Massena
• On February 4, 2011 the Canadian and American Governments
made a joint announcement “Beyond the Border”
• Canada and the United States remain committed to fulfilling the
Beyond the border Action Plan deliverable
• To complete this objective, Canada and the United states are
currently negotiating an agreement that would allow full
preclearance of goods and travellers at Massena, NY
• At this time, negotiations with the United States are on-going.

Background/Timing
• CBSA requires a functional POE that meets Agency standards.
• Adequate facilities that support operational requirements for
Commercial and Traveller processing activities, including secondary
examinations.

POE
• The interim facility in the City of Cornwall was opened in July 2009.
• Completion of Federal Bridge Corporation Limited (FBCL) low-level
bridge span across the north channel of the St. Lawrence River
expected to be complete by fall 2013.
