BPC/OM/M/10.10.16 BICKERSTAFFE PARISH COUNCIL Monday, October 10th, 2016, 7.00 p.m., Four Lane Ends Mission ORDINARY MEETING MINUTES Number Document Reference (AtS =Attached to Summons) Item Present: Cllrs Paul Davies, Hilary Rosbotham, Brian Shufflebotham, Zoe Smith, Margaret Sumner, Linda Webster, and Paula Wilkinson 136/16 APOLOGIES Apologies were received from Cllr Angela Lawday 137/16 MINUTES of the LAST MEETING i) The minutes of the last meeting held on September 12th, were approved as a true and accurate record of proceedings. ii) The Chairman signed these Minutes and initialled each page. “Minutes September 2016 Meeting” (AtS) 138/16 DECLARATIONS of INTEREST i) There were no changes to the current Register of Interests. ii) There were no Declarations of Interest for any item on this agenda. Register of Interests (available at meeting) 139/16 PUBLIC PARTICIPATION i) The meeting was adjourned for a period of public participation. Paul Andrews sent his apologies. Bill Draper updated the meeting with details of BAFC fixtures, and explained that there would be no training on the Parish Field on Wednesday evenings as they were now training at Edge Hill. Thanks were given to the PC and Colin Pennington for the maintenance of the field, keeping it in good condition. ii) The meeting was reconvened. 140/16 PLANNING MATTERS The planning application for Stanley Gate Nursery has not been scheduled onto the WLBC Planning Committee agenda yet. 141/16 PAYMENTS The following payments were approved: To: For: ICO BPC (CCTV etc) Licence Flexipress Newsletter printing J A Smith (reimbursement) ICT course: projector, cupboard & other equipment C J Pennington Grass cutting - field Amount: £35 £80 £272.22 £342.85 142/16 PARISH FIELD PLAY/GYM AREAS i) It was noted that WLBC has agreed to include Bickerstaffe Parish Field Play and Gym areas in its Local Plan for enforcement of the “No Dogs Except Guide-Dogs” Public Space Order. ii) CHECKS – AUTUMN /WINTER ROTA The schedule for who will be conducting the Play/Gym area checks throughout the Winter months from November 2016 – April 2017 was decided as follows: Nov – Cllr Paul Davies; Dec Jan – Cllr Paula Wilkinson; Feb – Cllr Hilary Rosbotham; March – Cllr Zoe Smith. 143/16 WLBC LOCAL PLAN CONSULTATION This consultation was received and noted with no comments. 1 Invoices/cheque book available at meeting “Bickerstaffe Parish” (195 KB) Attached to Summons(AtS) 144/16 PARISH FIELD WORKING GROUP MEETING UPDATE Feedback from this meeting was received and action points are as follows: I. An item will be included in the current newsletter to ask residents for any views about cycling events in the parish. II. Proposed actions will be included in the next newsletter as follows: Collaboration with BAFC will be requested, as it is hoped that a letter can be sent to any cycle clubs hiring the BAFC clubhouse, asking for its members to be asked to observe the highway code for their own safety and that of others, explain some of the concerns, and for co-operation so that better rapport be attained with local residents in building goodwill (copies to be sent to the Police and the LCC Highways Authority). Leaflets (including the matters covered in the above letter) will be given by councillors to other cyclists/ groups of cyclists seen in the parish (Information needs to be gathered about when the time-trial cycle events are on e.g. Wednesday evenings, and any other competitions or one-day events so that they can be included with any correspondence.) “Parish Field Working Group Report and Recommendations” (AtS) 145/16 CIL FUNDING APPLICATION A response to the WLBC Consultation regarding the proposed CIL Funding allocations for 2016/17 was agreed. BPC’s bid for funding to replace the surface of the Parish Field car park had not been successful. Some options were considered. A risk assessment would be carried out at the parish field car park to determine if remedial action is needed now. “CIL,docx” (AtS) 146/16 SKELMERSDALE ROAD SPEEDING TRAFFIC ISSUES It was resolved to follow up concerns over speeding vehicles with requests to LCC and the police for enforcement of the 30 mph speed limit. 147/16 PARISH FIELD WORKING GROUP FEEDBACK This item was withdrawn as it was a duplicate of item 144/16. 148/16 CCTV SYSTEM This system can only be accessed fully remotely by IPhone or by direct viewing at BAFC clubhouse. BPC authorised the purchase of an IPhone for the Clerk with a budget cap of £200 to facilitate this. 149/16 AUTUMN BICKERSTAFFE BULLETIN Distribution areas were considered so that maximum coverage by volunteer delivery was possible. 150/16 MATTERS FOR FURTHER DISCUSSION from COUNCILLORS No further matters were put forward as agenda items for the next meeting. Cllr Wilkinson reported that the Cycle Path on Rainford Road is overgrown, and someone has attempted to cut it and left hedge-cuttings on the track. The Civic Service for Remembrance Sunday is at Holy Trinity Bickerstaffe on Sunday, November 13th; meet at 10.30 p.m. at the Parish Field Car Park.
