Instructions for State Review Panel Chairs reviewing Work Programs using the QSA WPOnline web database The WPOnline system is a web-based interactive program designed to allow panellists and panel chairs to download and review work program and then upload their reviews. Panellists are notified via an automated email when a work program has been allocated to review. The text of this email contains a link to the WPOnline system, within the QSA website. This link is https://www.qsa.qld.edu.au/wponline/login.qsa Once a panellist has reviewed a work program, an automatic email will be sent to the panel chair so he/she knows that the review is complete and it is ready for the next stage. The panel chair will review it taking into account the panellist’s comments and either return it to the school for changes to be made or recommend it for approval. NOTE: It is not intended that you have to remain logged in to the Internet while reviewing work programs. Log in, download the documents you need and save to your computer, then log out. Review the work program and save your review in a folder on your own computer. Then log in again and upload your review. OBTAIN A PASSWORD/CREATE AN ACCOUNT 1. Log onto the QSA website www.qsa.qld.edu.au . Click ONLINE SERVICES, then GENERAL LOGIN (at the bottom of the list) 2. Click on Create User Account (in the top right hand corner) and follow the instructions. An automatic email with a temporary password will be sent to your email address 3. Once you have this password, go back to the QSA website www.qsa.qld.edu.au . Then go back to the GENERAL LOGIN page as above. 4. Enter your BIC and the password you were sent in the email. You will be prompted to replace the temporary password with your own password on the first use. 5. Once you have changed your password, click “Use WPOnline”. 6. Once you are transferred to the WPOnline login page, add the page to your Favourites so you can go directly to this page on future logins. LOG IN Go to https://www.qsa.qld.edu.au/wponline/login.qsa You will now see a screen like the one below. NOTE the BIC that you use MUST be the one you chose when you became a panellist. If you aren’t sure what your BIC is please contact your local district coordinator. Remember your password is case sensitive. 1. Enter your BIC and password and click Login. 2. You will see a new screen titled WPOnline Select Access Context 1 3. If you have access for both your school and as panel chair you should see different options here. Choose your panel code. The screen will immediately become the WPOnline Chairperson Main Screen 4. If you have only one access type – district panel chair – you will immediately go to the WPOnline Chairperson Main Screen CHAIRPERSON MAIN SCREEN The table on of the screen shows all work programs that you have been allocated to review. History – details all actions for the work program Tpl - Blank Form R2 Doc - Work Program White Dot - Radio Button The Status column shows the status of the various work programs in your queue, clicking on the Action button shows the actions able to be performed for that work program. State Reviewed – These work programs have been reviewed by two panellists and are waiting for you to review them and upload a Form R2. Typically, only schools with a state panellist or a DRPC will be reviewed by state panellists. District recommends – These work programs have been reviewed by the DRPC and recommended for approval. You can either ‘confirm’ them as approved or ‘request sampling’. Sampling requested – You have requested that a work program be sampled by a particular state panellist and it will sit in your queue until the AOMS has approved sampling. Once the AMOS has approved sampling the program will disappear from your queue. Sample reviewed - These work programs have been sample reviewed by one state panellist and are waiting for you to complete and upload a Form R2. 2 Resubmission to state – These work programs have been reviewed by the state panel and returned to the school unapproved. The school has subsequently resubmitted a work program which is now back in your queue for further review. 4-strikes to state – The DRPC has reviewed the work program four times and still finds it not able to be approved. The state panel is requested to continue negotiations with the school. SRPC DRPC countersign – If the DRPC does not have an approved work program the DRPC will upload a Form R2 after reviewing the work program. However, his/her comments then needs to be countersigned by the state review panel chair. You can either click confirm if you agree with the DRPC comments or upload a new Form R2 if you wish to change the comments. If the SRPC uploads a new Form R2 it will go back to the DRPC (for feedback) and re-upload the Form R2 to go back to the school. If the SRPC clicks Confirm, the program goes directly back to the school with the DRPC’s comments. Confirm means you are confirming what the DRPC has said on the R2 (either not approving OR approving the work program – clicking CONFIRM does not approve the work program. SRPC DRPC relief review – If the DRPC has not submitted a work program (or there is no DRPC), once the work program has been reviewed by a panellist at the district level it will appear in the SRPC queue for the SRPC to write up the Form R2. State amendment received – A school (at which there is a state panellist or DRPC for the subject) has submitted an amendment to an approved work program and it has been assigned to you for review. Amendments are not reviewed by panellists. HISTORY SCREEN The history screen provides you with the history of all work programs in the state for your subject. If you want to see the history of a work program in your queue, click the selection button for the relevant program then click HISTORY. The most current action will be shown first. All documents to do with the work program can be found in this screen, including panellists’ reviews, Forms R2, different versions of the work program etc. Once you have full knowledge of a work program’s history, please return to the main screen to action a work program. REVIEW A WORK PROGRAM AND UPLOAD A FORM R2 1. If a work program shows State reviewed in the Status column, this means two (state) panellists have reviewed a work program and it is ready for your review 2. Download a blank Form R2 from the Chairperson Main Screen (Tpl column) and save it on your computer using the name of the school to be reviewed, eg Villanova College Biology review. 3. To view or download review notes completed by the two reviewing panellists, click the radio button for the program on which you are working. Then click on History. The History screen will show you the history of the program including the review notes that have been uploaded by panellists. They will be shown on the row that says Checklist uploaded 4. Download the review notes by clicking on the icons. Either print them or save them on your computer temporarily 5. Review the work program and complete the Form R2 saved on your computer. 6. To upload the Form R2 that you have completed, log back in to the WPOnline Chairperson main screen. 7. Indicate the school for which you wish to upload a Form R2 by clicking the radio button, then click Upload Form R2. You will then see the following screen. 3 8. 9. 10. 11. Indicate Recommend Approval or Recommend No Approval Insert the time you spent reviewing in minutes, eg 90 minutes or 120 minutes etc Click Browse to find your completed Form R2 Then click Upload document (NOTE: Make sure the document is closed before you try to upload it.) 12. Once the Form R2 has been uploaded you will be returned to the WPOnline Chairperson main screen and the work program you reviewed will have disappeared from your work queue. 13. Continue until all work programs have been dealt with. STATE SAMPLING 1. If a work program shows District Recommends in the Status column, this means it has been recommended for approval by the district panel chair and is ready for you to decide whether to sample it or not. Check the history screen to make sure that the work program has NOT been sampled or countersigned by you previously. You should not review programs before deciding whether to sample – rather be consistant with sampling across all districts at the beginning of a cycle, then continuing to sample if you feel the DRPC needs a bit more support with judgements. Approximately 25% of work programs should be sampled across the life of the syllabus (and come from all districts). 2. If you wish the work program to be sampled, click the Request sampling button and you will see this screen that shows the names of panellists available for state sampling. 3. 4 Click on the radio button beside the person who you wish to nominate as reviewer, then click Assign. You can only indicate one reviewer to sample a work program. 4. 5. 6. 7. 8. 9. 10. 11. 12. 13. Once you have requested a program be sampled, the work program will then stay in your work queue as Sampling Requested until the AOMS approves the sampling request. When the work program appears as Sampling complete you should then be able to view the panellist review notes in the History screen for the relevant work program. Complete and save a Form R2, then click Upload Form R2 Indicate Recommend Approval or Recommend No Approval Insert the time you spent reviewing in minutes Click Browse to find your completed Form R2 Then click Upload document Once the Form R2 has been uploaded you will be returned to the WPOnline Chairperson main screen and the work program you reviewed will have disappeared from your work queue. If you DO NOT recommend a work program for approval, when you upload the Form R2 it will be sent with an email to the District Panel Chair, who then re-uploads your R2. This gives feedback to the DRPC and discussion should take place between you and the DRPC. When the school resubmits, the work program will be resubmitted to the DISTRICT panel chair. If you do not wish the work program to be sampled but wish to approve it directly, click the Confirm button. You will get a message asking you to confirm your approval. Click Yes. The District panel chair will receive a copy of the automatic email going back to the school. NOTE: If the number of sampled work programs is high, the Administration Officer, Approvals may choose to reject your request for sampling. If sampling is rejected the work program will automatically be approved and the DRPC’s Form R2 will go to the school saying the work program is approved. Approximately 25 % of the total number of work programs should be sampled. SRPC DRPC COUNTERSIGN When a district panel chair has submitted a work program which is not yet approved, any Forms R2 which he/she completes must be countersigned by the state panel chair. These work programs will appear in your queue as DRPC countersign. You may NOT ask for these to be reviewed (sampled) by a state panellist. This process is merely a check to ensure that the district panel chair’s comments are appropriate Read the form R2 comments made by the DRPC. You may, if you wish, read the checklists completed by panellists (in the History screen). If you agree with the DRPC comments, click CONFIRM (this simply confirms what the DRPC has said – it does not APPROVE the work program). If you do NOT agree with the DRPC comments, complete a new Form R2 and upload it indicating non-approval. This Form R2 will go back to the DRPC who then re-uploads your R2. This gives feedback to the DRPC. At this point the SRPC and the DRPC may have some discussion about the reasons for the non-approval before the completion of the Form R2. WORK PROGRAM AMENDMENTS An amendment should have the official QSA Amendment Cover Page included indicating what has been changed in their approved work program. If you receive a work program which does not conform with this and you have concerns, please contact the Administration Officer, Approvals (3864 0491) for further action to be taken. Work program amendments will appear in your work queue (if from a state panellist or DRPC school) in the same way as new work programs. Amendments are not reviewed by panellists so you will not receive panellist reviews. However if you look in the History screen, you will be able to access the approved version of the work program if the work program has been completed on line. If you view an amendment and consider that if is sufficiently different from the approved program to warrant a complete review by a panellist, complete a Form R2 stating this and click UPLOAD R2. In the next screen you will see three options: Recommend approval Recommend NO approval Recommend new review. Click Recommend new review and upload your From R2. This will put the work program back in the Administration Officer, Approvals queue to be assigned to a panellist. LOG OUT To LOG OUT from the application, click WPOnline log in and you will be returned to the LOG OUT screen. Click log out or simply close the page. 5 PROBLEMS NOTE: The document you wish to upload must be CLOSED before you try to upload it. HINT: You can sort most columns by clicking on the Header button at the top of each row. FORGOT YOUR PASSWORD? Log onto the QSA website www.qsa.qld.edu.au . Click ONLINE SERVICES, then GENERAL LOGIN (at the bottom of the list) and follow the prompts. If you have any problems accessing or using the work program approval application please contact your local district coordinator. Please note that schools have been asked to present minimum requirements only with no logos etc, and you should not have to deal with lengthy work programs. If you have any concerns please contact the Administration Officer, Approvals or your district coordinator as a matter of urgency. 04 February 2008 6
