PURPOSE OF ASSIGNMENT
• To design and test a national ‘Chamber’ Support Programme initially
targeting Informal Business Organisations
PROJECT BACKGROUND
Business chambers as well as industry or sector
associations are expected to play an increasingly
important role in the implementation of support
programmes and the shaping of policies
1995 White Paper on
Small Business Strategy
Where they directly supply services to their clients
(SMMEs) which are related to state-assisted
programmes, these associations – if accredited –
should also be eligible for (government) support
The dti will consider delegating the implementation
of certain interventions outlined in this strategy to
organised business formations, and will monitor
their performance

Strategy
To assist these organisations to perform their tasks
effectively, the dti will, together with these
organisations, develop and implement a programme
to strengthen their internal capacity

Upliftment Project (ITUP)
PROJECT BACKGROUND
• Informal Traders Upliftment Project (ITUP) implemented by DSBD and W&R Seta – from
August 2014
• Capacity building of Informal Trader Organisations a component of ITUP
We have embarked on capacity building for
local informal trader organisations so that
they may be able to function optimally to
the benefit of their members. The capacity
building workshops covered leadership,
corporate governance, stakeholder
management, lobbying and advocacy, and
membership services and administration.
Capacity building workshops for Informal
Trader Organisations were held in nine
provinces … It is envisaged that this
process will catch up with the Chamber
Support Strategy that is championed by the
Department of Small Business
Development and International Labour
Organisation.

• Large corporations with interest in small business development (MasterCard and Old Mutual)
