INTER-COLLEGIATE TOURNAMENTS 2016-17
A. Eligibility Rules:
1. Only bonafide student who are less than 28 years of age as on first July of the
academic year in which the tournament is held, can participate.
2. Foreign students are allowed to participate in the Inter Collegiate tournaments.
However their participation should not exceed more than 10% in the event/ in
some cases in total number of participation.
3. The team consist 16 players. The Colleges should not have more players than
the fixed number of players to avoid accommodation problem to the organizing
college.
4. The participating Colleges have to submit the eligibility proforma in triplicate
with complete information in all respects duly signed by the Principal, to the
Organizing Secretary before the commencement of the tournament.
5. The participating players have to produce their Identity Cards (enclosed
formate) without fail on demand and carry along with them during the course of
the tournament.
6. The TA & DA for the participating players is to be borne by the respective
colleges.
7. The Umpires decisions during the conduct of the matches are final. No protests
of any sort will be entertained.
8. Late entries after finalizing the fixtures will not be accepted.
9. The players should maintain Self-Discipline throughout the tournament and it is
the responsibility of the Physical Directors concerned to control their
students.
10. The Uniform/Players’ Dress (White & White) with college name is
compulsory for participating players in the Tournaments.
11. The players should report at the ground at least 30 minutes before the
commencement of their match.
12. The participating colleges have to pay Rs.500/- per college towards security
deposit. This amount will be repaid at the time of taking the participation
certificate from the Organizing Secretary by deducting the cost of the damages by
the players if any.
13. Disciplinary action will be taken by the University on any team/players during
the tournament or at the venue of the tournaments for any misbehavior.
14. Two teams from each Zone (Winner & Runner) will qualify for Inter Zonal
competitions.
15. Officiating fee Rs. 400/- will be collected per each match.
16. Ball (Stanford Yorker) fee Rs. 300/- will be collected per each match.
17. Matches will be conducted under Knock-out basis.
18. The matches will be conducted for minimum of 20 overs in the zonal level and
minimum of 30 overs in the central zone Tournament.
19. The matches will be conducted in accordance with the rules of the ICC
20. A meeting of the Physical Directors will be conducted one day before the
commencement of the Tournament. There the fixture committee will draw the
fixture of the tournament.
21. The Organizing Committee reserves the rights to make changes in the programme
to suit its convenience. The decision of the Organizing Committee shall be final
with regard to matters concerning the tournament.

B. Protest Rule:
1. Protest against the decision of an umpire on a point of rule and protest of any
other nature in connection with conduct of tournament shall be in writing and
must reach the Organizing Secretary along with protest fee Rs. 1500/- only within
“Two Hours” of the conclusion of the concerned match / tournament for
consideration of the “Jury of Appeal” for an appropriate necessary action, then
and there/on the spot, in this regard.
2. In case of any indiscipline or misconduct by any individual player(s) or a team as
a whole, the Organizing Committee shall have the powers to even scratch the
team(s) or disqualify the individual players(s) from participation in the concerned
tournament. Further doing so, however, Organizing Committee shall strictly
follow the procedure as laid down.
(i) Both teams / Sportspersons involved in the dispute will be given an equal
opportunity to explain their respective view point.
(ii) The meeting will be presided over by chairman of the Organizing Committee
of the concerned Tournament.
(iii) The matter will be reported immediately to University. If it is deemed
necessary to make an “on the spot enquiry” of the incident.
(iv) The decision shall be taken by the Jury of Appeal, then and there, strictly in
accordance with existing rules and regulation of the AIU.

C. Disqualification Rule:
1. Any disqualification of a sportsperson on the grounds of ineligibility in
team games results into automatic scratching of his/her team for that
academic year and the college will be penalized with Rs.10,000/- each
case and the issue will be reported to the Principal of concerned College.
In case of individual events, the ineligible candidate” be debarred
from the participation in any Inter Collegiate Tournaments in future and
the matter should be reported to the Principal of the concerned College
with penalty of Rs.10000/- per each case of ineligible candidate.
2. The host college shall have the power to debar the athletes(s) or scratch
the team(s), if found guilty for their involvement in the incidents of
violence during the Inter Collegiate Tournaments after following due process
of independent enquiry and if necessary recommend to the concerned
colleges to cancel the admission of such defaulting persons.
3. Those sportspersons who are tested and found positive alcoholic during
the Inter Collegiate Tournaments results into automatic scratching
of his / her team for the academic year and recommend to the
concerned colleges to cancel the admission of the such defaulting
persons.

Duties of the Scrutiny Committee:
 The Committee should scrutiny the Eligibility Form
 Eligibility Form should be typed neatly. It should not be in hand writing.
 Eligibility Form should duly signed by the concerned Principal of the College.
Without Principal signature team will not be allowed to participate in the
tournament.
 Any Unauthorized over writing on the typed eligibility form should be certified
by the competent authority.
 Identity cards in given format must be carried by all the participants.
 During the Tournament scrutiny committee can check the Identity cards of any
sports person.
Note: The Organizing Secretary has to send the two Video CDs (total video coverage on starting
to end of the tournament) and detailed Report of the Tournament Soon after the completion of the
tournament to the University.

IMPORTANT NOTE:
1. Only those colleges shall be allowed to participate in this tournament on submission of this proforma in triplicate with complete information in all respects to the
Organising Secretary well in time as required under the rules. Before permitting the team to participate in this tournament, the Organising Secretary shall ensure that:
i) Eligibility details as contained herein do not bear any unauthorized over-writings.
ii) This proforma is complete in all respects and bears the seal of the college.
iii) The identity cards bear the photographs of the members of the team and their signatures are duly attested by the concerned Principal and their photographs bear the
signature of the Principal (Fac-simile is not valid for this purpose)and the Identity cards do not bear any Unauthorized over-writing.
iv) The eligibility details given herein have been thoroughly scrutinized and the Organising Secretary is satisfied that the members of the team are eligible to participate
in this tournament.
2. The Organizing Secretary can nominate a Scrutiny Committee consisting two Assist. Prof. of Physical Education to assist him to verify the
eligibility certificates and Identity cards of the teams.
3. A Separate Proforma, complete in all respects, and duly verified by the Organizing Secretary of the Zonal Tournament shall also be submitted
in duplicate to the Organizing Secretary of Central Zone Tournament.
4. Immediately at the end of the tournament the Organizing Secretary shall send to the office of the Secretary, Sport Council, JNTUK Kakinada two
copies of this proforma complete in all respects. The Organizing Secretary should preserve one copy with his office for future reference.
