DENMARK SUPPORTS MEXICO’S CLIMATE
CHANGE STRATEGY
Denmark and Mexico have initiated The Climate Change Mitigation and Energy Programme
aiming to decrease CO2 emissions from the Mexican energy sector, in particular through increased use of renewable energy and enhanced energy efficiency.
Mexico has a great potential for reducing its CO2 emissions
and the Mexican government has set ambitious goals in the
climate change mitigation and energy fields. The initiated
programme is a close cooperation between Danish and
Mexican governments supporting Mexico’s own strategies
and action-plans by sharing Danish experiences on energy
efficiency and renewable energy. The programme will
include deploying experts, inviting study groups as well as
carrying out training and demonstration activities. Denmark
and Mexico cooperate within three main themes; climate,
renewable energy and energy efficiency
CLIMATE CHANGE MITIGATION
As part of the programme the Danish Ministry of Climate,
Energy and Building will assist the Mexican Ministry of
Environment in implementing Mexico’s climate change

includes that the Danish Energy Agency (DEA) cooperates
with Mexico on analyses of Mexico’s reduction potentials,
emissions tracking and development of concrete initiatives
for mitigating climate change. These initiatives cover
improved framework conditions for innovation and use of
low emission technologies to promote green development.
Technical assistance will be provided for emission
reduction scenario analyses. Continuing cooperation
between Denmark and Mexico on baselines and reduction
potentials will enable results of reduction efforts to be
analysed.
ENSURING READINESS FOR GLOBAL
NEGOTIATIONS
DEA has developed methods for delivering input to
analyses related to international climate negotiations.
This allows DEA to assist Mexico in the preparations for
international climate negotiations. DEA provides support
in identification of national and global reduction potentials,
analyses and assessments of costs and effects. The
programme supports Mexico’s position in international
climate change negotiations and assists in setting post2020 goals for greenhouse gas emissions.

BRIDGING BARRIERS TO INTEGRATE RENEWABLE
ENERGY
Denmark’s extensive experiences using renewable energy
sources, especially wind, will be applied to enhance the
Mexican capacity for clean energy. In order to make
informed choices in energy planning there is a need for
collecting data on the resources available. DEA will assist
Mexico in mapping both wind resources and biomass for
power generation.
The programme will spread knowledge based on Danish
experiences, proving that fluctuating energy production
can be integrated into the grid without extensive additional
costs or compromising security of supply thus bridging the
barriers of integrating renewables such as solar and wind
into the Mexican power supply.
POWER SYSTEM PLANNING TO SUBSTITUTE HEAVY
FUEL
A key issue in Mexican energy policy is to introduce
alternatives to heavy fuel, which will result in lower
emissions and reduced costs. A scenario analysis will
assess various alternatives to heavy fuels, which will form
a basis for determining the feasibility of alternatives to
heavy fuel in south eastern Mexico. Denmark has long term
experience in the broad collaboration between actors in
the energy sector, which is required for this type of system
planning.
ENERGY EFFICIENCY
Energy efficiency is a viable and effective way to reduce
emissions. The programme will support Mexico in saving
energy by developing energy efficiency policies, as well as
implementing energy management systems for buildings
and for larger industries. There is great potential for energy
efficiency in Mexico and the subject has high priority.

policy. Activities in the programme will support regional
cooperation and exchange of experience between Mexico
and other countries in Central and South America. This will
further spread the results from this programme concerning
concrete initiatives and developing a supporting intuitional
framework.
