Agree the renewal of grants within this service as set out in Table 1 below for the period 1 August 2010 – 31 July 2011 Background 1. Grants Committee agreed funding to London Voluntary Service Council (LVSC), under service 100, at its meeting on 25 September 2008. The funding was agreed in principle for four years. In the first instance specific approval was given for the first 18 months. 2. This report provides progress on the first year of funding to service 100 under London Councils’ Commissioning funding programme and summarises group’s performance against the standard outcomes for the service. The period covered in the report is 1 April 2009 – 31 March 2010. Under service 100, LVSC has delivered the following outcomes: Outcome 1 17 Frontline organisations have been supported to develop higher quality services tailored to the needs of their clients, in their respective areas of specialist service Outcome 2 17 Frontline organisations have been enabled to work together strategically, plan most effective ways to deliver services, share good practice, and build upon each other's knowledge and expertise. Outcome3 A network of ten funded organisations working in the service area were enabled to share knowledge, information and data about the services provided, and the needs of their client group, in order to contribute to the policy-development process. Outcome 4 Seven funded organisations working in the service were supported to develop and use a system of data collection and information management in order to reflect upon the patterns of service provided across London, and to enable monitoring, review and assessment of the impact of services by the sector. Outcome 5 13 funded organisations working in the service area were enabled specifically to focus on the needs of equalities target groups through: Providing enhanced second-tier support to equalities-led groups; and Supporting generic service providers to address the needs of equalities target groups more effectively. Outcome 6 Nine organisations have an increased ability to effectively monitor the impact of their work following support from the service. Outcome 7 Increased links have been created between 14 funded organisations, boroughs and relevant statutory agencies. Outcome 8 Ten organisations have been supported to increase standards in child protection policies and implementation. Key issues emerging from the delivery of the service and in the wider sector 4. The Children and Young People's (CYP) support services are available to 17 frontline CYP organisations and range from information and advice, to tailored training and capacity building delivered through one-to-one consultancy, network events, focus group sessions and exchange visits. There is a strong emphasis on sharing information, data and best practices in all areas relating to the specific priority services. Monitoring and impact assessment, equalities and diversity, and child protection are cross-cutting themes. 5. The first year of the CYP support service was independently evaluated. The independent evaluation concluded that the CYP Project had delivered a successful first year. It launched a good quality, responsive service, with group events and one-to-one support. There has been a high level of involvement across its activities and it has met the challenge of providing relevant support to 17 organisations that are diverse in size, experience and geographical location. Borough Spread 6. There is no borough spread for second tier organisations, as the spread of service is PanLondon and reflects the frontline organisations supported. This was agreed by Grants Committee at the time of advertising the service. Recommendations Members are asked to: Agree the renewal of grants within this sector as set out in Table 1 below for the period 1 August 2010 – 31 July 2011. Financial Implications for London Councils 7. This report has no additional financial implications other than the continuation of funding to the groups listed in Table 1. Legal Implications for London Councils 8. This report has no legal implications. Equalities Implications for London Councils 9. As part of the annual monitoring process, officers have examined the equalities profiles of each organisation’s beneficiaries, management committee and staff. Officers have also examined organisation’s commitment to access and promotion of equalities. The independent evaluation of the service has showed that it has been very responsive to identified needs and is considered to be a valuable source of support, especially for the small to medium-size organisations. The CYP Project provided consultancy support to equalities led organisations; held a focus group on equalities issues to improve practice; and facilitated exchange visits with equalities led organisations to look at issues of delivery for and by equalities communities. 13 organisations have reported improved practice and better understanding of equalities issues Background Papers London Councils Grants Committee Report, 25 September 2008 Table for website This table provides information on the progress of individual organisations Organisation LVSC Summary of performance LVSC provides second tier support to commissioned organisations funded under service 19, 30 68 & 71. Support ranges from information and advice to tailored training and capacity building through one-to-one consultancy, network events, focus groups sessions and exchange visits. Monitoring and impact assessment, equalities and diversity, and child protection are cross-cutting themes. During the reporting period, all 17 organisations supported have benefitted through outreach visits to assess organisational needs. The groups themselves are diverse in their size and capacity. Four network events have been held, five training sessions held with engagement by all groups, two exchange visits between groups have been facilitated. Five e-bulletins and at least 10 webbased good practice tools and resources shared through website and ebulletins. The first year of the project has been independently evaluated, a summary from this reads: 'The CYP Project has delivered a successful first year. It has launched a good quality, responsive service, with group events and one-to-one support. There has been a high level of involvement across its activities and it has met the challenge of providing relevant support to 17 organisations that are diverse in size, experience and geographical location.'
