Purpose of role:
This position will provide technical inputs, coordinate and ensure
the technical quality of the human rights, law and policy aspects
of the project. The Project Officer will contribute to law reviews,
the design of assessments, development of policy briefs, and the
training of case managers, lawyers, judges, community monitors
and advocates. This staff position will also identify opportunities
for advocacy for increased access to HIV services nationally and
will lead efforts to assure legal aid and other relevant services for
those key population groups experiencing police harassment or
violence and/or gender-based violence.

Contributing to boost the enabling environment for KHANA’s programming and strategy.







Help the Manager:OID ensure the technical quality of project activities and products,
including law reviews, assessment designs, policy briefs, and training workshops
Identify opportunities for advocacy for increased access to HIV services nationally
Support efforts to assure legal aid and other relevant services for those key population
groups experiencing police harassment or violence and/or gender-based violence.
Keep up to date with state of the art and updated guidelines related to addressing legal and
structural barriers to HIV services and programs
Provide technical guidance to program partners, and community networks ensuring project
implementation remains technical sound.
Coordinate and facilitate a training on specific topics and develop/adapt curricula and
training/education support materials and tools, as needed
Document the work and processes, including writing regular "success stories" for donors
and reports and to feed for advocacy works

Represent KHANA, when requested, to provide technical input at the national or regional
level technical working groups and coordination meetings on issues related to service
integration in prevention settings.

Establish good working relationships and collaborative arrangements with community
groups, donors, governments, and other organizations to ensure harmonized, effective
programming, non-overlap of activities, and the best use of resources.


The Project Officer has a role in gauging the likely risk to KHANA’s reputation and standing in
developing strategic messages and external communication and representation.
The position holds to the directions of the Project Manager, and it has the following autonomy:
Represent KHANA externally
Communicate directly with external stakeholders under advice of supervisor
Request for contribution and support from other teams/departments
The Project Officer works in team with other staff within the OID and Policy Team and across
departments and ensures that all other team members are updated about his/her progress.
S/He is required to keep tracks of his/her work in Advocacy Log and weekly highlight.

Bachelor Degree in Laws, public Administration and Policy,
Social Science, Public Relation, Media and journalism,
and/or public health
Minimum 2 years’ experience in Policy and Advocacy
Proven experience in writing policy brief, concise reports,
research, and case studies in both English and Khmer
Proven effective project management skills
Proven experience working with I/NGOs in similar functional
area
Proven knowledge in political environment, and government
systems
Experience organising high level events
Strong written and presentation skills in Khmer and English
Strong communication skills
Strong planning, monitoring, coordination, and negotiation
skills
Ability to plan and organise a substantial workload
comprised of complex, and diverse tasks.
Strong events/campaign management skill
Ability to conduct SWOT analyses on organizations and
