During the course of discussion it has transpired that the Respondent have
informed the Complainant regarding non availability of the record being sought by him
under his RTI Application which is pertaining to the period of 1993. The Respondents
have also produced a copy of the letter No. 25646 dated 13.8.2012 vide which the
Respondent Department has sent the relevant record in original to the Principal Chief
Conservator of Forests, Punjab, Chandigarh. The enclosures are also mentioned in this
letter. Copies of the record being sought by the Complainant are clearly lying with the
Principal Chief Conservator Forest, Punjab. The RTI Application submitted by the
Complainant is transferred to PIO O/o Principal Chief Conservator Forest, Punjab with
the direction to supply the information sought by the Complainant as per the provision of
the RTI Act 2005 within 30 days. The Complainant shall appear before the PIO O/o

During course of hearing it clearly transpires that the Complainant is seeking
information regarding destruction of record relevant to extension of joining time given to
Dr. Kanta Rani in 1998 who was to join as demonstrator by Secretary Research &
Medical Education, Punjab.
The Respondents have time and again stated in the Court as well as given in
writing that the record sought by the Complainant in her RTI Application has since been
destroyed. The Complainant also alleges malafide in destruction of this record
mentioned above. She also alleges that this particular letter giving extension to Dr.
Kanta Rani was never given/ issued by the competent authority.
The Secretary Medical Education and Research is requested to have an
enquiry conducted into the above mentioned alleged non-issue of the extension
letter / destruction of record relevant to this. The enquiry may be got done
expeditiously within two months of receipt of this order and the out-come may be
conveyed to the Complainant.
DECISION :
The case is, therefore, closed and disposed off.
