Registration Fee is payable when registering a team each season.
Game Fee is payable at the start of each scheduled game.
TEAM REGISTRATION
When registering a team, a player must be elected as the team captain. The team captain
will be the main contact for all communication between teams and ORC management. It is
the responsibility of the team captain to communicate competition information, rules and
regulations, and fixture changes to the rest of their team.
PLAYER REGISTRATION
Before the first game all new players must register their details at:
https://reg.sportingpulse.com/ using the team code, this will be sent to the team captain’s
email following registration. iPad’s are available at reception to register players and teams. To
be eligible to play finals all players must be registered and have played a minimum of 5
games. A player is deemed to have played a game if he/she has:
• Scored and/or fouled (basketball)
• A players number or position noted next to their name (netball/futsal)
• A tick is placed next to a player’s name (netball/futsal)
Players cannot play in more than one team in a competition on any one night. When a player
has filled in for one team on three occasions during the season, they are unable to fill in for
another team in the competition.
All players must be over 15 years of age to play in the senior competition.
WALKOVERS
In the event where a team are unable to play a scheduled game, a walk over fee will apply and
is payable within 14 days.

FIRST AID & INJURIES
Where first aid is required, ORC staff are trained and available to assist. Players that receive
first aid will be required to complete an injury report form.
In the event where a game cannot start due to an injured player obstructing the court from a
previous game both teams will be awarded a WIN. If an injured player is obstructing the court
during the game and it cannot continue the following applies:
BEFORE half time - Both teams are awarded a WIN
AFTER half time - Scores stand
SCORING (BENCH OFFICIALS)
All teams must provide one competent bench official for each game. Referees may ask a
player to sit off if no bench official is provided.
ORC management reserves the right to refuse entry to any person under the influence of
alcohol or drugs.
Smoking is not permitted in or around the centre.

BASKETBALL
TIMING
During the season games are run on a 45 minute schedule. Every game will be made up of 2 x
18 minute halves and a 2 minute break at half time. One standard time out per team per
half will be allowed. Timeouts are not permitted in the last three minutes of the first half. An
additional time out will be allowed in the last three (3) minutes of the 2nd half.
In the last 3 minutes the clock shall stop on all whistles and at the discretion of the referee.
During the finals, games are run on a 60 minute schedule. Every game will be made up of 2 x
18 minute halves and a 2 minute break at half time. One standard time out per team per half
will be allowed with the clock to be stopped at any time in the first half. An additional time out
will be allowed in the last three minutes of the second. In all games, teams may retain their
timeout for the second half until the last three minutes of the the second half.
UNIFORMS
All players must be wearing the same colour singlets and shorts (not permitted below level
of the knee), in good condition. Players with torn singlet’s or shorts with pockets will not
commence the game. Numbers must be in contrasting colours and in the range of double zero
(00) to ninety-nine (99). Point penalties will apply if players do not have correct numbering on
both the back and front of singlet’s. Numbers cannot be drawn on or made using tape.
Players in incorrect uniform will incur a 5 point penalty per player, minor variations may be
ignored. New teams to the competition have 4 weeks before uniform penalties apply.
T-Shirts or skins that are visible beyond a player’s uniform are not permitted. Where a player
has a medical condition and is required to wear undergarments, a medical certificate must be
presented prior to playing the game. Players are permitted to wear bike shorts if they do not
extend to below the level of the shorts and they are to be of similar colour to the team shorts.
If in the opinion of game officials, team uniform colours clash, the team listed first on the score
sheet has colour priority, alternate singlet’s will be provided by ORC free of charge to the
second team on the score sheet.
All jewellery must be removed, this includes all visible piercings, jewellery cannot be covered
with tape. The only exception is a flat wedding ring.
No metal or hard plastic hair wear will be permitted on the court.
Players are not permitted to wear equipment that is deemed dangerous to themselves or
another player.
LATE START PENALTY
All games must start on time and any team not ready will be penalised two points per minute
or part thereof that they are late starting up to a maximum of eighteen points. Teams require a
minimum of 4 players to commence the game.

BASKETBALL
CODE OF CONDUCT
A player, team, coach, official or spectator can be asked to leave the complex immediately
due to conduct that is contrary to the best interest of the sport as determined by ORC
Management, umpire supervisor, or umpire. Depending on the extent of the incident
suspensions or withdrawal from the competition may apply.
Players that receive a technical foul for arguing or abusing a referee will be sent off the court
for a period of 5 minutes (actual time, where the clock is running). Offensive language will not
be tolerated and will incur technical fouls. The penalty for a technical foul is one (1) shot and
possession of the ball to the opposition at the centre line opposite the scoretable.
The 5 minutes off court penalty will also apply to any player penalised for rough play with an
unsportsmanlike foul. The penalty for this is two (2) shots and possession to opposition.
Any player who receives 2 technical fouls or 2 unsportsmanlike fouls, or a combination of the
two will be asked to leave the stadium.
SUSPENDED PLAYERS
Players under suspension by V.B.A or ORC tribunal are not permitted to play or referee at
ORC, for the duration of the suspension. Teams who play suspended players will lose all
points for the games concerned, and maybe removed from the competition.

FUTSAL
TIMING
During the season games are run on a 45 minute schedule. Every game will be made up of 2
x 18 minute halves and a 2 minute break at half time. The clock will begin at the scheduled
time. 1 goal penalty will be awarded to a team if the opposition is late, then 1 goal for every
additional 2 minutes they are late. An automatic forfeit will occur if a team is not on court within
12 minutes of the scheduled start time. Goal penalties are capped at 5-0.
MATCH STRUCTURE
The playing rules shall be that of the FIFA ‘Laws of the game’
• A team must have a minimum of 4 players or more to begin the game.
• To avoid a walkover the fourth player can be someone from another team, but premiership
points will be awarded to the opposition team.
UNIFORMS
All players must be wearing the same colour shirts and shorts (no pockets or zips), in good
condition. Shin pads are compulsory for all players and must be covered with long socks.
Goalkeepers are permitted to wear long trousers and a different colour to distinguish them
from the rest of the players.
Teams have 4 weeks from their first scheduled game before uniform penalties apply. A penalty
of 1 goal per player will apply for incorrect uniform.
If in the opinion of game officials, team uniform colours clash, the team listed first on the score
sheet has colour priority, alternate singlet’s will be provided by ORC free of charge to the

MIXED FUTSAL
Maximum of 3 Male players per team on the court at one time.
YELLOW & RED CARDS
Yellow and Red card will be handed out to any player in accordance with the FIFA handbook.
A player that receives a red card will be suspended from the competition from 1-4 playing
weeks. ORC Management will contact the team captain in the event a player is suspended. If
the red card is received during the game the player is to leave the court immediately and can
take no further part in the game.
Where a player receives 5 yellow cards in one season, the player will be automatically
suspended for 1 match.
Referee’s will record the yellow or red cards on the score sheet.
The severity of the offence will be determined ultimately by the referees report and any given
red card offences and subsequent suspension can be summarily upgraded. ORC management
reserves the right to decide the overall outcome of any untowarded behavior.

NETBALL
SCORING
All teams must provide one competent scorer for each game. The scorer is to record goals
scored by each team and the centre passes, the centre passes will only be called by the scorer
on the umpire’s request. Where a team doesn’t provide a scorer they lose their right to dispute
any discrepancies with the score.
TIMING
During the season, games will be run on a 40 minute schedule. Every game will be made up of
4 x 9 minute quarters, 2 minute break at half time and straight change over at ¼ and ¾ time.
MATCH STRUCTURE
The playing rules shall be that of the Netball Australia Rulebook (Rules of Netball).
• A team may take the court with only 5 players, one of whom must play centre.
• Players not on court when the umpire signals for the start or re-start of the match, become
a late player and cannot take the court until a goal is scored by either team and notifying
the umpire.
• Where a team is late to start the game the opposition team will be awarded 1 goal for every
minute, failure to take the court prior to ¼ time will result in a 10-0 walkover and a walk
over fee will be applied to the late team.
• Late players can only fill an unoccupied position and can’t take the court while play is in
progress or without first notifying the umpire. They will be allowed to fill a vacant position
on court after a goal has been scored.
UNIFORMS
All team players must be wearing the same colour tops and bottoms as listed on the team
registration form. Female players may wear skirts and/or sport shorts (no pockets) and male
players are to wear the same colour sports shorts. Netball briefs under skirts must be the same
colour as the skirt or black. Bike shorts, leggings, pants, tights or skins are not permitted.
Players in incorrect uniform will incur a 2 goal penalty per player. All teams shall be in correct
uniform from commencement of the competition.
If in the opinion of game officials, when team uniform colours clash, the team listed first on the
score sheet has colour priority, alternate bibs will be provided by ORC free of charge to the
second team on the score sheet.
No item of jewellery except a wedding ring and or medical alert bracelet may be worn, if either
or both are worn they must be taped. No adornment that may engage player safety shall be
worn.
Fingernails must be short and smooth. If fingernails are long they need to be padded and
taped correctly, over and around with soft tape. (which can be purchased at reception)
GLOVES ARE NOT PERMITTED!
FINALS
At the end of the season finals will be played. In the event of teams ending on the same
number of points, the ladder will be determined by percentage.
Where a semi or grand final match is a draw the team captains are to check the scores, teams
change ends and 3 minute halves will then be played, changing ends at half time. If there is still
not a result after the additional time play will continue until a team is 2 goals clear in front.
During both the half and full time breaks substitutions and changes may be made.

NETBALL

MIXED NETBALL
PLAYERS
Teams must have at least 2, but no more than 3 males on court at any one time. When a team
only has 5 players on the court, only 2 can be male (ie. 3 female, 2 male)
Where a male player is late to a game and the position left for them is not appropriate, the
team is allowed to make one positional change, late females must take the vacant position, no
changes permitted. Ref rule 5. Late arrivals page 12, in the rule book.
If a team has started the game with 2 male players only and one of these players is injured and
cannot continue to play and they have no substitutes, in the interest of the game the match will
continue with 1 male player.
PLAYING AREAS FOR MALE PLAYERS
There can only be 1 male player in each third of the court.

1 male in WA or C or WD
1 male in GK or GD

HEAT POLICY - ALL SPORTS
Oakleigh Recreation Centre will enact the heat policy during times of extreme heat affecting
the stadium.
Basketball and Futsal games will still be run 2x 18 minute halves, however, at the mid-way
point of each half a “referee’s timeout” will be called by the officials in order to allow players to
have a short break and take fluids onboard.
Netball games will run 4x 9 minute quarters but players will be given a break between ¼ and ¾
time in addition to the half time. The clock will not stop between quarters only at the half.
We encourage players to bring and drink plenty of water on the day and where team numbers
permit that teams make frequent substitutions during the game.
