WATER OPERATORS’ PARTNERSHIPS PROGRAM FOR AFRICA - AfWA: A DECADE OF SUCCESS STORY Dr Simeon KENFACK Director of Programs, AfWA OUTLINES 1 BACKGROUNG – WOP AFRICA IMPLEMENTATION FRAMEWORK 2 STEP BY STEP WOP IMPLEMENTATION APPROACH 3 4 RESULTS ACHIEVED & EXPECTED CHALLENGES/ LESSONS LEARNED 1 BACKGROUND – WOP AFRICA IMPLEMENTATION FRAMEWORK 2006: UNSGAB launched WOP concept to accelerate the process of access to WATSAN services and help reach the MDGs 2008: WOP Africa program launched as a sub-program of AfWA to promote knowledge sharing among African WATSAN utilities throughout partnership approach of mentor/mentee 2010: funding obtained from AWF/AfDB (490,000 Euros and USAID ($3M) 2014: Program’ secretariat moved from Johannesburg, SA, to AfWA headquarter in Abidjan, Cote d’Ivoire 2016: Launching of the RASOP-Africa project, a 3 year project of partnerships on sanitation for improving FSM under funding of the BMGF 2017: Launching of the AfriCap partnerships’ project for improving capacity of laboratories on water quality control, under funding of USAID 1 BACKGROUND – WOP AFRICA IMPLEMENTATION FRAMEWORK (2) 2002: AfWA originated from the AUWS created in 1980, by merging with IWA-ESAR which was active in the eastern and southern African regions MEMBERSHIP 104 Corporate members 70 Affiliate members 43 African countries WATER SUPPLY 350 Million people 285 Million in urban areas, 65 Million in rural area SANITATION SERVICES 110 Million people AfWA’s headquarter is based in Abidjan, Cote d’Ivoire, # 20 staff 1 Foundation BACKGROUND – WOP AFRICA MPLEMENTATION FRAMEWORK (3) AMCOW’s African Water Vision 2025 AfWA strategic Business Plan 2013 - 2017 Vision Being acknowledged leader in strengthening water utility management practices to support the goals of African Water Vision 2025 Mission Conduct programs and support knowledge sharing in sustainable water management through professional development, networking and advocacy Support members to achieve the MDG and other subsequent targets (SDGs) Advocate for sectorial approaches of utility management, good governance financial viability and environmental compliance 1 BACKGROUND – WOP AFRICA IMPLEMENTATION FRAMEWORK (4) 1. Restructure AfWA’s institutional organization to improve its autonomy, governance, transparency, representation, staff capacity, sustainability 2. Promote partnerships between members based on the mentoring approach Strategic Objectives 3. Strengthen sector advocacy toward African governments to consider water and sanitation priority in public policy and budget allocation 4. Promote capacity building and performance improvement products 5. Leverage institutional partnerships and networks to improve visibility as the acknowledged leader of sector knowledge and opinion. 6. Implement 10 partnerships on NRW 2. Carry out the 3rd benchmarking exercise in African Water utilities and install a utility performance database Under USAID grant 3. Establish and operate a WOP Africa program secretariat 4. Implement some WOPs on improving NRW trends and sanitation services in Africa (WOPs on NRW and WOPs on sanitation) 5. Establish and operate a Nigeria WOP Platform 6. Establish an African Water Academy (AWA) 3 RESULTS SO FAR ACHIEVED Establishment and operation of WOP-Africa Secretariat: installation and staffing of the Secretariat Establishment and operation of a Nigeria WOP platform: installation and staffing, (03 WOPs and benchmarking process improved) Full implementation of 18 WOPs: 7 WOPs funded by AWF/AfDB and 11 WOPs funded by USAID on NRW (incl. 3 WOPs under Nigeria Platform and 4 WOPs on sanitation); 18 PIPs Conduct of 3rd benchmarking exercise: data collection, analysis and validation; utility performance report 2011-2013; Program visibility and communication: conduct of 6 program sessions during 8 international events, conception of website & communication materials, capitalization & dissemination of factsheets on WOP good practices 3 RESULTS SO FAR ACHIEVED (2010 – 2015) An Overview of spatial distribution of the WOPs involving African WATSAN operators from 2010-2015. MENTOR MENTEE CHALLENGES/LESSONS LEARNED IN WOP IMPLEMENTATION 4 1. CHANGE MANAGEMENT AS A DRIVER OF THE WOP ACTIVITIES • Behaviour and attitude changes take time: allow for incremental change in mode of operation 2. ROLE OF MANAGEMENT IN SUPPORTING WOP ACTIVITIES • Including Union, Support to The WOP Coordination Teams 3. THE FOLLOW UP FUNCTION OF WOP IS A KEY OF SUCCESS: • This should go beyong a simple project to involve the networking framework 4. DIVERSIFYING WOP THEMES TO MAXIMISE OUTPUT AND GET INVOLVED MORE DONORS (INCLUDING EUROPEAN UNION THROUGH EU WATER FACILITY). • This will definitely amplifying WOP impacts in the WASH sector throughout the SDGs THANKS FOR YOUR ATTENTION
