Executive Summary
PURPOSE OF THE DOCUMENT
The purpose of this document is to compare DDNEA for EMCS Phase 3 v1.61 and DDNEA for
EMCS Phase 3 v1.71 and identify the differences. This activity will focus only on the messages
that can be exchanged over the External Domain. Furthermore, this document will not include:
1. any assessment of the impact on Economic Operators; and
2. any filtering activity of the detected updates and mapping proposals for the NEAs and
their Economic Operators.
STATEMENT OF THE ISSUE
In particular, the current document will cover the following topics:
1. Detection of the differences between DDNEA for EMCS Phase 3 v1.61 and DDNEA for
EMCS Phase 3 v1.71 that concern the External Domain;
2. Listing of the following differences in a user-friendly way:
2.1.Changes in the Messages that can be exchanged over the External Domain
between DDNEA for EMCS Phase 3 v1.61 and DDNEA for EMCS Phase 3
v1.71;
2.2.Changes in the Rules (applicable to messages that can be exchanged over the
External Domain) between DDNEA for EMCS Phase 3 v1.61 and DDNEA for

Section III DIFFERENCES
Generally, during the evolution of the EMCS application from v1.61 to v1.71 of operational
Phase 3 the reader might expect that new functionalities are added in the already existing Phase 3
functionality applicable to External Domain. In fact there are no new functionalities applicable to
ED that are added to DDNEA for EMCS P3 v1.71 [R3]. However, there are many changes
performed in v1.71 of Phase 3 functionality of EMCS applicable to ED that is inherited from
v1.61 of Phase 3. All the relevant analysis results are demonstrated in the following sections.
Sub-Section III.I Messages
The current section incorporates the differences of the messages that can be exchanged over the
ED between DDNEA for EMCS P3 v1.61 [R2] and DDNEA for EMCS P3 v1.71 [R3].
III.I.1 Added messages
No new ED messages have been added in DDNEA for EMCS P3 v1.71 [R3] Appendix D
Technical Message Structure.
III.I.2 Updated messages
The current section provides a detailed analysis of the updates implemented in the ED messages
that are common in DDNEA for EMCS P3 v1.61 [R2] and DDNEA for EMCS P3 v1.71 [R3].
Furthermore, the nested file of “Appendix D Delta: Technical Message Structure” section
encompasses the ED messages that are updated from Appendix D of DDNEA for EMCS P3
v1.61 to Appendix D of DDNEA for EMCS P3 v1.71. In “track changes” mode the reader may
observe the updates of the Technical Message Structure of these messages.
III.I.2.1 TMS changes
The analysis of the implemented updates as far as the External Domain (ED) is concerned,
includes multiple occurrences of addition or removal of Data Groups/ Data Items, Conditions,
Rules, Business Codelists and Technical Codelists and also changes in the format of Data Items,
in the optionality of Data Groups/ Data Items and in the repetitions of Data Groups. The
aforementioned amendments are presented in details in the following sub-sections.
In addition the following table provides in detail an overview of all the changes implemented in
the already existing ED messages, i.e. the ED messages that are common in DDNEA for EMCS
P3 v1.61 [R2] and DDNEA for EMCS P3 v1.71 [R3].

Differences
It should be noted that for the cases of a Rule/Condition that is replaced by another
Rule/Condition that has exactly the same wording with the replaced one, a replacement (RPL) of
the original Rule/Condition will be indicated.
On the other hand, in the cases of a Rule/Condition that is replaced by another Rule/Condition
that has a different wording and therefore introduces a different validation from the replaced one,
a removal (REM) of the original Rule/Condition and an addition (ADD) of the new
Rule/Condition will be indicated.

Sub-Section III.VI Roles
All of the Roles that are defined in DDNEA for EMCS P3 v1.61 [R2] are also used in DDNEA
for EMCS P3 v1.71 [R3], i.e. their usage is maintained in this new version. Furthermore, no new
Roles have been added in the context of the updates introduced in DDNEA for EMCS P3 v1.71
[R3]. Therefore as far as the ED is concerned there are also no differences between the Roles of
DDNEA for EMCS P3 v1.61 [R2] and DDNEA for EMCS P3 v1.71 [R3].

The changes in the message scope, i.e. the differences between the Appendices A1 and A2 of
DDNEA for EMCS P3 v1.61 [R2] and Appendices A1 and A2 of DDNEA for EMCS P3 v1.71
[R3] respectively have no impact on the ED.
Appendix B DELTA: TECHNICAL CODELISTS
The current section of the document incorporates an attached document analysing the changes
between Appendix B of DDNEA for EMCS P3 v1.61 [R2] and Appendix B of DDNEA for
EMCS P3 v1.71 [R3] for the Codelists that apply to ED messages. Any additions, removals or
updates of the names of the Business and Technical Codelists along with any changes in the
codes of the Technical Codelists are included in the attached document. Though, it should be
noted that the document does not include any changes in the codes of the Business Codelists,
since the Business Codelists are presented and maintained in FESS Appendix B [R1]. Therefore
any reference to the Business Codelists included in Appendix B of DDNEA is used for
illustration purposes only.
