T
here are those who believe that if you want
to get a job done, put a woman in charge.
2 Air Movements Squadron obviously subscribes to that sage advice as they not only put
a woman in charge of their squadron at the
change of command ceremony on July 19, they
made that woman the first Lieutenant Colonel
to command the squadron.
Lt.-Col. Deborah Graitson took over command of 2 Air Mov Sqn from Maj. Ken Mills,
commanding officer of the squadron since
July of 2010.
As 8 Wing Commanding Officer Col. Sean
Friday noted as presiding officer at the change
of command, this event marked a significant
change in the history of 2 AMS as the CO position was up-ranked from Maj. to Lt.-Col.
“This is really a modern miracle that we
are managing to up-rank a position in today’s
climate and it represents years and years of
effort that I know Gen. Matheson and Lt.-Col.
Harris have been a part of, but it also recognizes the tremendous contribution that 2 AMS
provides to the Canadian Forces (CF) at large
at a time when the CF is largely finding ways
to be more efficient,” Col. Friday noted. “We
are recognizing that this unit in particular is
one that needs to grow. It truly is an historic
moment for the entire Air Movement community and for the Air Force.”
It was also a good news, bad news situation,
according to Col. Friday. It was bad news for
Maj. Mills in that the position was upgraded as
he left, but good news in that “…such was the
extent of your skill and effort that the work of
one Major will now be the work of one Lt.-Col.
and two Majors,” Col. Friday indicated with a
smile.

surprised,” he told The Contact.
He learned of the news through
his wife in Ottawa. She called to
read the letter to him over the telephone.
Capt. Dieter, a 12-year member of
the Canadian Forces (CF), knows
only that the medal was awarded
for service to the community, but
not exactly what resulted in his
nomination or even who nominated
him. He has, however, an impressive record of contributing to whatever community he resides in.

Colonel Colin Keiver just couldn’t resist going out as
a true Canuck pilot, so he did a low pass over 8 Wing
headquarters on his last 436 Squadron flight.
His command tenure at 436 Sqn seemed to pass like
that pass over 8 Wing headquarters – very quickly.
Throughout his two years as Commander of 436 Sqn,
Col. Keiver said one thing was always very clear to
him.
“I never got to meet all of the men and women of 436
Sqn, but what was clear from day one was the incredible
mission focus these people possessed,” he noted. “Their
efforts directly enable everything the flying squadrons
do on behalf of this nation around the world.”
As he took command in 2010, the squadron consisted of 160 personnel and two C-130J model Hercules
aircraft. The number of Hercs has now increased to
its final total of 17 and they have been so busy at 436
Sqn they have not had time to look back, he said. Over
that period of time, there were a number of firsts for
the J model Hercs: deployment of the first J model to
Afghanistan; first landing in Alert; first operational
deployment; first combat drop mission; first para-drop
mission with the Army; and last but not least, the first
round-the-world flight by a J model Herc.
Inexperience on the new J model aircraft rapidly progressed to experience for 436 Sqn crews, Col Keiver stated. “By September of 2011, we found ourselves supporting simultaneously operations in Afghanistan, Libya
and the first C-130J only BOXTOP in Thule, Greenland.
Three separate deployed operations on three separate
continents with a squadron that had by this time grown
to over 400 people, including an army of incredibly capable Lockheed Martin, Rolls Royce, Dowdy, Cascade
and IMP personnel.”
As he looked back on this day, Col Keiver said it was
the memories of the men and women of 436 Sqn which
flooded his mind.
“Men and women who have consistently exceeded all
expectations in spite of me being their CO,” he stated,
recalling how he initially challenged them to never let
the lack of direction be an excuse for inaction, but to be
a leader always.
“Frankly, you didn’t just rise to my challenge, you
blew me out of the water. You did so with a lack of selflessness and quiet professionalism that has motivated
and inspired me as your commanding officer,” he said.
“436 Squadron Canucks Unlimited, hold your heads
high. You personify all that this squadron was founded
upon in Burma in 1944 under the likes of Art Adams,
and all it has been built upon in the 68 years since. Your
ability to carry the load on behalf of Canada without
fail and as absolute professionals will forever humble
and inspire me.”

extraordinary successes while getting use to a new aircraft.
“And most importantly, Colin, you took time to really
take care of people and families, embracing at all times
and bringing to life the words ‘Mission First, People Always.’ It’s really been a pleasure to work along side you
once again, my friend” Col. Friday noted.
Col. Friday heaped praise on the shoulders of the
men and women of 436 Sqn for their efforts during such
a high tempo period.
“Not only have you very professionally implemented
a new and outstanding capability, but you’ve done it
while simultaneously operating in two major conflicts
and many other areas,” he noted. “Talk about changing
the wheels on the bus while motoring down the highway at high speed!”
As he thanked Col. Keiver for his efforts, Col. Friday
warned incoming 436 Commanding Officer Lt.-Col.
Mark Goulden to expect challenges throughout his tenure.
“You can fully expect that every challenge will indeed
be thrown your way,” he stated, “436 Sqn maintains a
broad set of high readiness missions, and at any moment can be called upon to extract Canadians in distress anywhere in the world, conduct lifesaving airdrop
insertions in response to a major air disaster or deliver
critical supplies to Afghanistan or anywhere the CF operates. As you stand ready to deliver on your broad mission set, you must also continue to implement the new
C-130J capability and the many block upgrades that are
just around the corner, and continue to refine and take
advantage of a squadron that is newly enabled with an
aircraft maintenance team that is fully integrated within the squadron, and also work to expand the C-130J’s
platform capabilities to the full spectrum of tactical
air/land, air drops, and special operations missions.”
Lt.-Col. Goulden said the squadron had benefitted greatly from the leadership of Col. Keiver and he
wished him well in future endeavours.
He told the men and women of 436 Sqn he was well
aware of the importance of their taskings after being
pulled aside in Afghanistan by a Canadian Task Force
Commander.
“He told me that when a Herc air dropped to his troops
or when we picked them up at some remote airfield in
Afghanistan, it was a motivator and substantially elevated their morale. The Hercs, he said, represented
a link back to Canada. We were a lifeline to home and
gave the men and women on the task force an incredible
boost. We were crucial to his success,” Lt.-Col. Goulden
stated.
“So whether it’s supporting our troops on deployed
operations or at home, or supporting those ravaged by
natural disasters such as those in Haiti, Honduras and
even in our own country, 436 provides a lifeline to those
who need it. That is what we do, and we do it for the
Canadian Forces and for Canada. It is our mission, the
purpose for our squadron, and we must succeed.

“The medal is a visible and tangible way to recognize outstanding Canadians of all ages and all walks of life, who have
built and continue to build this caring society and country
through their service and achievements,” noted Col. (Retired)
Terry Chester, National President of the Air Force Association
of Canada in his letter of notification to Capt. Dieter.
A history buff, Capt. Dieter began volunteering at the Billy
Bishop Museum in Owen Sound. During the summers of 1991,
1992, and 1993 he was the on-site summer administrator and
tour guide. In August 1992, he was elected as a Director to the
Board of Directors, and in May 1993 served in various capacities including Board Secretary. He also chaired the Billy Bishop Centennial Committee, established to celebrate the 100th anniversary of Bishop’s birth in 1994.
In 1995 and again in 1997, Capt Dieter aided the City of Waterloo with their commemorations of citizens who died during
the First and Second World Wars. He wrote the text for the 1995
Remembrance Day programme, and in 1997 scripted a short,
concise history of Canadian involvement in the two World
Wars for the City’s “Sons of Waterloo” permanent display in
Waterloo City Centre.
Capt. Dieter joined both the Royal Canadian Legion and the
Air Force Association of Canada in 1993. Between 1997 and
2000, he served as Branch Public Relations Officer for Waterloo
Branch 530, and in 1999-2000 served as Zone C-2 PRO. In 2010, he
served as PRO for Eastview Branch 462, and still serves as Zone
G-5 PRO. Capt Dieter recently volunteered to be the Webmaster
for the AFAC national website.
In 2002, he was appointed an Associate Air Force Historian
by the Office of Air Force Heritage and History based at 1 Canadian Air Division in Winnipeg, in recognition for his past
and then-current efforts to preserve Canadian aviation history,
in particular his work on Billy Bishop.
More recently, while deployed on Operation Jaguar with
Task Force Jamaica from 8 Wing Trenton, Capt Dieter organized the Task Force’s Remembrance Day Ceremony. The ceremony highlighted that, for perhaps the first time since the
Second World War, Canadians were commemorating Remembrance Day by visiting Canadian service personnel who had
died in Jamaica during the Second World War and were buried
there.
Capt. Dieter said while he doesn’t know who nominated him,
he wanted to thank them and he noted the fact the medal would
be presented in October at the Canadian Warplane Heritage
was “really neat.”
“I’m incredibly excited to receive a medal which marks an
historic occasion like the Diamond Jubilee and to be recognized for dedication to my community and country,” he said.
“I’m finding it pretty hard to suppress a smile. Yes, it’s a special
honour.”
Several other former 8 Wing personnel are also being recognized by the Air Force Association of Canada, including
former Commander of Air Transport Command MGen Marc
Terreau, former Commander of Training Systems Headquarters Brig.-Gen. Ronald Button, former Wing Commander Brig.Gen. Gaston Cloutier, Sqn.-Ldr Noel Funge, Greg Spradbrow
and Maj. C.L. “Tommy” Thomas. Others on the AFAC List of
recipients include former Commander of Air Command LGen
(ret) Al DeQuetteville, former Chief of the Air Staff LGen (ret)
Lloyd Campbell, and Col (ret) Dave Peart, currently SA to the
Commander of the Royal Canadian Air Force.
Capt. Dieter’s previous military service includes servingas
an Officer in the Cadet Instructor Cadre with Air Cadet Squadrons in western Ontario, and Army Cadet Corps in central and
eastern Ontario, along with four summers at the Trenton Air
Cadet Summer Training Centre. He transferred to the Army
Reserve as an Infantry Officer with the Princess of Wales’ Own
Regiment in Kingston, where he assumed the position of As-

The obverse depicts a crowned image of the Sovereign, in whose name the medal is bestowed. The reverse marks the 60th, or diamond, anniversary of the
accession to the Throne of Her Majesty Queen Elizabeth II. The anniversary is expressed by the central diamond shape, by the background composed of a pattern
of diamonds, and by the two dates. The Royal Cypher
consists of the Royal Crown above the letters EIIR (i.e.,
Elizabeth II Regina, the latter word meaning Queen
in Latin). The maple leaves refer to Canada, while the
motto VIVAT REGINA means “Long live The Queen!”
The ribbon uses a new arrangement of the blue, red
and white colours found in the 1953 Coronation Medal,
the 1977 Silver Jubilee Medal, and the 2002 Golden Jubilee Medal.
The design of the Diamond Jubilee Medal was created by the Canadian Heraldic Authority. The medal
will be manufactured by the Royal Canadian Mint at
their Ottawa facility.
The Diamond Jubilee medal was created to mark the
60th anniversary of Her Majesty Queen Elizabeth II accession to the throne and is intended to be a tangible
way for Canada to honour Her Majesty and to honour
contributions and achievements made by Canadians
representing the full breadth of our society. During the
year, 60,000 Canadians will be recognized.
Eligible candidates must meet the following criteria:
• have made significant contributions to Canada
or to a particular province, territory, region or
community within Canada, or for an outstanding
achievement abroad that has brought great credit
to Canada;
• be citizens or permanent residents of Canada;

General Training Cadets experience life in the woods

hat do you get when you take about 100 teenagers
and transport them into the woods for the day? One
group of well educated air cadets, that’s what!
Hundreds of Air Cadets from across Canada are currently in Trenton participating in a summer training program as part of the Canadian Cadet Organization. About
one third of the cadets under training at any given time
are those on the General Training course. “GT,” as it is
referred to, is a two week course designed to give younger,
newer cadets to the program an introduction to what life
as a cadet, and as a trainee at a summer training centre is,
all about. Cadets learn about the courses available to them
for future training including drill and ceremonial instruction, fitness and sports instruction, music/military bands,
aviation, and perhaps what is most interesting to many survival.
About 30 minutes or so away from CFB Trenton is
Macaulay Mountain, a well known place where local hikers
and bikers make frequent use of many trails. Surrounded
by beautiful landscape, singing birds and the occasional
wildlife it’s a place where cadets and civilians alike can
enjoy the environment and learn or just have fun!
As part of their basic introduction to life as a cadet, General Training cadets head out to Macaulay Mountain for a
day as part of their introduction to basic survival.
While at the training site, cadets spend their day rotating through a variety of classes including knots and lashings, making a fire, making a shelter, as well as learning
how to identify the flora, fauna and wildlife of the area.
Instructed by senior level cadets who have themselves
completed survival training, cadets gain hands on experience while learning how they can protect themselves
should they ever get lost in the woods.
The staff mentioned that the MREs (meals ready-to-eat)
are a highlight for the cadets, although food isn’t the only
thing that gets the cadets motivated.
While she hopes to one day follow the aviation route as
opposed to survival, 12 year old Cerene Carby says she
“likes trying different activities” and that things such as
the trip to Macaulay Mountain allows her to “expand (her)
knowledge” beyond what she learns at her home Squadron
in Pickering, Ontario.
Macaulay Mountain is used not just in the summer by
TACSTC as a training area; 851 Prince Edward Royal Canadian Air Cadet Squadron, based in Picton, also parades
there throughout the regular cadet training season from
September to June. Major Mike Campbell, the Commanding Officer of 851 Squadron, is also the Officer Commanding for the General Training Course at TACSTC. Major
Campbell notes that in past years, survival training for
Cadets was conducted at Canadian Forces Station Mountainview. However, flat, open area was impractical for some
of the exercises. The switch to Macaulay Mountain has
provided a safe, practical environment, where cadets can
make the most of their time there. “Shelter building has
been the highlight” says Campbell, noting that being in an
“actual forest with shade makes the cadets feel like they
are really out in the woods camping”.
The cadet program is an organization for young men and
women ages 12 to 18 with a focus on developing attributes
of citizenship and leadership while preparing them for the
transition into adulthood through a dynamic communitybased program. For more information on the Canadian

“Air Force City” Air Cadet Squadron completes annual review
I
t was an ordinary Monday evening
for most people in the City of Quinte
West, but for the cadets and staff at 704
“Air Force City” Squadron of the Royal Canadian Air Cadets it was a night
to celebrate the completion of another
successful training year.
Monday, June 4 was the 51st Annual
Ceremonial Review for 704 Squadron.
The parade was held in the MSE Hangar at 11 Buffalo Ave on 8 Wing Trenton – the home of 704 Squadron since
its formation in November 1961. Since
that time many things have changed
but this year’s group of cadets certainly made a point of showing what 704
Squadron, and the Air Cadet program,
are all about.
Weeks of preparation, ironing, polishing and sewing all shone through in
the well dressed and sharp looking cadets on parade, under the commander
of Warrant Officer First Class Brenda
Galt, the senior cadet of the Squadron.
Supported by the Pipes and Drums of
413 Wing of the Air Force Association,
the parade was a wonderful spectacle
for the parents and guests viewing the
parade.
This year the reviewing officer was
Mayor John Williams of Quinte West.
Mayor Williams was quite impressed
with the cadets and commented on how
much they added to the many community events they had participated in.
“it is always great to see the cadets”
remarked Mayor Williams.
His remarks were echoed by Lieuten-
ant Colonel (retired) Peter McCulloch
from the Ontario Provincial Committee of the Air Cadet League of Canada.
Mr. McCulloch also encouraged the cadets to continue in their cadet careers
and to invite their friends to share in
their adventure in cadets. Capt Garret Watts, Commanding Officer of 704
Squadron, also remarked how well
the cadets had done. He also thanked
the staff for a year of hard work and
the parents for being so supportive by
bringing their children to cadets.
Special awards were presented during the Annual Review. The Royal Canadian Legion Cadet Medal of Excellence was presented to Warrant Officer
Second Class Justin Ventress. The Legion Medal of Excellence is awarded to
Cadets who have displayed excellence
in citizenship both inside and outside
of the Cadet program. The Award of
Excellence was presented to WO1 Brenda Galt, and the Most Dedicated Cadet
was presented to Flight Sergeant Kyle
Peirson. A number of retiring cadets,
including FSgt Kyle Thompson, FSgt
Rebecca Butler, and Sergeant Shawn
Roth, were recognized for their years
of service. Two members of the
staff - Training Officer Capt. Terry
La Rocque and Assistant Training
Officer Lt. Meredith Wills – were also
thanked for their years of service and
commitment to the Squadron, as both
Officers are departing this year.

indfulness is the practice of becoming more fully
aware of the present moment - non-judgmentally
and completely - rather than dwelling in the past or projecting into the future. It generally involves a heightened
awareness of sensory stimuli (really noticing your breathing, feeling the sensations of your body, etc.) and being
“in the now.” While mindfulness has origins in Eastern
philosophy and Buddhism, there is no necessary religious
component to mindfulness - anyone, with any belief system, can enjoy the benefits of mindfulness.
Early research shows some very promising results. Practicing mindfulness, mindfulness-based cognitive therapy
(MBCT) and mindfulness-based stress reduction (MBSR)
have been found to be helpful with anxiety disorders; depression; relationship issues; sleep problems; eating disorders; and stress management.
Studies show that mindfulness can be helpful in stopping
ruminations over things that cause stress; it helps people
keep from dwelling on negative thoughts. Mindfulness can
also be used to decrease anxiety over the future. It can provide a break from stressful thoughts and allow you to take
a mental break and gain perspective, among other things.
Mindfulness can be achieved most simply through meditation. Regular practice of mindfulness meditation has
benefits for your physical as well as your mental health.
For those who tend to get “antsy” during meditation,
there are other ways to ease into the practice of mindfulness through daily living. Gardening, listening to music
and even cleaning house can become a practice in mindfulness if you take the right approach: focus on the present,
and quiet that voice inside -- the one that offers the running commentary on what you’re doing, what you’ve done,
and what you will be doing.

New CO gets stamp of
approval at CFPU
Maj. Stephanie Bouchard expects challenges
– and opportunity – with command

T
he Canadian Forces Postal Unit (CFPU) had their new
Commanding Officer Major Stephanie Bouchard
signed, sealed and delivered Wednesday morning.
Maj. Bouchard said she was honoured and humbled
by the appointment to command the historic unit, but
also incredibly excited to join this exceptional team during these exciting times.
Maj. Bouchard replaced Maj. Catherine Deri, who noted it was hard to leave the Postal Unit which is so much
like a family – “…a family that sticks together through
good and bad times,” she said.
Those good times included promotions, decorations,
births and retirements. However, the bad times also
included motorcycle accidents, separations, financial
hardships and suicides.
“I feel so privileged to have been welcomed into this
beautiful family,” Maj. Deri stated. “I am honoured to
have led the Postal Unit through a historical milestone,
which was the celebrating of a century of mail delivery
to CF troops.”
Maj. Deri said her vision when she took over the unit
was of a team coming together despite their wide dispersal geographically, a goal she feels she achieved with
the cooperation of the unit’s members and a lot of travelling on her part to shake the hands of each and every
postie.
“There is nothing that will ever replace the human
contact from a leader just as technology will never replace a CARE package,” she said at the Change of Command ceremony at Baker Island July 25.
Maj. Deri posted words of hope for her colleagues in
the Postal Unit before she left.
“Don’t be fooled by the reduction of mail volume that
we have been facing over the past few months,” she said.
“Your role remains critical, at home and abroad. The impact that you have on deployed personnel and their loved
ones is still very real. What you do is very important every day and you should be very proud of yourselves.”
Maj. Deri advised Maj. Bouchard she was getting a
great team and that she should enjoy every minute of
her command “…because time flies when you are having fun,” she noted.
Presiding officer Colonel Stephen Blair, Commander
of the Canadian Forces Joint Support Group (CFJSG),
said the outlook for the CF Postal Unit when he took
over was bleak at best, but the stellar leadership of Maj.
Deri had helped revive the unit.
“If I were to look at the Cos I’ve had the privilege of
having under my command, Maj. Deri has probably
brought forth the most drive,” also noting she was the
first CO under his command who also received a CDS
Commendation on her watch.

celebrating the Centennial was excellent,” he said.
Col. Blair said Maj. Bouchard brings to the command
of the Postal Unit a curriculum vitae that would enable
her to succeed.
While Maj. Bouchard said she was excited to join
the unit during these exciting times, she realized there
would also be challenges over the next two years and beyond.
“But I know, as well, it is a time of great opportunity
for the unit and the specialist postal officers and clerks
that serve it with dedication and admirable professionalism,” she said, also thanking Col. Blair for the support,
encouragement, confidence and trust he had imparted
to her.
“I came here with a background in joint, strategic
human resources and RCAF Wing Administration but
also with an eagerness to learn as a professional of the
postal profession in order to further the knowledge,
understanding and appreciation of the vital work this
unit does – this team does – in providing support to the
Canadian Forces Operations and support communities
throughout our great country and the world,” she said.
Maj. Bouchard thanked her command team for their
assistance and advice as she took over command, adding she would endeavour to get to know all members of
the CFPU.
“One certainty in these times of departmental transformation and fiscal pressure is that units such as ours
will be asked to find innovative ways to improve efficiency and effectiveness,” she advised them. “I and the leaders of this unit will lead us through these changes by
meeting these challenges head on. Each and every one
of you is part of the solution. We will succeed by working together. Tot Tantillus!”

1996 with a Bachelor of Arts degree in honours history.
Following graduation, she completed her Basic Personnel Administration Officers Course in Borden, Ontario.
In 1996, Maj. Bouchard was assigned her first position
as an Administration Officer at 14 Software Engineering
Squadron in Greenwood, Nova-Scotia. After one year in
this position, her duties were expanded to include those
of the Administration Flight Commander for 404 Maritime Patrol and Training Squadron and Administration
Officer for 14 Wing Operations. In 1998, she was reassigned to the newly formed Operations Wing Orderly
Room, responsible for providing pay and administration
support to the operational squadrons, as the Administration Officer. Two years later, she was posted to 14 Air
Maintenance Squadron (14 AMS) to provide a full spectrum of administrative services to the Commanding Officer and its squadron members.
Promoted to Major in July 2006, Major Bouchard was
posted as the Divisional Corporate Services Officer at the
Director General Canadian Forces Grievance Authority
(DGCFGA) in Ottawa. During her time at DGCFGA, she
also worked as the Implementation Officer which entailed liaising with various Canadian Forces organizations to ensure that grievance adjudications were fully
implemented. In 2009, she was posted to the Logistics
Branch Integrator in the production section supporting
the annual selection boards and succession planning activities.
In July 2012, Major Bouchard took command of the
Canadian Forces Postal Unit. She is the proud mother
of 10-year-old Alexandre and seven-year-old Anna and
is hoping one day to find a suitable hobby to fill her free
time.

Lt.-Col. Graitson joined the RCAF in 1985
as a Traffic Technician and completed postings in Trenton, North Bay and Moose Jaw,
Saskatchewan. In 1994, upon completion of
a Bachelor of Arts Degree at Royal Military
College in Kingston under the UTPNCM
program, she was posted to Comox, BC
as the Mobile Support Equipment Officer
(MSEO) in the Transportation Squadron.
In 1997, Lt.-Col Graitson was promoted
to Capt and posted to 2 Air Mov Sqn where
she served as Administration Officer, Passenger Terminal Officer (PTO), Mobile Air
Movement Section Officer (MAMSO) and
DCO. At the Air Movement Squadron, she
led deployments in Norway, Bosnia, Turkey,
Macedonia and various parts of the US.

In 2001, she was posted to National Defence Headquarters, J4 Logistics, in the
J4 Mov Plans section. While at J4 Mov, she
completed numerous NATO and Joint Staff

Following this tour, Lt.-Col. Graitson was

would be no time to rest on laurels.
“We can never predict with any kind of
certainty whether our next mission will be
a humanitarian assistance effort at home or
abroad, a peacekeeping effort in Africa, or a
counter-insurgency in the Middle East, but
we can predict with perfect certainty that a
new mission challenge will come and I look
to you to ensure that the men and women of
2 Air Mov Sqn are ready 24/7 to answer the
call when – not if – it comes,” he stated. “I
have high expectations that you will make
superbly efficient and incredibly effective
use of the increased resources with which
the Air Force has newly enabled 2 Air Mov
Sqn. I expect you to maintain a balanced
atmosphere at your squadron, wherein
the increased workload that comes with
our great new air mobility fleets is always
fully supported and wherein your members
receive top notch mentoring and career development opportunities and wherein your
support to your members and their families
is just as dynamic and mission-focussed as
your support to operations.”
In addition, Col. Friday told Lt.-Col.
Graitson he needed her to forge and maintain outstanding tactical relationships
with CF and other government partners
and ensure the Air Movements know-how
is well represented at the operational and
strategic headquarters levels so that the
best plans are constructed at all levels and
see that those very hard lessons from missions past are leveraged to excellent effect
in making sure the next missions are best
positioned for success.

closely with a variety of organizations including other government departments,”

movement identity represents the fundamental calues that allows this squadron to
exceed the ever-changing demands of operations. I am very proud to be here today

Regardless, Maj. Mills indicated he loved
his job even as he took over after an incredibly high tempo period and he was honoured
to accept the CF Unit Commendation and
the McGregor Trophy on the Squadron’s
behalf for their performance during that
trying period.
But 2011 was not destined to be a slow
year for 2 Air Mov Sqn, as they launched
into the highest deployment tempo period
in the squadron’s history, according to Maj.
Mills, adding they supported the largest redeployment of Canadian Forces since the
Korean War while concurrently supporting
many other operations and exercises in the
Arctic, Jamaica and the Mediterranean.
“The squadron had 65 personnel deployed concurrently (nearly one third of
the unit) for extended periods of time, all
the while taking care of business at home
as the main hub of activity for nearly every CF operation and exercise requires air
lift,” Maj. Mills noted. He went on to thank
Col Friday and his fellow COs for the strong
leadership and team atmosphere they maintained throughout the Wing.
Maj. Mills thanked the many agencies
the squadron works closely with on a daily
basis for their support and cooperation.
“The strong relationship we have built
with our organizations have enabled CF
operations around the world, making the
impossible possible in a way that is transparent to the user and many other people in
the CF,” Maj. Mills stated.
Maj. Mills said it was fitting that Lt.-Col.
Graitson was returning as the unit’s first
Lt.-Col Commanding Officer.
“You are uniquely qualified to lead 2 Air
Mov Sqn through this transition and I look
forward to watching the squadron grow
under your leadership and in the coming
years,” he stated. “I admire many things
about the men and women of 2 Air Mov
Sqn, how they work together to accomplish
every task, how they carry out every duty
with professionalism, and how they wear
their unit pride on their sleeve. These men
and women will do you proud and impress
you every day as they have me.”
Col. Friday called 2011 a record setting
year on the heels of a 2010 thought to be the
biggest it could ever be.
“The mission transition task force that
led the return of thousands of containers
and pieces of equipment and personnel
from Afghanistan was a massive effort,” he
said. “the air portion was met at this end
and enabled all the way along by your team.
This was an historic undertaking and there
were more than a couple of occasions when
chaos ruled the day. But tough as the times
were, particularly over a busier than it
should have been Christmas period, you
have been truly a leader, fiving a clear vision of the future, enabling your teams to
achieve excellence, and celebrating them as
they achieved extraordinary success.”
2 Air Mov Sqn personnel also came in for
praise from the 8 Wing Commander.
“On any given day, the squadron is across
Canada and usually on three or four other
continents, enabling operations and training,” he said. “2 Air Mov Sqn, you make it
possible for the CF to respond to disasters
like Haiti, you make our mission to safeguard the north possible by keeping CFS
Alert resupply humming year round.”
He asked new members of 2 Air Mov Sqn
to continue to improve and enhance their
skill sets and be prepared for the vision and
leadership roles inevitably coming their

L.t.-Col. Goulden joined the Canadian Forces in 1990
and graduated from the Aviation and Flight Technology Program at Seneca College in Toronto in 1991.
After completing pilot training at CFB Moose Jaw in
September of 1994, he was assigned for the first time to
436 Transport Squadron in Trenton, his first of three
tours with “Canucks Unlimited”. He was appointed as
the Squadron Flight Safety Officer and qualified as an
advanced tactical transport aircraft commander, as a
formation lead, and as a transport package commander. In 2000, Lieutenant Colonel Goulden was posted to
the
Tactical Training Flight at 426 Squadron and while
with the “Thunderbirds,” he was appointed as the
Chief Tactical Pilot Instructor, the Deputy Flight
Commander, and the Chief Check Pilot. In 2006, he
returned for the second time to the” Canucks” acting
as the Squadron Deputy Commanding Officer. In 2009,
he was part of the initial cadre trained on the C-130J
in Little Rock, Arkansas. He led the Squadron CC-130J
Hercules implementation team and qualified as a “J”
tactical aircraft commander.
Lt.-Col. Goulden has deployed on operations around
the world, flying missions into countries of the former
Yugoslavia and Central Africa, as well as in East Timor,
Honduras, and Haiti, to name a few. In 2005, he was the
Detachment Commander for a deployment to Sudan
and, in 2007, was appointed as the Officer Commanding
Tactical Airlift Unit in Camp Mirage and Kandahar.
He was posted to staff positions at Canada Command
and also with Directorate of Aerospace Requirements,
where he acted as the Deputy Project Director for the
CC-130J Hercules and the C-177 Globemaster capital
acquisition projects. His last tour was with the Canadian Forces Aerospace Warfare Centre as part of the
doctrine development team.
Promoted to his current rank in 2010, Lt.-Col. Goulden is a graduate of the Canadian Forces Command
and Staff Course in Toronto and holds a Bachelors of
Military Arts and Sciences Degree from the Royal Military College of Canada. He is married to Deborah and
has two active boys. He enjoys fly fishing, is an avid
sports fan, and coaches minor hockey and softball.

This program is designed for beginner
hockey players to learn basic hockey

CFS Alert water pipeline project – no small task

pper Dumbbell Lake, the water source for CFS
Alert, sits 2.4 kilometres away from the main
complex.
That may not seem like an overly long distance to
move water, but permafrost and extreme arctic cold
provide major challenges to the critical task of water distribution. Therefore, our pipeline must be
installed above ground and be carefully protected
against freezing. This is where Bill Haddock, Andy
Baran and their teams from 8 Wg CE come in.
Over a six week period, they will be building upon
improvements made last year to the lower pump
house by creating a new pipeline to take over from the
current one that has been in place for some 50 years.
This is a project that has been worked on for a couple of years now. Even prior to arriving in Alert, 86
ASU along with 81 CEF combined to build and weld
together 900 stands for the project, a large number of
which were completed by Mr. Baran himself.
In Alert, their work will mainly consist of placing the 900 stands at eight foot increments along the
pipeline, welding the 35 to 50 pound pipes together,
manually moving them into position, building and
placing culverts where needed, and modifying the upper house plumbing system to accommodate the new
water pipelines.
To prevent freezing, a wire (called a heat trace) is
placed along the pipeline to increase temperatures
along the system. To reduce heat loss, each pipe has
insulation around them and also at the connection of
the pipes. Keeping the water in constant motion and
returning heated raw water to the submersed water
pumps are additional preventative measures taken to
ensure water keeps flowing.
Mr. Baran mentions they’ve been working on this
project for two years now but there is still probably
another 10 years of work for the replacement of all
the water/sanitary distribution lines for the entire
Station.

Annual hydrant flow testing June 1

As in previous years, the 8 Wing Fire Department will be conducting annual hydrant flow testing throughout the Wing
and in the PMQ area. These tests help to
confirm and ensure that the water pressure servicing theses areas is sufficient
for fire fighting operations. Occupants
may experience discoloration of their
water and need not worry. If this occurs,
simply continue to run your water until
the discoloration disappears. The testing
period will run from June 1 until approximately Sept.1. If there are any concerns,
please feel free to contact the Fire Department business line at local 3511.

second Tweed Tribute to Elvis Festival.

here, and have been honoured by the
townspeople and school children with
free coffee at Tim Hortons and a reception in front of the Tweed Legion. As a
further sign of our appreciation for our
military, we offer a Free Pass for military

Friday night opening and Tribute Artist
preliminary contest. In addition, during
the day, there will be lots to see and do in
Tweed. We celebrate Military Appreciation Night with recording artist, Dallas
Arney, as she sings our national anthems
and the Highway of Heroes.
Aug. 25 – MFRC Rocks the Lot
The Military Family Resource Centre

special event called MFRC Rocks the Lot
at the Astra Lounge Aug. 25 from 7 p.m.

afety shoes, hardhats, goggles, earplugs - these are the standard items
of Personal Protective Equipment required for many jobs.
If you work around open water, you
have to consider some other types
of PPE, to keep you out of the water
and to keep you alive if you do fall in.
Protect yourself from drowning by following all safe work procedures and
by having the correct protective equipment in place.
If you work around docks, ships, lagoons and dams, you will be protected
by railings. If you see any problem
with the condition or the design of
these guards, talk to your supervisor
right away. When you go to work on a
job around water, locate these two lifesaving devices so you can reach them
quickly in an emergency:
One is the life preserver ring, attached to a rope, which can be thrown
in water for someone to grab in an
emergency.
Another is the ladder leading out of
the water. These ladders should be located at intervals along the edge of the
water.
Also helping to prevent you from
ending up in the water is fall prevention and fall arrest equipment. When
working over water on jobs such as
construction and painting, you should
be using this equipment correctly.
Another type of PPE to prevent falls
into the water is the correct footwear.
Non-slip soles should be worn wherever there is danger of a fall from a
dock or deck. In the forest industry,
caulked boots are worn for walking on
logbooms.
When you are on board a watercraft,
the kind of flotation gear you wear can
make a difference in your survival. A
Personal Flotation Device is made to
keep you on top of the water. A lifejacket is designed to keep your face out of
the water in case you are unconscious.
You should talk to your supervisor
about the correct gear to use for your
particular on-board job.
If you work around the water, learn
all you can about the equipment designed to keep you safe and dry.
And learn to swim!
