MINUTES OF THE 9th MEETING OF PROJECT APPROVAL BOARD
(PAB) HELD ON 02.04.2014 AT 10.00 AM TO CONSIDER
PROPOSALS UNDER THE MODEL SCHOOL SCHEME.
9th meeting of the Project Approval Board (PAB) for the Model
School Scheme was held on 02.04.2014 in the Ministry of HRD under
the Chairpersonship of Secretary (SE&L) to consider proposal from the
State Govt. of Odisha. List of participants is appended.

Initiating the meeting, Secretary (SE.I), D/o SE&L welcomed the
participants.

Odisha
3.1 Commissioner cum Secretary, Odisha made a presentation on
the present status of already approved 111 model schools and
informed that construction of 34 schools has been completed. The
exact details of upto date physical progress would be provided shortly.
It was stated that these 34 fully constructed schools would be made
functional during the current financial year 2014-15. It was stated that
present proposal is for approval of 51 model schools. It was confirmed
that the land for these model schools is in possession of Education
Department of the state.
3.2 Deputy Secretary, Nita Gupta, made a presentation on the
proposed 51 model schools. It was stated that out of 51 schools, 26
model schools fulfill the norms of distance being within 5Kms of Block
Head Quarter and land availability is 5 acre or more. Further it was
stated that in 2 blocks of Nabarangpur district while the distance is
within 5kms of Block Head Quarters, the land available is slightly less
than 5 acres. It was pointed out by the State Govt. that Nabrangpur
district is scheduled block with a huge population of STs. Since
Nabrangpur district is STs dominated and to expand the coverage of
STs population in education sector, aforesaid 2 blocks may be
considered for approval and PAB agreed to it.
3.3 PAB approved 28 model schools as per list attached as
Annexure-I.

It was pointed out by MHRD that the balance 23 model schools
do not fulfill the norms of the scheme i.e. the distance from Block
Headquarters is more than 5kms. and therefore can not be
recommended The Commissioner cum Secretary, Odisha informed that
they are considering establishing model schools by upgrading the
existing State Govt. schools and the proposals would be sent for
consideration shortly. Secretary (SE&L) stated that the proposals
should factor in that the funds for such schools would be limited to
expenditure which would be over and above that being incurred by the
State Govt. already and also that such expenditure should be within
the model schools scheme norms, as and when they are placed for
consideration of the PAB.

PROPOSALS UNDER THE MODEL SCHOOL SCHEME(ODISHA).
10th meeting of the Project Approval Board (PAB) for the Model
School Scheme was held on 01.05.2014 in the Ministry of HRD under
the Chairpersonship of Secretary (SE&L) to consider proposal from the
State Govt. of Odisha through video conferencing. List of participants
is appended.

Initiating the meeting, Secretary, D/o SE&L welcomed the
participants.

Odisha
3.1 Deputy Secretary (RMSA.III) stated that in the last meeting of
PAB on 2.4.14 regarding the state of Odisha, it was decided that the
proposal for approval of 23 model schools in as many blocks would be
considered if the State Govt submits a proposal of these schools as per
the Model School Scheme norms. She stated that the proposal for 23
model schools now sent by the State Govt indicates that all these
schools are as per norms of the Model School Scheme and new school
buildings would be established for each school. The State Govt has
indicated SSoRs @ Rs. 3.6989 crore per unit for 2014-15 and has
confirmed that these rates are below the CPWD rates.
