Subject: Investigation into the wrongful act of GMTD Jabalpur with his vested interest and close
nexus of some authority at Circle and corporate office in reliving of SDEs promoted against the 33%
vacancies through LDCE quota.
Respected Sir,
Your kind attention is invited towards the following wrongful act of GMTD Jabalpur in relieving of SDEs
promoted against the 33% vacancies through LDCE quota.
1. Pers cell of BSNL CO has issued posting order of the SDEs promoted against the 33% quota of
vacancies through LDCE vide it’s order no 2-16/LDCE/2012-Pers-II dated 02.07.2013 and dated
04.07.2013. About 17 JTOs working at Jabalpur SSA under GMTD Jabalpur have also been promoted
and included in the said posting order.
2. Out of 17 JTOs promoted to SDE from Jabalpur SSA 10 have been allotted to other Telecom Circle (3
to IN Circle Jabalpur, 6 to BRABRAITT Jabalpur, 1 to Gujrat Telecom Circle, 1 to ETR )
3. There is wrong entry of present/Recruiting Circle in the promotion order issued by Pers cell of BSNL
CO against 6 JTOs promoted to SDE working under GMTD Jabalpur who have been allotted
BRABRAITT Circle. i.e. present /recruiting Circle is shown BRABRAITT while all of them belongs to MP
Telecom Circle.
4. All the JTO promoted to SDE and allotted to other circle have been relieved by MP Telecom Circle
vide it’s Memo No ST-03-01/57/XVI/5 dated 5th July-2013 .Out of 6 SDEs from Jabalpur SSA allotted
to BRABRAITT one SDE Sh Gaurav Kappor (All India Merit 662) have also been relieved by MP circle
vide it’s Memo No ST-03-01/57/XVI/5 dated 5th July-2013 but remaining 5 SDEs (Suresh Kumar Sahu
with All India Merit 282, Rahul Verma with All India Merit 607, Anurag Agrawal with All India Merit
647, Sonal Ku. Vadher with All India Merit 846 and Neeraj Gupta with All India Merit 866) have not
been relived citing wrong entry in their present/recruiting circle and letter vide ST-03-01/57/XVI/4
dated 5th July-2013 have been written to Pers Cell of BSNL CO by MP Circle administration for
correction of their present/recruiting circle.
5. Followed by the MP Circle Memo No ST-03-01/57/XVI/5 dated 5th July-2013 GMTD Jabalpur has
relived all the officers promoted to SDEs including one who has been allotted to BRABRAITT without
any hitch and without considering the request of the candidates to be retained for some time. Even
many of them wanted to be retained in Jabalpur.
6. In pursuant to the MP Telecom Circle for correction of present/recruiting circle vide ST-0301/57/XVI/4 dated 5th July-2013 Pers Cell of BSNL CO vide it’s order No 2-16/LDCE/2012-Pers-II
dated 10.07.2013 issued fresh order of posting modifying present/recruiting circ le in respect of the
candidates who are posted to BRABRAITT.
7. On the same day M.P. Telecom Circle Vide ST-03-01/57/XVI/18 dated 10th July-2013 issued relieving
order of ALL the 5 SDEs posted to BRABRAITT. Out of 5, one SDE Sh Anurag Agrawal relieved to
BRABRAITT from TDM Narsinhgpur under GMTD Jabalpur.
8. Rest of the 4 candidates working under GMTD Jabalpur allotted to BRABRAITT on their promotion to
SDE are not relieved by GMTD Jabalpur despite several verbal as well as written request from the
candidates to relive immediately as their promotion was being badly affected.
9. Instead of reliving them to BRABRAITT on their promotion so that their future prospect do not affect
GMTD Jabalpur has written letter to Circle Office for modifying posting order citing shortage of
JTO/SDE in Jabalpur SSA in respect of those only who have been posted to BRABRAITT.
10. It is worth here to mention that about 87 JTOs from M.P. Telecom Circle including from Jabalpur SSA
promoted to SDE through the same LDCE have been posted to other circle and almost all are
pursuing hard at all level including circle administration for their retention in MP Telecom Circle but
circle administration have not shown any interest citing over staff in MP Telecom Circle. But Circle
Administration has strongly recommended to Pers Cell of BSNL CO and put personal effort in nexus
with GMTD Jabalpur to again modifying their posting order from BRABRAITT to MP against the
interest of the candidates.
11. Almost 7 additional SDEs have already been allotted to GMTD Jabalpur on promotion hence there
was no question of shortage in SDE cadre. If at all any shortage was there at Jabalpur in SDE cadre
instead of modifying the posting order of the SDEs who have been willingly selected and posted to
BRABRAITT strictly on merit, GMTD Jabalpur should have demanded the additional SDE from Circle
Administration and in turn Circle Administration should have recommended for retention of SDEs
who are already willing to be retain in MP and same could have been allotted to GMTD Jabalpur.
12. Some of the candidates posted to BRABRAITT had represented in writing to GMTD Jabalpur, Mp
Circle Administration and Pers Cell of BSNL CO to not modify their posting order on recommendation
of GMTD Jabalpur from BRABRAITT as they have got their posting to BRABRAITT strictly on their
interest and merit after long effort and qualifying screening test conducted by BRABRAITT. but Due
to continuous persuasion from GMTD Jabalpur targeting these four officers with his vested interest in
nexus with circle administration, Pers Cell of BSNL CO has rejected the request of the candidates and
again modified the posting order FOR all the 4 SDEs from BRABRAITT to MP Telecom Circle vide it’s
order No 2-16/LDCE/2012-Pers-II dated 17.07.2013.
13. It is worth to mention that posting order from BRABRAITT to MP Telecom circle in respect of all the 4
candidates have been issued without referring/cancelling to the previous order hence previous order
is also in existence. But circle administration of MP Telecom Circle without clarifying the same from
Pers Cell of BSNL CO again issued modified posting order and posted all of them to Jabalpur SSA.
14. Out of 4 SDEs two did not prefer to join to GMTD Jabalpur as their posting to BRABRAITT was purely
on their merit and as per the general guidelines/rules of BSNL. Both of them had been trying to work
in BRABRAITT since long time and qualified all the test and screening conducted by TTC.
Administration of BRABRAITT had also recommended time and again regarding their posting in
BRABRAITT vide it’s letter No. SE-55/15 dated 17.06.2008, SE-55/1/108 dated 18.06.2010 and SE55/15/VI dated 24.06.2013 hence they have requested several times to GMTD Jabalpur to relieve
them to BRABRAITT but all in vain.
15. It is well known that executives working in BRABRAITT will get additional emoluments of about 11.5%
hence GMTD Jabalpur in nexus with circle administration has deliberately targeted them just to satisfy
his vested interest. The allegation regarding his vested interest is highly supported with the fact that
candidates have alleged him in writing for their mental torture by not relieving them to BRABRAITT
remain unheard but when both of these candidates meet GMTD Jabalpur personally beyond office
hour and at his home at late hour he has recommended their posting to BRABRAITT on dated
16/08/2013. With the nexus of Circle Administration of M.P. Telecom and some authority at BSNL CO,
GMTD Jabalpur has again been succeeded to forward the circle recommendation vide letter No ST03-01/57/XVII/6 dated 22nd Aug-2013 to Pers Cell of BSNL CO for modifying their posting order from
MP to BRABRAITT. But due to the strong objection from CMD BSNL their posting order is not
modified.
Being high scope of corruption in transfer and posting of executives especially in Government
Department and PSUs, transfer and posting is strictly governed with the transparent and general
rules/guidelines but it is clearly evident from the above submission of facts that GMTD Jabalpur has
completely misused his authority and chosen random and wrongful act in relieving of the officers under
his jurisdiction with his vested interest. He has relieved all other officers despite the fact some of them
were highly willing to work in GMTD Jabalpur but stopped relieving of those who are willingly selected
through proper screening test and merit with additional benefits of 11.5% in the name of shortage of
SDE. Vested interest of GMTD Jabalpur is clearly evident from the fact that candidates exhausted their all
the official way possible to be relived to BRABRAITT and failed in the name of shortage of SDEs but
recommended again for posting at BRABRAITT only when they meet personally beyond the office hour
and at his home. This random and wrongful act of GMTD Jabalpur in nexus with some officers at Circle
office and corporate office need high level of investigation with independent authority.
Hence sensing the seriousness of the issue I may request your kind to institute proper enquiry with
independent and adequate authority against the wrongful act of GMTD Jabalpur and his nexus so that
such vested interest in the company which are not only playing with the career of the executives but also
affecting the productivity of the beloved company.
This association hopes that this serious complain will attract your serious attention and this association
will not be forced to highlight this issue with organizational action.
Note: all the mentioned documents are already available with Circle administration, yet this
association is ready to submit all the documents as and when required
