Rules difficult to apply/interpret:
1. Rule 64 does not provide a mechanism for what
to do when two or more candidates receive the
same number of votes for a Branch Council
position. I recommend that a rule similar to 65 (m)
be included in the rules for Branch Council
positions.
2. In regards to Rule 65 (m), the reference to
drawing by lot in front of at least one scrutineer
should be deleted. This part of the rule is defective
as a scrutineer may or may not be present. This
could be changed instead to a signed witness if the
presence of a witness is required.
3. A number of the rules state that the closing of
the ballot shall be fourteen days, for example Rule
66 1 (f) (i) – this does not provide sufficient time for
the return of ballot papers for ASMOF members
who are overseas.
ASMOF may also want to consider adding to the
rules a provision for the appointment of a proxy to
vote on an absentee’s behalf at elections to offices.
The rules currently do not cater for this and there
were a number of issues with eligible members
being overseas at the time of voting. Rule 32 and
59 should include proxy voting for elections to
Office in addition to normal business
