Dr. Deborah Brown Charged With Felony Grand Theft
As a part of Broward Office of the Inspector General fina l report OIG 1 1-020, Gross Mismanagement
ofPublic Funds by the City ofHallandale Beach and the Hallandale Beach Community
Redevelopment Agency, we found probable cause to believe that Dr. Deborah Brown engaged in
criminal misco nduct in connection with the use of CRA funds by the Palm Center for the Arts.
Accordingly, we referred our findings to the Broward State Attorney's Office (SAO) a nd the Broward
Sheriffs Office (BSO).
On May 14, 2014, after the conclusion of a joint investigatio n by the SAO and BSO, a Capias was
issued charging Dr. Brown with Grand Theft in the Third Degree. Dr. Brown surrendered on May 19,
20 14. The Capias and supp01ting complaint affida vit a re attached for you r review.

PROBABLE CAUSE AFFIDAVIT
Before me this date personally appeared Affiant, Detective John Calabro of the Broward Sheriff's Office, who being first duly
sworn deposed and said that beginning on or about March 17, 2010 In Hallandale Beach, Broward County, Florida,
Defendant Deborah Brown, es Director of the Palms Center for the Arts (•PeA•), petitioned the City of Hallandale Beach
Commission for financial assistance to help fund the costs for a "PCA" trip to Washington, D.C. that was planned for children
associated with FPCA." Defendant requested a $10,000 donation to fund the trip. The Commission agreed to donate $5,000
and Issued check #152695 payable to Palm Center for the Attli, Inc. for the designated purpose, I.e., the Washington trip. On
March 26, 2010, the said check was deposited In the Palm Center for the Arts, Inc. Bank of America account
• • • • • · The Broward Office of the Inspector General conducted a financial Investigation of the said Palm Center for
the Arts, Inc. account and discovered that from March 28, 2010 through May 26, 2010 Defendant used significant amounts of
the donated funds for expenses unrelated to the Washington DC trip. Sworn testimony and supporting documentation
obtained reflects that she requested City funds for a specific purpose, I.e. , the aforementioned trip to Washington, D.C., but
that some of the funds were diverted to her own use and benefit for non-trip and non PCA matters including, but not limited
to, a payment for a personally owned time share unit In the amount of $683.10. Affiant swears that this information is true
and correct to the best of his knowledge and belief.
