BACKGROUD
Italy is one of the first western countries signing an inter-governmental agreement with China on science and
technology (S & T) cooperation. Since China-Italy Inter-governmental Agreement on S & T Cooperation was signed in
1978, China-Italy gradually expanded S & T cooperation has become an important part of a comprehensive strategic
partnership between China and Italy.
In Oct. 2010, during visit in Italy, Chinese former Premier Wen Jiabao and Italian former Prime Minister Silvio Berlusconi jointly initiated preliminary design of setting up ChinaItaly Technology Transfer Center.
In October 2010, Chinese former Premier Wen Jiabao and Italian former Prime Minister Silvio Berlusconi jointly
announced China-Italy Three-Year Action Plan on Strengthening Economic Cooperation and put forward the
preliminary design of setting up China-Italy Technology Transfer Center during his visit to Italy.
In November 2010, Wan Gang, the Minister of Science and Technology of the People’s Republic of China paid
another visit to Italy and signed an agreement with Renato Brunetta, Italy’s Minister for Public Administration and
Innovation on joint construction of China-Italy Technology Transfer Center, specifying that Beijing Municipal Science &
Technology Commission and the Italian Agency for the Promotion of Technologies for Innovation to particularly take
on the construction.
On April 14, 2011, Zhu Shilong, Deputy Director of Beijing Municipal Science & Technology Commission and
Davide Giacalone, Director of Italian Agency for the Promotion of Technologies for Innovation, officially signed the
Cooperation Agreement on Joint Construction of China-Italy Technology Transfer Center.
On April 25, 2011, Minister Wan Gang and Minister Brunetta jointly unveiled CITTC.
At present, CITTC has two offices, separately located in Beijing and Milan, with a sub center in Hunan Province, China.
Now there has been up to 46 cooperation network member units in CITTC.

China-Italy Innovation Forum
China-Italy Innovation Forum, as important part of “three centers, one forum” mentioned in China-Italy ThreeYear Action Plan on Strengthening Economic Cooperation, is initiated to promote pragmatic cooperation between
enterprises. It has now become an important platform integrating Chinese and Italian science and technology
innovation resources, a famous brand in the field of China-Italy international technology transfer. This yearly-held
forum aims at enhancing Chinese and Italian innovative communication, promoting bilateral science and technology
trade and technology transfer cooperation, and building effective platform for bilateral innovative resource
matchmaking.

inaugurated in Rome. Wan Gang signed an agreement
with Renato Brunetta on establishing in China“China-Italy

efforts in promoting joint R&D, technology transfer and

On October 31, 2011, the 2nd China-Italy Innovation Forum and Technology
Partnering Conference co-sponsored by Ministry of Science and Technology
of the PRC, Ministry of Public Administration and Innovation of Italy and
China-Italy Technology Transfer Center, were opened in Nanjing. Wan
Gang, vice-chairman of the National Committee of the Chinese People’s
Political Consultative Conference and Minister of Science and Technology
of the PRC, and Renato Brunetta, Italian Minister for Public Administration
and Innovation delivered speeches, respectively. Preliminary partnering
and negotiation appointments were arranged for more than 70 Italian
organizations and more than 150 Chinese enterprises. During the conference,
350 pairs of partnering were arranged among Chinese and Italian enterprises,
with the cooperative intention achieved on 85 particular items.

China (Beijing) International Technology Transfer Convention is jointly hosted by China Ministry of Science and
Technology and Beijing Municipal Government for 5 times till Apr. 2015. It aims at promoting international technology
transfer and innovation collaboration with international perspective. Its China-Italy session, as one of the major
works of “China-Italy Technology Transfer Center”, has gained high attention and received substantial support from
Chinese and Italian governments.

Fifth – China-Italy Science, Technology & Innovation Week – Milan & Naples
Fourth - Beijing
October 14 - 16, 2013, the Fourth China- Italy Innovation Forum is
held in Beijing. More than 80 Italian enterprises come to Beijing and
participate in more than 173 matchmaking activities. More than 50
enterprises and institutes are exhibited. 33 cooperation intentions are
reached. The contract projects are multi-levels covering enterprises
from 9 countries.

On April 26, 2013, with the theme of “Smart City and
Technology Transfer”, China-Italy Innovation Session of
International Technology Transfer Congress was held in the
convention center of Beijing International Hotel. About 50
Italian companies and institutions and150 Chinese companies
participated in it in over 240 pairs of matchmaking. 50
cooperation intentions were made with 8 key cooperation
projects.

2014
From October 13 to 16, 2014, “China-Italy Innovation Cooperation Week” and the 5th China-Italy Innovation
Forum co-sponsored by Ministry of Science and Technology of the PRC and Ministry of Education, University and
Research of Italy and co-undertaken by Beijing Municipal Commission of Science and Technology and China-Italy
Technology Transfer Center was held in Naples and Milan, Italy. The program attracted more than 700 delegates
from China and Italy (more than 200 from China and more than 500 from Italy) for presence. “China-Italy
Innovation Cooperation Week” arranged more than 300 face-to-face meetings for enterprises, with the intention
achieved for cooperation in nearly 100 items. Through the preliminary negotiation and in-depth matchmaking,
the contracts were signed for 6 China-Italy technology transfer projects during the Innovation Week Conference,
with the technology transfer amount of CNY 60 million and the total project investment amount of CNY 650
million.
Highlight of China-Italy Innovation Cooperation Week
The 1st China-Italy Finance Summit: on October 15, 2014, during the China-Italy Innovation Week, the first
China-Italy Finance Summit was held in Milan. Representatives from AssociazioneBancariaItaliana (ABI), Bank of
China (BOC) and other financial institutions attended the summit. ABI and SME Department of BOC achieved the
intention of cooperation on a long-term basis.

On April 16-17, 2014, the China- Italy Technology
Transfer Session of China (Beijing) International
Technology Transfer Convention 2014 is held in in
Beijing International Convention Center. The Session
includes China- Italy Health Care Round Table Meeting,
China- Italy Technology Transfer Seminar, China- Italy
Intelligent Robot Round Table Meeting, China Italy
S&T B2B Matchmaking, etc. The Convention is themed
with “Wisdom Beijing, Multidisciplinary Fusion,
Mutual Benefit and Win-win”. More than 30 Italian
enterprises and institutes attended the Convention.
41 matchmaking activities are held. 7 preliminary
cooperation intentions are reached. 11 projects will be
further discussed for future cooperation.

IOn April 23rd, 2015, China-Italy Projects Matchmaking Session of China (Beijing)
International Technology Transfer Convention 2015 was held in Beijing International
Convention Center. This session invited Chinese and Italian high-tech innovative
projects and aimed to promote advanced technology, enhance mutual understanding
between Chinese and Italian enterprises, provide face-to-face communication
opportunities, and accelerate landing of international technology exchange projects
through roadshow, B2B matchmaking and other activities. The session attracts
61 Chinese enterprises totaling 85 persons and 11 Italian entities totaling 14
representatives. It collected altogether 16 Chinese and Italian high-tech projects,
arranged 68 times of matchmaking, and contributed to initial intent of cooperation.
China (Beijing) International Technology Convention 2015 has enriched content,
multiple highlights and high specifications in the aspect of China-Italy activities. Apart
from the Session, the Achievements Demonstration of China-Italy Technology Transfer
Center 2011-2015 is held during the Convention, displaying fruitful achievements
reached by China and Italy in the field of technology transfer in past five years.

Project introduction:
The purpose of the "5 Years Framework Agreement" is to define general terms for the development of mutually beneficial
cooperation, activities and exchanges in the field of life sciences between BGI Diagnostics and Bioscience Genomics. The
agreement provides a strong platform for development of joint R&D projects and technology exchange between both
parties in order to achieve efficiencies in project development and to better exploit business opportunities in the field of
personalized medical healthcare. Specifically, under BGI Diagnostics' knowledge-transfer arrangement, the framework
agreement will further strengthen Bioscience Genomics’ provision of non-invasive prenatal testing services in the Italian
market.

Used oil re-refining process technology transfer

Project introduction:
With the expansion of the industrial scale and the rapid growth of car ownership, the amount of used oil in China has been
increasing rapidly, which causes more and more serious environmental pollution. Therefore, China Recycling Development
Co., Ltd. plans to build used oil collection and recycling project and to establish environmental and efficient regional
recycling networks all over China. At the same time, China Recycling Development Co., Ltd. will introduce international
advanced technology to build large-scale processing equipment, in order to achieve the centralized collection and
treatment of used oil. The project could not only solve the environmental problems fundamentally, but also maximize the
development and utilization of used oil’s value. China Recycling Development Co., Ltd. plans to invest 5-6 billion RMB to
build 10 large-scale used oil collection and recycling base before 2020. After the project completed, the annual capacity
will reach 1 million tons.

Italy, as Europe's second-biggest polymer materials market, has many kinds of important materials required by the
national development, such as polymer nano-composites, biomaterials, and innovative composite materials.In the past 10
years, China has become the world's second largest polymer materials and biological materials manufacturers.Although
China has huge business opportunities, but there are still some big challenges, such as low cost, energy efficiency of
manufacturing technology, and the realization of the multifunctional and high performance polymers and biological
materials.Sichuan University is one of the ten key universities in China, polymers and biological materials research in the
domestic leading disciplines.The Sino-Italian technology transfer center, sichuan university and the Italian national research
council, chemical science and technology and materials establish relations of cooperation, jointly set up international
multi-functional polymer and biological materials research center (MPBRC), which will serve as a platform, promote the
scientific research activities in the field of polymers and biological materials and technology transfer.

Founded in 1966, Chengdu institute of mountain hazards and environment of Chinese academy of sciences, is engaged
in the mountain disaster mitigation and prediction, early warning system and risk assessment of multidisciplinary
research. Italy's national research council, the ability of geographical protection institute of hydrology state civil defense
department center, is mainly set up to prevent floods and landslides and other natural disasters. As a leading international
geographical hydrology disaster evaluation, it has monitoring and early warning of risk assessment and management,
and prevention methods. Is with the aid of Sino-Italian innovation Forum platform establish contact and cooperation
agreement, jointly build mountain disaster warning and academic cooperation platform for disaster reduction, and to
establish the international research team, to carry on the mountain disaster prevention, early warning and disaster
reduction technology research, especially for the key and examine the problem of inadequate disaster and disaster
reduction research. The project results will be widely applied to mountain disasters, such as hills, greatly improve the

SANISPIRA nasal cavity filter is made by Italy HSD Europe company,the development and production of personal protective
equipment. It was used to purify air, reduce harmful dust suction. Driven by Sino-Italian technology transfer center, HSD
Europe Companyand other three recommended medical equipment innovation enterprises made in-depth communication
technology transfer cooperation intention respectively. And finally reached cooperation with Boming technology
development co., LTD. the investment of the project is 54 million, HSD Europe company by way of international technology
transfer to Beijing enterprises provide SANISPIRA ® nasal cavity filter product automatic production lines.The latest
achievements in this production line integrated Italian machinery manufacturing technology, highly automated, according
to standard construction UNI EN ISO 13485-13485, five production workers can complete 36 million a year of production,
to meet market demand in China and the expected economic benefits of 300 million yuan.

Framework Agreement on Co-establishing the International
Multifunctional Polymers and Biomaterials Research Center
Project introduction:
Sichuan Province Natural Resources Academy is looking for internationally advanced technology for molecular
identification and screening of bacteria-resistant varieties to prevent and control kiwifruit canker. Under the promotion
of China-Italy Technology Transfer Center,Sichuan Province Natural Resources Academy participated in the 3rd ChinaItaly Innovation Forum 2012, and negotiated with the UniversitàdegliStudidellaTuscia, who has the world's advanced kiwi
cultivation model to effectively prevent and control spread of bacterial. The two sides signed a cooperation framework
agreement on the 3rd China-Italy Innovation Forum 2012.Currently, the two sides have expanded cooperation in control
technology of kiwifruit bacterial canker, to make up for the gaps in this technology in China. It is expected to get benefit of
10 million yuan annually.
China-Italy Joint Development of Key Technologies in
Marine bio-fertilizer
Project introduction:
Under promotion of China-Italy Technology Transfer Center, the two parties signed agreement in the Third China-Italy
Innovation Forum 2012. They for now has achieved the following results: 1. Jointly established a technology innovation
center in Italy for joint research and development of key technologies in marine bio-fertilizer, including extraction
technology of in-depth and multi-active marine organisms, marine bio-fertilizer-generation technology, new compound
technology of marine bio-fertilizer, microbial screening and biological engineering technology; 2. The two parties jointly
established a new entity (LEICOM Agricultural Biotechnology Solutions Company) in Italy to converse the technological
innovations to commercial value and to distribute their products in global market.The two parties will build more than
100 demonstration bases in China and Italy, and promote vegetables, fruit trees, flowers and other crops. The first-yearpromotion reaches 200,000 hectares; it is expected to generate direct and indirect economic benefits of nearly 100 million
euros.

Project introduction:
Cooperated with Italian university joint research center, the company developed international advanced level of multiwavelength Raman polarization products, lidar system product, respectively. The products are applied in the Beijing
environmental protection monitoring center, national satellite meteorological center and Italy Sicily institute. It showed
excellent performance in the dust, smog, ash, aerosol atmospheric environments such as real-time three-dimensional
monitoring, get the high praise of the users. And Italian CNISM research center jointly established "sino-italian joint
research center" lase.
CIBIC Italian Office Landed
Project introduction:
Knowledge for Business (KforB) is a spin-off company of CittàdellaScienza (who manages the Sino Italian Exchange
Event and China-Italy Innovation Forum on behalf of the Italian Government). KforB has a strengthened know – how in
the management of national and international events, fairs and matchmaking events. Since 2006, KforB’s staff is in the
management of the exchange and cooperation program between China and Italy – Sino Italian Exchange Event. Since 2012,
KforB’s staff is in charge of the matchmaking activities of the China Italy Innovation Forum. KforB’s expertise in managing
cross – cultural activities and events led them to supply consultancy services to several Chinese and Italian companies and
research centres interested in technology transfer and innovative business in both the Countries. At present, KforB provide
consultancy services in the following main fields: biotechnologies, environment, smart cities; ICT for cultural heritage and
museums. On June 5th 2014, KforB has reached a cooperation contract with CIBIC/HTIBI. It has become the China-Italy
Business Innovation Center (CIBIC) Italy Office, awarded by Mr.Zhang, the president of CIBIC. The two parties will carry out
cooperation deeply, and realize Italian enterprises “soft-landing” into the China market.

Antonio Cianci
Mr. Cianci is Kauffman Fellow at Center for Venture Education, Palo Alto (CA), where his
interest are in financing innovation at State level. The Kauffman Fellows faculty brings
together leading venture capital investors, along with entrepreneurs, limited partners,
engineering and science thought-leaders, corporate chiefs, and policy experts from
academia and government.
He is co-founder and CEO of Advanced Materials GmbH/Srl, an innovative company who is
leader in air purifying technologies.
He was Senior Advisor to the Minister for Public Administration and Innovation where he
developed the program “i2012 - Strategies for Innovation”, and co-developed the program
“High Tech Fund” to finance innovation in South Italy through Venture Capital.
He was Director at the Italian Agency for the Promotion of the Technologies for Innovation.
In this role, he developed the “Italy for Innovators” project, to promote innovative Italian
companies, and with the Chinese Government, he co-founded the China Italy Technology
Transfer Center, acting as co-Chairman of the China Italy Innovation Forum.
Vincenzo Lipardi
Chief Executive Officer, Fondazione IDIS-Città della Scienza (IDIS)
He got his degree in Philosophy, University of Naples Federico II. He is CEO of IDIS from 2011.
From 2005 to 2011, he was Head of the Institutional Communication and Information
Society Department at the Naples City Council, where he developed the City Plan for
the Society of Knowledge. In 2009 he was awarded in Daejeon (South Corea) for the
organization of the International Congress of Aeronautics.
From 2011, he leads the Sino-Italian Exchange Event, an innovative exchange platform
developed in partnership with the Beijing Association for Science and Technology to promote
Italian products and innovative skills, especially in the high-tech sectors, towards China. From
2012 he is Responsible of the National event China-Italy Innovation Forum when the Italian
Ministry for Education, Universities and Research asked IDIS to manage the program aimed at
reinforcing the cooperation among Italian and Chinese innovative systems
Valeria Fascione
Director of the Business Innovation Centre, Fondazione IDIS-CittàdellaScienza
Valeria got her Degree in Economics at the University of Naples Federico II. At present, she is
“Director of the Business Innovation Centre (BIC)” of CittàdellaScienza, Naples, an integrated
system of spaces –a technological incubator- and specialized services targeted to the innovation
and internationalization of enterprises. Ad interim, she also covers the position of “Director of the
Business Development Unit”. Expert in development strategy and industrial policy, she has provided
consulting, coaching and training services for many local authorities and businesses networks aimed
at the promotion of innovation processes, technology transfer and sustainable development.
Moreover, from 2012 she is also the Executive Coordinator of the “China-Italy Innovation
Forum”, the bilateral S&T cooperation program promoted by the Italian Ministry for
Education, Universities and Research and the Chinese Ministry of Science and Technology, in
collaboration with the Beijing Municipal Science and Technology Commission, to reinforce
the cooperation among Italian and Chinese innovative systems.

Paolo Narciso
President of the Company HSD Europe. HSD Europe (Holding Smart Device) is a holding
company created to promote the development of innovative devices, aimed at improving
the quality of people’s life. HSD has already established important partnership with leading
international players for the distribution of its devices across Europe. On March 2013 at the
Embassy of the PRC in Rome, the memorandum of cooperation was signed between the
Beijing Government, through Beijing Municipal Science and Technology Commission, and
the HSD Europe for the project Sanispira, a nasal filter for the prevention of adverse effects
of fine dust, pollen and other allergens.
Mario Malinconico
Graduated in Industrial Chemistry at University of Naples.Research Director at the Institute on
Polymer Chemistry and Technology of Italian National Research Council, Naples, Italy, Head of
the Laboratory of Polymer Synthesis and Chemical Modification of Polymers. Regularly invited as
lecturer at the Cursos de Verano of Universitat des Andes, Colombia.Expert in Polymer Synthesis,
chemical modification of natural and synthetic polymers, polymer recycling, calorimetry,
viscometry, extrusion and molding of plastic materials.Author of 160 papers on internationally
reviewed journals, of 15 patents and of many chapters in international books and handbooks.

Gian Luigi Russo
Dr. Gian Luigi Russo graduated in Biology at “Federico II” University of Naples in 1986. Doctorate
in Biochemistry in1993.Post-doctoral fellow at Cold Spring Harbor Laboratory (NY, USA; 199193). Currently, he is Senior Research Scientist and responsible for the Food Chemoprevention
Unit and head of the “Diet and Human Health” area at Institute of Food Sciences, National
Research Council, Italy (ISA-CNR). In 2014, he received the National Scientific Qualification as Full
Professor in Biochemistry and has been Fulbright Research Scholar at Stony Brook University,
New York, USA. He coordinated international, national and regional projects on the effects
of food-derived phytochemicals in preventing degenerative diseases. From 2007 to 2009, he
coordinated the European project MAC-Oils (contract no.: 43083), Food Quality and Safety
Priority, in the frame of FP6. From 2007 to 2011, he participated to three Sino-Italian Exchange
events (one in Hangzhou and two in Beijing) focusing his contributions on the role of natural
compounds in disease prevention. As Senior Scientist at ISA-CNR, he laid the groundwork on
how several non-nutritional components present in the regular diet, or molecules derived
from food transformation, exert, at molecular level, a protective effect towards degenerative
pathologies. The goal of his research is to discriminate between a general antioxidant activity
associated to phytochemicals and their ability to specifically trigger cell arrest or cell death in
cancer cells. His generalist expertise is in the field of basic biochemistry, cellular and molecular
biology. His specialist expertise is on the mechanisms controlling cell division and cell death.Dr.
Russo published about 100 original articles on peer-reviewed journals.

Antonino Laspina

Trade Commissioner & Coordinator of ICE Offices in China
Mr. Antonio Laspina was born in January 1957 in Aidone, Sicily, and graduated with honors
in Political Science from the University of Catania and, after a short period of academic
experience, earned his Master's degree in Corce (a postgraduate course in Foreign Trade).
Mr. Laspina joined the Italian Trade Commission (ICE) in 1981 has since served various posts
around the world with ICE, and has been Director of the ICE Beijing office and coordinator
of the network of ICE offices in China since 2003.During MrLaspina's years in China, he
covered different duties in various commissions and on a range of committees, such as
the advisory board of ASIAINVEST, a European Union program of cooperation with Asian
countries, and "Italy-Japan Year 2001", a large-scale promotion organized by Italy in Japan.
Throughout his career, Mr. Laspina has cooperated with universities, including those in
China, training centers, and both Italian and international magazines on subjects related
to international trade and economy. In the year of 2007, he joined hands with other China
experts to create the Prospero Intorcetta Foundation, of which he was elected President.
The foundation is dedicated to the Sicilian Jesuit who lived in China in the 17th century and
translated many pieces of Confucius' work into Latin for the first time. Mr. Laspina is also a
member of the board of directors of the University of Kore in Enna, Italy.

GLOBAL FOCUS AND MEDIA ATTENTION
Premier Li Keqiang and Prime Minister Mateo Renzi of Italy jointly attended and
addressed the 5th China Italy Science, Technology & Innovation Week Conference
The 5th China-Italy Science, Technology & Innovation Week, on the basis of previous four forums, made great
breakthrough in organizing scale and gained high attention from bilateral governments. Chinese Premier Li Keqiang
and the Italian Premier Matteo Renzi were present at the opening ceremony and made addresses. Premier Li Keqiang
positively evaluated the contribution of this event on bilateral scientific and technological innovation cooperation.
This event, with presence and affirmation of bilateral Premiers, attracted media attention at home and abroad.
The main Italian newspapers such as Corrieredella Sera, Milan Financial Newspaper, Il Giorno, Unità, foreign media
such as Daily Times, AFP, European Times, and Chinese media such as Xinhua, Tencent, China daily, Economic Daily,
Science and Technology Daily, People's Daily, Phoenix iT, International Online, China News and reported on the event;
the CCTV News gave two minutes’ special report on it.
On Oct. 16, 2014, Chinese Premier Li Keqiang and the Italian Premier Matteo Renzi were present at the opening ceremony of China-Italy Science, Technology and Innovation Week.

China Italy S&T Innovation Cooperation - Model Mechanism in Bilateral International
S&T Innovation Cooperation
At the 10th ASEM Summit (ASEM10) in Milan, Italy, China Premier Li Keqiang proposed establishing Asia-Europe
Science and Technology Innovation Cooperation Center to promote dialogue and cooperation between Asia and
Europe in scientific and technological innovation. On Apr. 21-22, 2015, ASEM Seminar on Cooperation in Science,
Technology & Innovation for Sustainable Development was held during the period of China (Beijing) International
Technology Transfer Convention 2015. More than 70 delegates from 26 countries attended the seminar and discussed
Proposal for ASEM Cooperation Center for Science, Technology and Innovation. Plinio Innocenzi, Counselor of Science
and Technology, Italian Embassy in China, attended the seminar and shared the practical experience of China-Italy
Technology Transfer Center since its foundation five years ago. The fruitful achievements and successful cases in
China-Italy science and technology transfer and innovation cooperation was highly valuated by all attendants. ChinaItaly science and technology cooperation has built up confidence in building ASEM Cooperation Center for Science,
Technology and Innovation and become a model mechanism in bilateral cooperation.
