7Good morning ladies and gentleman,
Hopefully did you enjoy your evening yesterday and have enough energy left to participate today.
The theme of today will be market surveillance strategy. The goal of our session is to indicate the requirements
which have to be fulfilled in order to achieve efficient and effective market surveillance in the Community. It
must be efficient in the sense that a thorough consideration of all identified risks results in an allocation of
surveillance capacity in those areas where it is most needed. Yesterday you discussed these areas and choose
some measuring instruments on which the member states should focus for the coming period. Today it is the
continuation of the discussion of yesterday. This means, we are going to discuss the strategy, tools and means
of communication which the member states preferably should follow or use with respect to the selected
instruments.
We will try to give answers on questions like:

Can market surveillance operate more effectively at EU level?

What are the minimum results we want to achieve with market surveillance in EU?
Combine market surveillance plans/projects of individual member states would that helpfully to achieve
these minimum results and operate effectively?
Communication: Publicizing projects lead to maximum transparency, but also to ‘tactical behaviour’ of

Would a market surveillance project plan for one instrument be helpfully to achieve these minimum
results and operate effectively in EU?

How can participation by a member state in a market surveillance project be stimulated?

The results of our discussions will be used to write an advice to the WELMEC committee regarding: “which
strategy should be followed with respect to Market surveillance of MID- and NAWI-instruments.
Like yesterday we will split up in four groups. The groups will be the same. Each group will have one
facilitator (Michael, Hillevi, Joseph and Howard) who will give feedback at the end of the discussion. At each
