JOB DESCRIPTION Strategic Programme Manager Purpose: To provide leadership and programme management to ensure the delivery of Transforming Mission, driving forward our vision for the renewal of the Anglican Church in Cornwall. Reporting to: Archdeacon of Cornwall Line Manager for: Café (Student Hub) Manager Key relationships: Pioneer Priest and team, Head of Church Growth, Rural Dean, Clergy and Parochial Church Council Members Location: Church House, Threemilestone, Truro with an additional office base in Falmouth (Office at All Saints Church) Standard Working Hours: 1. 35 hours per week Background Transforming Mission is a model for the renewal of Anglican Church life across the Diocese of Truro. This programme seeks to develop a version of Resource Church1 that learns and borrows from current practice in other dioceses but is tailored to fit the Cornish context. The initial implementation of the model will be in Falmouth. Its objectives are to: 1) Develop a thriving missional community in the churches across Falmouth; 2) Develop an effective ministry to the student community in Falmouth; 3) Identify, nurture and train future leaders in ministry, lay and ordained, who can be deployed in the Deanery, Diocese and the wider Church; 4) Develop a model of Town Resource Church, which will be replicated across towns in Cornwall and beyond. 5) To develop an interconnected network of resources to be shared across the town to best serve the missional community, including venues, equipment and people. It is hoped and expected that Falmouth will be the first of many towns where this model is applied. This role therefore will initially focus on Falmouth but will then increase in its scope to other towns in the Diocese of Truro. 1 A Resource Church is a church which, working closely with the local bishop, intentionally resources mission across an area by planting and revitalising churches, developing leaders and inspiring social transformation initiatives. 2. Key Responsibilities: The Strategic Programme Manager is responsible for leading and managing the Transforming Mission programme from initial set up through to successful delivery. Programme Development Plan and design the programme confirming the outputs and outcomes to be delivered, alongside the appropriate lead and lag measures; Define the programme’s governance framework, including the approach to effective planning, monitoring and delivery of the programme’s outcomes; Implement the mechanisms by which lead and lag measures can be tracked. Programme Management Day to day management of the programme, proactively monitoring overall progress and ensuring that individual projects and the overall programme deliver to the appropriate quality, time and budget; Management of contractors as part of construction/renovation project management; Manage and resolve any risks and issues that arise, initiating corrective action as appropriate; Effective co-ordination of all projects and their interdependencies, both within and external to the programme; Manage third party contributions to the programme (partners, other agencies, consultants etc); Report progress of the programme at regular intervals to the Programme Board (DPIG), including tracking the delivery of outputs and outcomes. Change Management & Communications Assess the influences, interests and attitudes of the key stakeholders and align the communication and engagement plan accordingly; Provide proactive day-to-day stakeholder engagement, building on positive feedback and identifying any barriers/resistance to change; Track how well changes are being delivered and monitor the capacity of the organisation to cope with the level of change being introduced; Resource Management Manage the programme budget, monitoring expenditure and costs against the outcomes to be realised as the programme progresses; To proactively seek and secure additional resources both in terms of funding and in-kind contributions. Line management To provide clear and consistent line management of the Café (Student Hub) manager. Health & Safety To adhere to the Diocese of Truro’s Health and Safety policy and procedures as well as any other related laws and to do all that is reasonable to promote care and safety in the fulfilment of the role and in daily working life. To work closely with The Diocese of Truro’s Property department and with the appropriate third parties to ensure that works carried out are consistent with health and safety legislation. Safeguarding To adhere to the Diocese of Truro’s Safeguarding policy and procedure as well as any other related laws and to do all that is reasonable to promote care and safety in the fulfilment of the role and in daily working life for all who may be vulnerable. This includes a responsibility to remain up to date with your own safeguarding training at the level appropriate to the role. PERSON SPECIFICATION Strategic Programme Manager Date: May 2017 Qualifications The most important requirement for this role is relevant previous experience and a successful track record in a programme/project role. It is expected that the successful applicant will be of graduate calibre and may hold a professional or business qualification in a project management. Experience The successful applicant will be able to demonstrate a successful track record in the following areas: Operational management; People/line management; Project management, including delivering on multiple projects, often simultaneously; Experience of enabling organisational change through programme management and embedding these changes firmly in an organisation; Proven ability to lead large scale engagement programmes featuring a diverse range of stakeholders from different disciplines and with differing viewpoints; Experience of involvement in planning, implementing and monitoring physical infrastructure projects (small scale acceptable) is desirable; Experience in setting and reviewing budgets and managing costs; Experience of service sector businesses such as café’s is desirable. Knowledge & Skills Good knowledge of techniques for planning, monitoring and controlling programmes and projects, including risk and issue management; Knowledge of current CDM regulations, particularly in regards to the responsibilities of the Client, and experience in the application of Health and Safety legislation as part of project management activity is desirable; Understanding of the organisational structure, breadth and dynamics of the Church of England is also desitable; Strong leadership and influencing skills, with the ability to bring order to complex situations and find innovative ways of solving or pre-empting problems; Change management skills and the ability to promote good practice, deal with conflict and address any barriers or resistance to change; Highly developed people management & leadership skills, including effective time management, prioritising and delegation; Excellent organisational & administration skills; Ability to think strategically and act pragmatically; able to produce plans and deliver results without losing sight of the strategic context; Strong written and verbal communication skills, including the ability to tailor words and pictures to different audiences and present credibly to senior leadership teams; Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with project management tools, and data management systems.
