Refer to the Touch NZ Tournament Eligibility Policy dated 23 November 2015 for detailed procedures and
requirements for transfer. The following is a guide only:
1.
To be eligible to transfer the player must;
a) Meet the Provincial Eligibility requirements of the Provincial Association they wish to represent
b) Complete a commitment agreement with the Provincial Association they wish to represent
c) The Provincial Association Player Representative must be resident in New Zealand
d) Players must be registered with a competition affiliated to Touch NZ in the province which they intend representing.
e) The Provincial Association Player Representative must not be participating, in any capacity, in any unaffiliated
tournament, competition or fixtures as determined by Touch NZ
f) The Provincial Association Player Representative must not have any outstanding financial debts, or legal/judicial
suspensions with any Touch Competition Provider and/or Provincial Association they have represented
g) The Provincial Association Player Representative must comply and abide by the criteria set in the Touch NZ Eligibility
Policy and the following Touch New Zealand Policies;
 Code of Conduct
 Anti Doping Policy
 Use of Personal Image Policy
 Use of Personal Information Policy
 Tournament participation agreement form
 Any other policies as notified from time to time by Touch NZ

Upon receipt of this transfer form, Touch New Zealand will notify both affected provinces for approval.
The Provinces must respond in writing within 7 days of the date of notification. If a response is not received within 7 days,
the transfer will be deemed to be approved by the Province.
Final approval will be given in writing by the Touch New Zealand Tournaments Manager.
If the transfer application is declined, reasons must be stated, and the Provincial Representative may appeal the decision to
the Touch NZ Eligibility Commissioner.
Provinces are obliged to release players not listed in a team of sixteen (16) twenty one (21) days prior to the Touch NZ
Tournament.
