1. Background
Ministry of Commerce and Industries (MoCI), in its capacity as policy maker,
regulator, facilitator and coordinator, is a key government institution mandated to
promoting national industries and supporting private sector development. As a
policymaker, the Ministry is responsible for adopting policies and establishing legal
framework that could provide the enabling environment for private sector to grow and
flourish.
Therefore, to achieve its strategic goals and objectives and fulfill its policymaker role,
MoCI should develop and implement appropriate policies as well as creating business
enabling environment for developing industries and promoting investment.
However, due to lack of technical capacity, the ministry has not been able either to
formulate or implement a coherent policy that could promote and protect the nascent
and vulnerable national industries. Therefore, developing a ‘National Industrial
Policy’ and its comprehensive implementation is a key area of focus for the Ministry.
Taking into account the importance of the issue and current capacity of the Ministry,
MoCI intends to recruit external firm/ or technical expertise team to develop a
comprehensive national industrial policy in line with the national priority and
competitive industrial sectors in the country. The MoCI will oversee the
implementation of the policy and develop the capacity of relevant departments to
implement the policy at national and subnational levels.
2. Objectives of the Assessment and developing National Industrial Policy:
 To contribute to a better understanding of a) opportunities available in the country
for competitive sectors development (area and geographical location); b) resource
and capacity situation; and c) situation on main industrial concerns; taking in

consideration the extent to which these realities are interrelated given the
economic, political, socio-cultural and institutional context in Afghanistan.
 Provide a basis for recommending strategic actions responsive to the identified
Industrial development needs.
 To assess Afghanistan's capacity to address Industrial development issues
effectively;
 Identify competitive industrial sectors in the country for promotion.
3. The Afghanistan New Market Development Project now invites eligible consulting
firms (“Consultants”) to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services.
4. This Request for Expression of Interest seeks interested consultancy firms to and
make an assessment of the current industrial policy and develop a national industrial
policy
5. Methodologies: the interested consultancy firm should demonstrate its viable
methodology for doing this assignment
6. The criteria for short listing of the Consulting firms shall be as follows:

The firms should have been involved in developing a national industrial policy at
least 5 years;
 The firms shall be financially sound with an annual turnover of more than USD
200000 thousands during the last five years (2016 to 2012);
 The firms should have at least 2 similar industrial policy development experiences in
preferably in developing or post conflict countries.
 Availability of skills among staff (team leader, and other key staff with in-depth
experience in industrial development similar projects)
7. The consultant will be selected in accordance with Quality and Cost Based Selection
(QCBS) procedures set out in the World Bank’s “Guidelines: Selection and
Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World
Bank Borrowers- January, 2011”. The Guidelines are available at

8. Interested Consultants may obtain further information at the address given below
from 08.00 – 16.00 hours (Kabul Time) on all working days. This notice for
Expression of Interest has also been posted on websites www.moci.gov.af, and
www.dgmarket.org
9. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
10. Expression of Interest with all relevant information and documents must be submitted
and subscribed “Expression of Interest for - “Development of a National Industrial
Policy” on top of a closed envelope and be delivered to the address below by not later
than 14:00 hours (local time) on 16th, May April ,2017. In event this last date being
declared as holiday by the government, due date for submission of EOI will be the
next working day up till the same appointed time to the address:
