PPL Electric Utilities Corporation (PPL Electric)
implemented a Distribution System Improvement
Charge (DSIC) on July 1, 2013, to recover the
reasonable and prudent costs incurred to repair,
improve, or replace infrastructure that PPL Electric
uses to deliver electricity to its customers.
PPL Electric filed its new DSIC rate with the
Commission to be effective from October 1, 2013
through December 31, 2013.
Based on experience in the water industry, the PUC
permits the use of the DSIC that allows natural gas,
electric and water companies to use a surcharge on
customers’ bills to speed up the replacement of aging
pipelines and electric lines.
The surcharge allows utilities to reduce the
frequency and associated costs of base rate cases
filed before the Commission, while maintaining a
high level of customer protections. Such system
improvement charges are designed to provide ratepayers with improved service quality, greater rate
stability, fewer service interruptions or increased safety.
The DSIC will be updated on a quarterly basis to
reflect eligible property that PPL Electric placed in
service during the prior three-month period.
