2012-2013 - League Rules

1. The League shall

2. The League shall consist of two sections:a. Billiards
b. Snooker
3. Clubs may enter teams in either or both sections. Entry fees to be determined
by the Management Committee and these must accompany the entry forms.
All players registered must be members of the club for which they are
registered. No player may play for another club without the permission of the
Management Committee.
4. Players of any age may be registered to play in the league. However the
contents of rule 5 must always apply.
5. All teams enter the league on the clear understanding that the house rules of
the host club will be respected. All teams on entry to inform the League
Secretary where their clubs House Rules forbid lady players, lady visitors,
under 18 or 16 players, and under 18 or 16 visitors.
6. On entry, each Club shall submit to the League Secretary a list of players in
order of merit, from which the teams must play in order of their current
handicap. Where players’ handicaps are equal, they should play in order of
their latest team handicap list on the website. Team captains are responsible
for ensuring a player’s submitted handicap reflects the player’s ability, and
the player’s last handicap is recorded on the entry form, together with his/her
last club played for, if different from his present club. Where the ability of a
player is not known, they will receive a handicap of 20 (snooker), 90
(billiards).
7. The Management Committee will have the right to re-handicap and amend
the results of any player who has been registered with a false handicap.
8. Any player found to be playing off the wrong handicap, plus or minus, or
playing out of order, shall forfeit all points played for.
9. Matches on individual handicap basis to consist of:a. Billiards: 4 players each play one game of 200 up.
i. Visiting players to have the option of “breaking off”
b. Snooker: 4 players each playing two single frames.
i. Visiting players to have the option of “breaking off” in each
frame.
10. Billiards:
a. Individual handicaps will not go on the score board but will be
entered on the score card to become part of the team aggregate
score;
b. Matches will be played up to 200;
c. 2 points will be awarded for each individual win, including individual
handicap, and 2 points for the team aggregate win;
d. In the event of a tie on individual games, including handicap, 1 point
will be awarded to each player, and in the event of a tie on team
aggregate points, 1 point will be awarded to each team.
11. Snooker:
a. Each player will play two separate frames. Individual handicaps will
go on the board at the start of each frame for each player, (not the
difference between the handicaps);
b. 1 point will be awarded for each individual frame win. If there is a tie
on an individual frame, the black will be re-spotted and the two
players draw lots for choice of playing at the black from hand;
c. In the event of a player conceding a frame the value of the balls
remaining on the table will be ignored for the purpose of the frame
score.
12. The team with the highest number of points at the end of the season will be
declared divisional champions, where teams have equal points, see rule 13.
13. At the end of each season, teams finishing with equal points irrespective of
their position, will be separated using the following method:
a. Most matches won
b. Most away matches won
c. Highest total of season’s aggregate points scored
d. Lowest total of season’s aggregate points conceded
e. Head to head results from both home and away results during the
season using a, b, c and d above.
14. Three teams will be promoted in each division. The makeup of the divisions
will be determined by the finishing order of the previous season, and
inclusion of new teams.
15. Matches must commence at 7:45 p.m. Two tables must be available for play
on match nights. If a board becomes and remains vacant for more than 15
minutes waiting for a player to arrive, the non-offending team may claim
those match points.
16. The visiting captain must give the home captain a list his players for the
evening’s game.
17. Match Rules:
a. Any team failing to provide four players for a fixture shall be reported
to the Management Committee who shall have the power to impose
a fine of £2.00 for each absent player;
b. The points awarded for winning a game will be forfeited where a
player is absent, and awarded to the opposing side;
c. All fixtures must be played on the day/date stated in the handbook or
on the league website. Failure to do so could lead to a fine of
£10.00;
d. No re-arrangements will be allowed except in exceptional
circumstances, and only with the permission of the League Secretary
in the case of both Billiards & Snooker;
e. Where a team fails to fulfil a fixture, without providing at least 24
hours notice, the offending team will lose 4 points, from the league
table.
ANY FIXTURE NOT PLAYED ON THE ORIGINAL DATE MUST BE
PLAYED WITHIN 14 DAYS OF THE ORIGINAL FIXTURE DATE.
THE HOME TEAM MUST INFORM THE LEAGUE SECRETARY
PRIOR TO THE POSTPONEMENT OF THE MATCH AND ALSO
ADVISE HIM LATER ON WHICH DATE THE MATCH HAS BEEN
RE-ARRANGED. ANY ARRANGEMENTS OUTSIDE THE 14 DAY
PERIOD MUST BE AUTHORIZED BY THE LEAGUE SECRETARY.
WHERE THE ORIGINAL FIXTURE FALLS WITHIN 14 DAYS OF
THE SEASON FINISHING, THE FIXTURE MUST BE COMPLETED
NO LATER THAN 2 DAYS AFTER THE FINAL FIXTURE DATE OF
THE SEASON.
Matches not completed will be referred to the management
committee.
18. Entering Match Results:
a. Clubs internet delegates/internet team captains are responsible for
entering their team results on the internet site. When neither team
has an internet delegate/internet team captain who can enter the
result, then the home team captain is responsible for completing a
result card and for forwarding it to the League Secretary not later
than the following day. In addition both home and away team
captains should complete a duplicate result card in the back of the
scorebook, and have them available at league meetings;
b. Any scorecard not received by the League Secretary nor the result
recorded onto the website by 6.00pm on Sunday following the date
of the match will result in 1 point deduction from both team’s points
total. If the result details are not received within 7 days the League
Secretary will bring it to the attention of delegates at the next
delegates meeting. Both the home and away team captains then
have a period of 4 weeks to provide full match details. Failure to
provide such information will result in the match being declared void,
with neither side receiving any points.
19. Any grievance at all with any of the rules covering league matches must be
sent in writing or by email to the League Secretary within 3 days of the match
being played.
20. Individual competitions:
a. Individual competitions are open to all registered billiards and
snooker players. Players may play in the competition of their choice
from either their registered billiard club, or their registered snooker
club. The players chosen club must be clearly marked on the
application form or if entry is made via the league website, the club
of choice must be entered into the appropriate online entry section;
b. In invitation tournaments the invited player may play from either his
registered billiard, or his registered snooker club. The chosen club
must be indicated when accepting the invitation to play;
c. The rules of individual competitions will be published on the website;
d. Any player, entering a tournament run by the LBSO who is
subsequently drawn at home and who’s club does not allow under
18’s or lady players and they are then drawn against such, must in
every instance make every effort to play the match by either-:



Persuading the club to allow the match to go ahead as drawn;
Arrange the match to be played on a neutral venue, or;
Arrange to play the match at the opponents’ venue if everything
else fails.
21. Games to be played with Super Crystallite balls, and under the latest official
rules of the WPBSA for Snooker and English Billiards.
22. PRESENTATION OF TROPHIES & CASH PRIZES – LEAGUE & ALL
OTHER COMPETITIONS:
a. League Trophies will be awarded at the end of each season to the
winning teams/individuals. These trophies must be returned at the
end of the following season on the date stipulated on the website.
Where a club/individual fails to return the trophy on time they/he will
be liable for a fine of £10;
b. Where a team/individuals fails to return or cannot return a league
trophy at all, then the team/individuals will be invoiced for the cost of
replacing the trophy by the LBSO;
c. Individual trophies will usually be awarded at the end of the season
to the winners and runners-up in the Billiards League and each of
the Snooker divisions. Some competitions will provide for prizes
being awarded to the losing semi-finalists. In the case of each
league and all other competitions, teams concerned will normally pay
for any number in excess of the 6 trophies per team, paid for by the
LBSO;
d. In respect of any cash prizes, these may fluctuate from one season
to another depending on the finances of the LBSO at that time. In
addition, any cash prizes which are NOT claimed-:
 either before the presentation night or after it but only up to the
AGM (usually the week following), or
 on the day of the presentation night itself,
will be forfeited and returned to the LBSO finances, to be accounted for
on the balance sheet of the following season.
23. League Meetings:
a. Delegate Meetings shall be held at Holbeck WMC (unless otherwise
notified) on the second Monday of the month at 7:45 prompt.
Delegate Meetings will usually be held monthly starting in October
through to April the following year. However, any additional delegate
meetings arranged outside of this period, will still be classed as
official meetings for the sake of the remaining paragraphs of this
rule. Each club shall be allowed two delegates, each with the power
to vote;
b. The agenda for each league meeting, shall be displayed on the
website and circulated by email to all on-line delegates by the
General Secretary, no later than 7 days prior to each meeting;
c. Clubs not represented at any official delegate meetings including the
AGM usually held in July, shall be liable to a fine of £4.00 for the first
offence and £8.00 for the 2nd offence. On the third and subsequent
offences 3 points will be deducted from each of the club’s league
team points total. Any fine or deduction of points will still apply even
if apologies for absence were received before or after the meeting;
d. Any club not represented at three consecutive meetings shall in
addition to any fine / deduction of points, be brought before the
Management Committee who shall decide on any subsequent
action;
e. Any fines accrued shall be paid to the LBSO as soon as possible
afterwards. Any fines which are still outstanding between the end of
one season and by the time for registration to the next, will be taken
into consideration by the Management Committee, whose decision
on any subsequent action to be taken will be discretionary and final.
24. Annual General Meeting:
a. the date and venue of the next AGM shall be determined each year,
by the Management Committee and delegates present at the
delegates meeting in April;
b. the final agenda for the next AGM, shall be displayed on the website
and circulated by email to all on-line delegates by the General
Secretary, no later than 7 days prior to the AGM;
c. the appointed Treasurer shall produce at the AGM, a financial report
and balance sheet showing the details of income and expenses for
the current playing season, to be signed off as a true record by the
Management Committee and delegates present at the AGM.
25. Rule Changes:
a. any proposed changes to any rules of the LBSO, shall be sent in
writing or by email to the General Secretary, which will then be
announced by the General Secretary at the next delegates meeting,
but no later than the delegates meeting immediately prior to the next
AGM;
b. any proposed changes received by the General Secretary after the
meeting immediately prior to the next AGM, will only be accepted at
the discretion of the Management Committee;
c. in either case of 25a or 25b, the General Secretary will then put the
proposed rule changes on the agenda for the next AGM;
d. then but only after going through the above procedures, any
additions, amendments or deleting of any rules can only be agreed
by the Management Committee and delegates present at the AGM,
where they will take immediate effect unless otherwise stated.
26. Anything not provided in these rules is left in the hands of the Management
Committee, whose decision is final.
