January 28, 2014 Non Road Diesel Emissions (NRDE) Initiative Round One Consultation Summary Report (Fall 2013) This report provides a summary of the feedback received during the first round of consultation, undertaken in the fall of 2013, to inform the development of Port Metro Vancouver’s (PMV), Non-Road Diesel Emissions (NRDE) Initiative. The report is organized according to activities conducted in the first consultation phase: 1. 2. 3. 4. 5. Pre-consultation activities BC Wharf Operators Association consultation PMV tenant consultation Government stakeholder consultation Online consultation portal, Porttalk.ca, and survey 1. Pre-Consultation Pre-consultation meetings were held in July and August of 2013 to inform development of the consultation plan and identify topics of interest or potential issues. The preconsultation sessions provided preliminary input that helped shape the draft content of the proposed NRDE program, and also assisted with clarifying the communications aspects. Pre-consultation consisted of one-on-one meetings with the BC Wharf Operators Association, and select government stakeholders and tenants. An analysis of tenant NRDE inventories and associated models was conducted to identify preferred models and items for consultation. 2. Industry Association: BC Wharf Operators Association (BCWOA) PMV held a meeting with BCWOA and its members; input received included: • • • • • Noted interest in providing high-level feedback and guidance during development of the NRDE program. Interest in an hour-meter based reporting approach. Suggested fees payable at the end of the year, rather than at beginning of year, to coincide with inventory reporting (hour-meter based approach). Consider opportunities for ILWU engagement on idle reduction strategies. Include option for tenant to pay PMV an administrative fee in order to conduct tenant’s reporting / data collection, if tenant is under resourced. 100 The Pointe, 999 Canada Place, Vancouver, B.C. Canada V6C 3T4 portmetrovancouver.com Port Metro Vancouver Non Road Diesel Emissions Initiative Round One Consultation – Summary Report • Noted the objective of the NRDE program (reduction of diesel particulate matter (DPM) emissions) is appropriate and that non-compliance with it should be taken seriously and enforced accordingly. 3. General Tenant Consultation PMV held two tenant meetings, one at the Marriot Downtown (Vancouver) and one at the Holiday Inn Metrotown (Burnaby). There were a total of 34 attendees at the two events; input received included: • • • • Concerns regarding coordination with Metro Vancouver (MV) Bylaw. General interest and agreement with the hour-meter approach and year-end reporting/payable fees. Suggestion for tenants to include procurement language in tenders/contracts/leases requiring contractors or lessors to take responsibility for registering NRDE with an applicable NRDE program (MV or PMV). Questions regarding opportunities for retrofits (e.g. diesel oxidization catalysts, diesel particulate filters) to comply with NRDE directive. PMV offered to meet with tenants one-on-one, in order to review NRDE inventories in detail and assess compliance options. 4. Government Consultation PMV held a meeting with government stakeholders, which included Metro Vancouver, Vancouver Coastal Health, Environment Canada, and BC Ministry of Transportation and Infrastructure. Other government stakeholders invited, but not in attendance included: BC Ministry of Environment and Transport Canada. Input received included: • • • • General acceptance of approach to-date. Interested in hour-meter approach to reporting as way of simplifying process but raised questions about the rigor of enforcing this approach. Suggested engaging Worksafe BC and/or Health and Labour Canada with respect to idle reduction and to support positive health aspects. Porttalk.ca and Survey PMV created the NRDE Porttalk.ca portal as an online engagement tool, to share information related to the initiative, including the NRDE initiative background, PMV Fact Sheets covering six topics (e.g. Diesel Particulate Matter, Emissions Standards, Engine Power and Model Year, Health Concerns, Idling, Opacity, Approved Emissions Reduction Measures), consultation dates and venues, and an on-line discussion forum and survey. NRDE Porttalk received 288 unique visitors from October through December 2013, over 507 total visits. PMV posted an online survey, which was reviewed at consultation sessions, and received 12 responses; input received included: • • • • • • • • • • • Concern about the timing of implementation and potential overlap with MV Bylaw milestone dates. Concern from tenants who operate outside PMV land re: MV Bylaw applicability. Strong desire to see a low-use option made available (100% of those who responded). Noted that it should be easier to use than MV’s “difficult” system. Hour meters are typically already installed on all equipment – new and old. Questions about how to track and report hours for contractor equipment. Who will communicate these new requirements to the contractors? Half of respondents have leased equipment in their non-road fleet, and these are “mostly new”. All respondents are interested in a recognition program connected to PMV’s Blue Circle Award. All respondents have idle reduction policies, but the majority found them “somewhat effective” or “not effective”. One noted it has only been effective where a technology was deployed to automatically shut down engines idling. More education about idling and changing operating procedures is needed. The majority stated the ability to resell Tier 0 and Tier 1 equipment in the MV area is “not important”. Two respondents noted it was “moderately important” and one noted “very important”. Interested in finding mechanisms to support the program – rebates, grants, etc. for reducing diesel emissions. Data reporting should be simple – a spreadsheet is preferred, once per year, submitted at year end. Suggestion to use spreadsheet in first year(s), then in future years have an online “company profile” that lists all existing equipment from previous submissions. Considerations for Round 2 Consultation Tenants and stakeholders indicated an interest in future consultation phases to inform development of the NRDE program. Suggestions for Phase 2 consultation included: • • • • • The two tenant meetings had approximately equal attendance; so two locations would be desirable again in Round 2. Provide updated program information on PortTalk in advance of the next consultation phase, and share this link with all stakeholders in advance of meetings. Due to the low uptake of the web-based survey, take opportunities to collect specific feedback on paper during general tenant meetings, and collect the written feedback forms at the end of each session. When possible, use visual examples during presentations to communicate program to stakeholders. Work with a select group of tenants in more depth on specific issues, and post a summary of the results of this group on PortTalk for all stakeholders to review. 4 1402 002(1)
