COMMUNITY ANNOUNCEMENTS / ACKNOWLEDGEMENTS Windsor/West Hants Volunteer Banquet is April 15th at the Windsor Community Centre; Rotary Gala is April 18th at King’s-Edgehill School; Mr. Flat Daniel – Mayor Beazley introduced Mr. Flat Daniel (a paper dolls) sent from Sir Wilfred Laurier Elementary School in Vancouver, BC. Students chose to send this doll to Windsor, NS in hopes that Mayor Beazley would take it around to points of interest, etc. Mayor Beazley said he will compile information and photos to go on the Town’s website and to send back to the students (of Mr. Daniel’s adventures). 3. REPORTS 10.1 Chief Administrative Officer a) KING’S TRANSIT AGREEMENT UPDATE CAO Coutinho provided a brief overview of the submitted report and noted that this matter is on the April 2, 2015 Joint Council meeting agenda for discussion. He said he spoke with CAO Osborne (West Hants) about Windsor Council’s potential position. CAO Coutinho said the proposed 2015/2016 Town of Windsor budget includes the full amount of the Agreement. Council agreed they hoped that King’s Transit would meet the needs of the community and provide more accessibility in the town and surrounding areas; however, it is not sustainable. Route and schedule adjustments have been made to try and make it work, without success. Council agreed that public transit in general is a subsidized service; however, this particular service is being highly subsidized by about 8090%; it is not viable. Council agreed to seek other sustainable transit options. WHILE COUNCIL IS INTENT ON PRESERVING THE ABILITY OF THESE PROPERTIES TO CONTINUE TO BE USED FOR RESIDENTIAL USE, THE CURRENT DEVELOPMENT ACTIVITY IN THE AREA WILL TEND TO MOVE THE VALUE AND LOGICAL USE OF THESE PROPERTIES TOWARD COMMERCIAL USE. COUNCIL THEREFORE WILL PROVIDE A COMMERCIAL DESIGNATION FOR THIS AREA AND ZONE THE LANDS COMMERCIAL TRANSITION. HWY. 101 TWINNING BETWEEN EXITS 8 & 5 (Letter dated Feb. 5, 2015 in response to Joint Council letter dated Jan. 5, 2015) – This response letter indicated that short-term measures are being implemented to improve driver awareness through the un-twinned section and his Department recognizes that twinning is the preferred long-term option, and his staff are proceeding with finalizing the design. Under the New Building Canada Plan, they are having discussions with the Federal Government on potential projects; however, at this time it is not possible for the Minister’s office to put a timeline on when the work would occur. (This letter was in response to the January 5, 2015 letter sent from the Municipality of West Hants and Towns of Windsor and Hantsport Re. the matter). (b) APRIL 2015 MEETING CALENDAR – The following changes to the meeting calendar include: April 2nd – Towns Caucus from 10am – 2pm in Truro; April 9 & 10th – CAO/CEO Forum; April 20th – Waterfront Development Committee will meet in the Committee Room at 7pm; April 22 – 24th – Atlantic Mayor’s Congress meet in Halifax; April 27th – Town Council meeting at 7pm (opposed to April 28th due to Rotary Auction). The details of this year's partial exemption are outlined below. A total exemption fund will be established to be distributed equally to all qualified applicants on a prorata basis subject to the following conditions: 1. 2 3. 4. 5. 6. 7. Only persons whose total income from all sources, including the income of all other persons of the same family residing in the same household as the applicant ratepayer, for the calendar year 2014 is less than twenty three thousand three hundred twenty-three dollars ($23,323.00) may apply. No exemption shall exceed 50% of the current year's taxes. Regardless of the pro-rata calculation for distribution of the exemption fund, no exemption shall exceed $200.00. A tax exemption will only be granted in respect to a property occupied by the applicant ratepayer as his or her home. Where a property is assessed to two or more persons, one of whom is entitled to an exemption, the person so entitled shall be entitled only to that portion of the amount of the exemption that the amount of his/her assessment with respect to the property bears to the total assessment for the whole property. Where the owners are not separately assessed for their several interests in the property, then to that portion determined by the assessor, whose determination shall be final. Applications for the exemption granted by this resolution shall be by affidavit and shall be accompanied by a copy of the applicant(s) 2014 Income Tax Notice of Assessment. In order to distribute the exemption fund among the qualified applicants, no application for an exemption will be received or considered after July 31, 2015. Affidavit forms to apply for a partial tax exemption as described above are available on the Town website www.town.windsor.ns.ca or at the Town Office, 100 King Street during normal business hours (Mon-Fri 8:30am – 4:30pm excluding statutory holidays).
