Agency Orientation: Familiar yourselves with agency’s purposes of formation, historical development and changing mission as stated in agency objectives, policy statements, work plans and initiatives. What kinds of services are provided by the agency and its significance in community. Community Study: Characteristics of Community served-people as well as environment; particular clientele served and their specific needs and problems; issues or actions undertaken in the past and at present; provision of services in community, with special emphasis on services to target clients. Agencies Visits: Understanding the state of art of community work done in Hong Kong as shown by the counterparts; their major concerns and issues at hand; and the kind of action strategies involved in tackling community problems and policy issues. Contacts with Officials and Leaders: Make contacts with government officials and community leaders such as District Board Members to know the person and understand their positions in community issues and problems. Getting to Know the Community/Clientele: Intensive home visits; Outreaching contacts on streets; Street walks and contacts with key informants to identify issues/concerns to work on. Document their concerns and throw their ideas around to seek community support. Identify Issues for Intervention: Based on problems existed in the community or issues arisen from it and the residents concern, student workers should identify specific issues or organization to work with in the later part of placement. Issues have to be further analysed and action options and policy/task outcome identified, with input from residents to be worked with. Implementation: your project might involve educational programmed which include exhibition, dissemination of information, residents gatherings or public forums; Video and tape production and survey study might be involved. Organizing might be another emphasis which include working with existing residents organizations or concern groups or trying to organize residents around issues and in localities. Students might need to serve committees/organizations and help to ensure people’s participation, decision being carried out and issues being tackled. Mobilization of residents on issues and engagement of action strategies might also be used in tackling issues of community concern and even policy matters. Alliance might have to be formed or worked with to ensure louder voice and better success. Student should pay particular attention to issue analysis, organizing skills and the appropriate use of action strategies. Consolidation and Termination: Issues/Projects might not be completed within such short period of time but residents should be helped to consolidate their experience in the process which form the basis for further involvement. Project report and referral summaries have to be prepared for agency follow-up on issues and organizations. Evaluation of worker’s intervention and achievement of action have to be made with agency staff and residents as far as possible. C:\f\Reference\Ref 2 9. Project Report & Evaluation: This has to be prepared for your supervisor as well as for agency. Students are encouraged to be critical of his/her intervention and agency/professionals practices on the issues and problem. Although the initial focus was on health care, the principles outlined for joint projects can be adopted in other settings. The first link project in health care services was with Kwai Chung Hospital, and the first one in secondary school was with Ming Kei College. For Community Service: As a publicly funded University, this is a direct means to employ our expertise to serve the community. For Teaching and Consulting: By applying the taught knowledge in practice, the joint programs will provide not only for those involved a learning and consulting milieu, our students can also gain a lot in return. For Research & Service Development: Research and service development is important for public and private service providers. Analyses based on carefully conducted research would inform accurately the future direction of service. Objectives: L-P is to link: 1. Social service policy to professional practice (i.e. the policy-service delivery LINK) 2. Professional practice to academic research activities (i.e. the practice theory LINK) L-P Activities: 1. Joint research projects on public health/quality of life involving medical doctors, nurses and para-medical professionals; 2. Joint program evaluation projects on mental health status of school pupils and other areas involving teachers and school heads; 3. Social work student placements in medical and school settings; 4. Action research projects on problem intervention strategies; 5. Total quality management protocols design and service standards bench marking; Manpower Support for L-P: 1. Our Team members are University staffs who have a wide range of knowledge in human services, e.g. health services, school social work. 2. Social Work Placement Students can be available to perform as a member of the agency team (e.g. school), to assist with joint research and/or to fulfill their fieldwork practicum. 3. Placement students could be available for 5 months from 2 periods of time, from Sep to Jan and Feb to Jun.
