To provide a quality service in the gathering, collection, evaluation, analysis and development of relevant information and intelligence about crime and criminals with specific attention to the nominated sector or specific crime types; ensuring the dissemination of that information and intelligence to the appropriate law enforcement agencies. To collect, collate, analyse and interpret data and present information to meet the requirements of the Home Office, HMIC, Audit Commission, National Intelligence Model, ACPO, Police Authority and Senior Management. Main Responsibilities 1 Collate, analyse and develop intelligence to support operational policing objectives – Collate intelligence from a variety of sources into appropriate format for analysis. This will involve interrogating databases, open and closed sources and enquiries of outside forces and agencies. Analyse the information to identify patterns and trends and to identify intelligence gaps. Actively seek intelligence to develop ideas and recommendations to inform operational planning in support of local policing objectives. 2 Gather and evaluate information to determine its intelligence potential and identify any threat, harm, risk or opportunities it poses - Assess the value of intelligence in relation to the crime reduction objectives, local intelligence requirements and National Intelligence Model criteria. Ensure that intelligence which identifies any threats, harm, risks or opportunities is referred to a supervisor. Take appropriate action depending on the value of the intelligence and where necessary, arrange for intelligence to be developed further. 3 Gather and use intelligence to support policing priorities and reactive and proactive major investigations – Develop intelligence packages to support operational policing priorities to reduce and detect crime and disorder. Gather and use intelligence to identify suspects, linked crimes and operational policing opportunities. Ensure that subject profiles and problem profiles are completed in a timely and accurate manner. Provide support and expertise in the area of intelligence and evidence gathering for major incidents and enquiries. 4 Support the planning of Policing Operations – Research information and intelligence systems to create relevant subject and problem profiles. 5 Fulfil Intelligence SPOC responsibilities – Responsible for the collation and dissemination of Intelligence within a specific business areas to the wider force, region or country. 6 Inputting – Input and maintain intelligence and information onto the computer systems and undertake the necessary research work around this. 7 Identification of crime patterns – Research reported crimes to identify patterns and links by MO, recovered forensic evidence and vehicles used, etc. 7 Interrogation of Force IT systems - Maintain and use computer databases to identify crime trends and series and forensically linked offences. 2 8 9 10 Divisional research / best practice - Make contact with and establish working relationships with staff working within your geographical sectors and neighbouring forces, in order to identify and exchange good practice and tactics to address current crime trend problems. Security Issues - Ensure the security of products in line with Force Policy. Tasking & Briefing Portal – Update and manage the Tasking and Briefing Portal. Experience of utilising different forms of software packages. Experience in handling confidential information. Evidence of previous analytical experience. Experience in working in a busy office environment. Experience of working under pressured time constraint conditions. Previous research experience. Experience of giving presentations. High level of self motivation required in relation to supporting live operations and the supply of necessary information to officers. Interrogation of all of the above Force IT Systems as research tools. Ability to Update / Manage Tasking and Briefing Portal. The Input, handling and evaluation of intelligence codes in relation to intelligence reports. Ability to work under pressurised time constraint conditions. Ability to advise senior managers on intelligence available. Ability to develop and adapt to changing working practices in order to meet the 5 demands of Wiltshire Police, new legislation or new policies introduced within the Force. Develop and maintain relationships with partner agencies to gather intelligence. Ability to compose applications and apply for RIPA authorities. To act as SPOC on a variety of Intelligence Functions i.e. ILO/EAW/ACRO. Knowledge: Sound understanding of the Data Protection Act in relation to issues concerning the release of information. Understanding the concept of the National Intelligence Model and its implementation locally. The role of the Intelligence Unit in implementing the Wiltshire Force Intelligence Strategy. Greater understanding of Data Protection and Freedom of Information issues within your working environment. 6 Role Profile Core Responsibilities The role holder should effectively deliver these key requirements: Behaviour Area Behaviour Activities Other Information Intelligence Researcher Post holders will: The post holder will be required to fulfil a variety of research roles within the Wiltshire Intelligence Unit / Force Intelligence Bureau. The post holder will work a rota system which will include weekends and bank holidays. The post holder will be required to attend meetings, briefings and debriefings both within and away from the everyday workplace and undertake tasks relevant to such meetings. The post holder will be required to undertake the role away from the everyday workplace on a short term basis and occasionally at short notice in response to Force priorities. The post holder must have a flexible approach to work with a willingness to respond to and meet Force requirements in relation to major and critical incidents. This may include out of normal office hour working and on some occasions working extended working hours. The post holder must be prepared to undertake development and training in line with the development of technology and investigation techniques relevant to the role of research in the investigation of crime. The post holder may be required to attend court proceedings in order to provide evidence. The post holder is required to attend all necessary and relevant training courses in respect of your employment to ensure compliance with the policies of the Force. The post holder must possess a full driving license and will need to be able to drive police vehicles. The post holder should have access to a vehicle or be able to make alternative arrangements to meet the requirements of the post. Wiltshire Police provides a 24 hour 7 day a week service therefore applicants should be prepared to be flexible in their approach to working hours. Role will include the necessity to work a shift pattern, including weekends, with the potential to be recalled to duty if required. Management of Police Information (MoPI); Share information where appropriate with community partners and other agencies, paying regard to force procedures for recording such sharing. Ensure information recorded is relevant, accurate and adequate, meets legal requirements and data quality standards. 7
