BACKGROUND SUMMARY
Y Care International (YCI) works in partnership with young people worldwide through the YMCA movement and
other youth-focused organisations to empower vulnerable young people and help them free themselves from
poverty unleashing their skills, strengthening their capability, increasing justice and their own resilience.
YCI has many years’ experience in programming addressing the health needs of young people using an approach
of combining large-scale education and awareness raising targeting young women and men through peer
education, media and other methods; with working in partnership with health workers to improve quality of care and
addressing the barriers young people have in accessing healthcare; and advocacy to ensure local and national
governments have effective policies to address young people’s health-related needs. YCI has implemented both
standalone health programmes, including a large-scale multi-country programme ending in 2015, with our
traditionally holistic approach integrating health interventions with other relevant programming.
YCI is entering a new strategic period (2015-2020) with primary emphasis on skills and assets for enterprise and
employability across all our work and addressing crucial needs for health, justice and resilience where relevant. YCI
recognises health as a core enabling factor to young people having the ability to access and sustain employment or
enterprises and is looking to review health programming to date and develop a Theory of Change to inform future
programming within the context of our new strategic direction.
PURPOSE OF THE CONSULTANCY
In order to support the development of YCI’s thematic area of health within the context of the new strategic direction
of the organisation, YCI are seeking support to undertake the following:
1. A review of the most critical health issues affecting young women and men in the global south
(particularly sub-Saharan Africa), best practice in delivery and monitoring evaluation and learning
(MEL) of youth-focused health programming. This will complement research undertaken by YCI to
assess the impact of past/recent YCI projects based on evaluations, project reports and discussions with
key stakeholders.

2. Conduct a workshop on 17 June 2015 (date can be negotiated) for YCI International Programmes and
other core staff as a first stage to develop a theory of change (ToC) for health.
SCOPE OF THIS ASSIGNMENT
Consultant’s Responsibilities:
1: To write a report summarising critical issues affecting the health of young women and men in the global

south (particularly sub-Saharan Africa); best practice and lessons learned from other organisations’
interventions in both programme delivery and MEL.
2: To facilitate a workshop in London with a key outcome being the development of a draft health ToC
3: To deliver the expected deliverable outputs of this assignment according to this ToR.
YCI’s responsibilities:
1: To work closely with the Consultant to prepare for the ToC development workshop, including sharing all
relevant programmes and organisational information.
2: To coordinate logistics, organise, and provide funding for the ToC development workshop.
3: To provide funding for the Consultancy exercise.
DELIVERABLES AND TIMEFRAME
Summary Report & ToC
A draft report summarising key findings from the literature review should be submitted to YCI electronically in

Microsoft World format no later than the 12 of June 2015. Following the ToC development workshop, a draft ToC

should be submitted to YCI no later than 26 of June 2015.
Timeframe: the proposed would should take a maximum of 3.5 working days




Desk-based research = 1.5 days
Preparation for ToC development workshop = 0.5 day
Facilitating ToC development workshop = 1 day
Write-up of/follow-up from ToC development workshop = 0.5 day
Total number of days = 3.5 days
QUALIFICATIONS AND EXPERIENCE REQUIRED






Master degree in Public Health, Development Studies, Social Studies and/or other related fields
At least five years’ experience working in or advising health programmes within the international
development sector
Previous experience facilitating workshops, particularly for learning and review
Ability to consolidate information from multiple sources
Experience of working on youth-focused or health projects
Experience of using a ToC framework to inform programme design
