Cornwall Port of Entry Interim Relocation Project City of Cornwall Presentation January 14, 2013 Purpose • To update Cornwall City Council on the current plans to relocate the current Interim Port of Entry (POE), located at the foot of the current bridge, to the Canal Lands. • To share project information with key stakeholders. 2 Massena • On February 4, 2011 the Canadian and American Governments made a joint announcement “Beyond the Border” • Canada and the United States remain committed to fulfilling the Beyond the border Action Plan deliverable • To complete this objective, Canada and the United states are currently negotiating an agreement that would allow full preclearance of goods and travellers at Massena, NY • At this time, negotiations with the United States are on-going. 3 Background/Timing • CBSA requires a functional POE that meets Agency standards. • Adequate facilities that support operational requirements for Commercial and Traveller processing activities, including secondary examinations. – Cornwall is a 24/7 operation – 1.9 million/year vehicles are processed through the Cornwall POE • The interim facility in the City of Cornwall was opened in July 2009. • Completion of Federal Bridge Corporation Limited (FBCL) low-level bridge span across the north channel of the St. Lawrence River expected to be complete by fall 2013. • The CBSA, Transport Canada (TC) and FBCL are working together for the establishment of a new Interim Port Of Entry on the Canal Lands in time for its completion. 4 Key Activities • • • • • • Size/order modular structure Remediate the land, if required Prepare site for the civil works Install Modular structure Construct/Fit-up the interior Relocate key elements from the current Port of Entry (still to be determined) – Trailer; Canopies; Primary Inspection Booths • Current – CBSA has provided our requirements to the FBCL – Design and Planning to begin in the coming weeks 5 New Interim Port of Entry • Increased Traveler processing – Primary, Secondary and administrative functions – Reduces border wait times • On site Commercial processing – Have the capacity to examine trucks and process shipments onsite • New and more modern facility – Client reception area: Increased privacy for sensitive discussions – Ability to consolidate all CBSA operations from 3 locations to 1 6 Impacts of Move to the Canal Lands • City Traffic - Improvement to city traffic once CBSA moves out of the city core and from the traffic circle. • Environment - Environmental concerns will be addressed. • Bike Path – To be operational during both the bridge and CBSA plaza construction – Security fencing will be installed between the path and the CBSA facilities – There will be intermittent closures for safety, however the bike path will remain open the majority of the time • Further questions should be directed to the FBCL 7 Next Steps • The CBSA and the FBCL will complete the conceptual planning for the POE in the Spring 2013 • Stakeholders – Update Cornwall City Staff on our progress through regularly scheduled meetings – Meet with local interest groups (ie Rotary Club/Waterfront committee) to provide project information • Post Interim POE Relocation – Closure of actual Interim POE to coincide with opening of new Interim POE – CBSA to decommission the current plaza • City of Cornwall site • Suncor site – CBSA is committed to working with City planners to re-instate the roadways to the City’s satisfaction 8
