Action Points
Matters Arising
Safety and Security of Staff at Blackheath Lane
NWP reported on the developments concerning the barrier
installation at Blackheath Lane. The following points were
noted:



That KBGS had written to the Local Authority/Chief
Executive Officer and the Headmaster of Weston Road
High School highlighting the problems/dangers which had
resulted due to parents dropping off their children on
University premises at Blackheath Lane.
That a number of spot checks had been carried out by
Facilities Management personnel at Blackheath Lane in
order to re-examine the situation.
The installation of a barrier system was now being
considered with the view to installation taking place at the
beginning of next term. In the short term, the system
would be operated by University Personnel.
Health & Safety Advisor Training
Members received a report from the NWP on the four day
IOSH Managing Safely workshop held on 19/20/26/27 April
2007. It was noted that poor attendance was due, in part, to
sickness and staff having to attend an important Financial
meeting. Attendees were from the following Faculty/Service:
Schools & Colleges
Personnel
Arts, Media & Design
International Office
Students’ Union.

H&S Advisors who had not attended the IOSH Managing
Safely course would have the opportunity to complete the
training at Stoke-on-Trent College on the following dates
9/16/ 23/30 November 2007 and other future courses.

Accident/Incident Reporting 2006/07

NWP gave a statistical analysis of accidents relevant to the
Stoke and Stafford Campuses. It was noted that there had
been a decrease in accidents reported at Stafford but an
increase in reportable under RIDDOR.
It was noted that:



NWP had consulted with the University’s Equality &
Diversity Manager concerning additions to the accident
report form. No additions were found to be necessary.
The revised accident report and investigation form had
now been published on the HSEU website and an on-line
reporting version would hopefully be available in the near
future.
Accident Reporting & Investigation Policy
The Accident Reporting & Investigation (including near misses)
was approved by the Committee subject to the following
changes:



Duties of the Head of Health, Safety & Environmental
Services added.

Appendix 3 (Accident Investigation Form) to include ‘copy
to be forwarded to Deans/Directors’.
NWP asked the Committee to relay the following information
to their Faculty/Service: That all sections of the Accident
Report Form to be completed or forms would be returned.

Health & Safety Training
Fire Safety Training
NWP reported that trials had recently taken place for the online fire safety awareness programme and the outcome was as
follows:

NWP informed the Committee that three Facilities Management
Personnel, Carol Sutton, Michael Knapper and Dave Steward
had recently qualified as health and safety trainers. It was
envisaged that future First Aid and Manual Handling training
would be carried out by them.

NWP went on to inform the Committee that he was developing
a series of ‘Tool Box Talks’ relating to Ladders/Step Ladders
and these would be in addition to the planned training
programme.


A licence to train 1400 staff had now been obtained.

The awareness programme to be an integral part of
induction training.

Control of Contractors
NWP was in the process of updating the policy which would
take into account the CHAS system. The policy would be
submitted to the Committee in due course.
The following
points were noted:

That Facilities Management list of approved contractors
had been forwarded to Faculties/Services.

NP and DG were looking at ways of linking the Purchasing
System to ensure only approved Contractors are used.

Fire Issues
The Committee received fire drill reports relating to the
Stafford Campus on 21st March 2007 and Stoke residences
held on 3/4 May 2007.
No comments were received or
problems reported.



Fire Prevention Strategy
NWP reported that a new policy on Fire Prevention Strategy
and Fire Evacuation for disabled people was being developed
in conjunction with Fire & Rescue Service.

Policy to be forwarded to the Committee for approval.

in all University buildings and within 5 metres of entrances
to premises and open windows.

No Smoking Policy
The Committee received the No Smoking Policy which had
been amended in order to comply with the new legislation
which would come into force on 1st July 2007.
The Committee discussed various issues relating to the policy
and in particular how it would be implemented and by whom.
The following points were noted and agreed:

The Policy was approved by the Committee.
Any Other Business
Control of Contractors Whilst on University Premises
Audra Jones expressed concerns on refurbishment works that
had been carried out by a Contractor on University premises.
In particular, it was noted that health and safety had not been
adequately controlled and operational arrangements had not
been properly managed. It was noted that due to lack of
control and management serious implications could have
occurred.


KBGS to discuss control of Contractors with Mike Crow
and ask for a full report of the incident.
