A.Rule.Thefloormarkingoftherestricted-areaisrequiredforallvarsityNorth
Dakotahighschoolbasketball.
Asecondarydefendercannotestablishinitiallegalguardingpositioninthe
restrictedareaforthepurposeofdrawingaplayercontrolfoul/chargewhen
defendingaplayerwhoisincontroloftheball(i.e.dribblingorshooting)orwho
hasreleasedtheballforapassortry.Whenillegalcontactoccurswithinthe
restrictedarea,suchcontactshallbecalledablockingfoul,unlessthecontactisa
flagrantfoul.
Exceptions:Whentheoffensiveplayerleadswithafootorunnaturalkneeorwards
offwiththearmORwhenaplayerincontroloftheballstopscontinuousmovement
towardthebaskettheninitiatesillegalcontactwithasecondarydefenderinthe
restrictedarea,thisisaplayer-controlfoul.
Asecondarydefenderisconsideredtobeintherestrictedareawhenanypartof
eitherfootisinorabovethisarea.
SecondaryDefender-Definition
Art.1.
Asecondarydefenderisateammatewhohashelpedaprimarydefender
afterthatplayerhasbeenbeatenbyanopponentbecausehe/shefailedtoestablish
ormaintainaguardingposition.Adefensiveplayerisbeatenwhentheoffensive
player’sheadandshouldersgetpastthedefender.
Art.2.
Asecondarydefenderisateammatewhodoubleteamsalowpostplayer.
Art.3.
Afteranoffensiverebound,therearenosecondarydefenderswhenthe
reboundermakesanimmediatemovetothebasket.
Art.4.
Inanoutnumberingfast-breaksituation,anydefensiveplayer(s)initially
shallbeasecondarydefender.
B.Mechanics.Whenaplayerdrivestothebasketandpasttheareaofdual
responsibility,theLnowhasprimarycoverageforthisplay,especiallysinceit
involvesasecondarydefender.TheTandCwillhavesecondaryresponsibility.
SignalingSequence.Whenablockingfouloccursbecausethesecondarydefender
waslocatedintherestrictedarea,theofficialhastwosignalingsequencesthatcan
beutilized.
Fistintheair,pointtotherestrictedarea,signalblockORsignalblock,pointtothe
restrictedarea.
HelpEachOtherOut.ItisencouragedandrecommendedthattheTandCprovide
help(ifnecessary)onsuchcalls.Ifthenon-callingofficialscanprovidedefinitive
informationtothecallingofficial(i.e.,defenderwaslegallypositionedoutsideofthe
restrictedarea),theLwillthendetermineifthecallshallbeswitched.
Iftherulingisswitched,thecallingofficialshouldputairbackinthewhistle
andemphaticallysignalthechange.
Ifanon-callingofficialprovidesinformation,thecallingofficialhastheoption
toremainwiththecallthatwasoriginallymadeonthecourt.
Note:Ifthefoulcalledonthecourtisablockingfoulregardlessofwheretheplayer
waspositioned,thecallingofficialshouldnotpointtotherestrictedareawhen
signalingthefoul.Thatwillalertthepartnersthatablockingfoulisbeingcalled
withoutreferencetotherestrictedarea.
SwingPass-QuickDrive.Itisentirelypossiblethataquickswingpassand
instantaneousdrivetothebasketfromtheC’ssideofthefloorwillnecessitateacall
bytheCofficialiftheLhasn’thadtheopportunitytopickupthataction.Itis
imperativethattheofficialsrecognizethatadoublewhistleispotentiallypossiblein
thatsituation.Givethe“stoptheclock”signal,butifatallpossible,DONOTgivean
immediatepreliminarysignal.
Inaddition,iftheblock/chargeplaydoesnotinvolveasecondarydefender,donot
pointtotherestrictedaccesswhenmakingablockingcallsinceitdoesnotapply.
Reminder:Iftheblock/chargeplayinvolvesasecondarydefender,theListhe
primaryontheplay.TandCaresecondarywhentheactioninvolvesasecondary
defender.TheLhasthebestchancetowatchthesecondarydefender’spositioning.
