from any State that they have implemented an internet-accessible eAIP. 2.18 When such advice is received the Regional Office will check that the eAIP: Is fully accessible; Complies with Annex 15 Chapter 4 and Appendix 1 requirements for structure and content; and includes as a minimum the Integrated Aeronautical Information Package Elements: o AIP, including amendment service; o Supplements to the AIP; and o AIC Note: While Regional Office does not normally require or use NOTAM information, they may be relevant to the above when used for the purpose of triggering the activation of AIP SUPPS. 2.19 When the above conditions are met the Regional office will advise the State to discontinue sending paper copies. -5- AAITF/8–WP/04 2.20 Following discussion of the paper, it is proposed that the State AIS AIM Transition Table will be updated to reflect only those eAIP meeting the above requirements. 3. 3.1 ACTION BY THE MEETING The meeting is invited to: a) note the information contained in this paper;
