2017 Garrett 8U ALL-STAR TOURNAMENT RULES General: 1. 1. All team rosters are to be turned into the tournament manager prior to the first game. Any changes to the roster are at the discretion of the tournament manager. 2. Game lineups are to be exchanged with opposing team prior to the game. Home team is official book. Be sure to compare books after each inning. 3. Coin flip for home team at the start of each game. Game will consist of 6 innings or 1.5 hr. time limit. Weather issues, Tournament Director has the right to change limit before pitch of the game. Extra innings will be played until a winner is determined if score is tied at the end of 6 innings through the international tie breaker Rules. International tie breaker rule:. (Coach picks who will bat in the order. The previous 2 batters in the line up will be placed on the bases with 0 outs. If it goes to another inning, then the last out – ex No. 6 hitter, No. 7 hitter in line up will at bat and No. 5 and 6 will be placed on the bases. This will continue till tie is broken. 4. Each 1/2 inning will consist of 6 runs or three (3) outs, whichever comes first. 5. There is a 13 run rule after 4 innings (3 ½ if home team is ahead), and a 7 run rule after 5 innings (4 ½ if home team is ahead). 6. 10 players on the field (defense) allowed, Team must field at least 9 players, six players will play in the infield (Including pitcher and catcher position) and four will play in the outfield (No rovers). 7. All players will bat each time through the lineup. 8. The ball will be a regular little league baseball. 9. No infield fly rule 10. No big barrel bats, only little league approved bats. 11. Free substitution is allowed on defense. 12. There will be no pre game infield warm. Players may take a ball out in the 1 st inning to warm up only. 13. Umpires will resolve all conflicts and disputes. 14. Optional – 1 defensive coach in the outfield and all players must be in front of the coach. Batting: 1. All players dressed for the game must be in the batting order. a. Unless agreed upon by both coaches prior to start of game, due to sickness, injury or special circumstance. (If batting more then 9, there is no out due to injury or sickness and the batter must miss 1 AB if taken off due to sickness or injury) 2. Each batter will receive 6 pitches, no more, unless a foul ball occurs on the 6 th pitch. a. Player can foul off the 6th pitch indefinitely. 3. No balls and strikes will be called, but a batter who swings and misses three times will be out. a. If there are two strikes and the batter foul tips a ball into the catcher's glove and he retains control of the ball, the batter is out. 4. Bunting is not allowed. 5. If a batter throws the bat, they will be warned on the first occasion; the 2nd offense will result in a dead ball; the batter will be out and runners will not advance. Pitching: 1. Each team’s coach will do the pitching. 2. The center of the 10' diameter pitchers circle will be 46' from home plate. The coach must have one foot in or on the circle when pitching. The pitcher (defensive player) must have one foot inside the circle at the time of the pitch. 3. When the ball is put into play, the adult pitcher must leave the field of play in a direction that least interferes with the play. If the adult pitcher causes interference, the batter/base runner may be called safe at the discretion of the coaches. 4. If the adult pitcher is contacted with a batted ball, the play is dead (NO PLAY), and the batter is awarded first base. 5. To help speed the game, the defensive team is required to provide an adult to retrieve and return the ball to the adult pitcher when it eludes the player catcher. This backup should be mindful of not excluding the player catcher completely. 6. It is recommended that the pitcher wear a helmet with face guard on it. Base running: 1. Players SHALL AVOID contact at any base where there is a play made. A player who does not avoid contact will be warned the first time, and will be called out if another incident occurs. a. 'Avoiding Contact' is defined as sliding, going around defensive player or giving yourself up. 2. Stealing and Leading off are absolutely forbidden in ANY situation. 3. Play is stopped when the ball is either in the possession of the pitcher (With one foot inside the circle) or in the possession of any defensive player within the infield baselines and with one foot on a base, plate. When play is stopped, any runner who is more than halfway to the next base may advance to that base. Players may advance at their own risk if an attempt is made on them. a. Hash marks are to be put on the field (there is to be one placed between 1 st & 2nd, 2nd & 3rd, 3rd & home plate). 4. If a defensive player obstructs, or interferes with a runner, the runner will be awarded the next base. Managers will stress the teaching of baseball awareness, and point out exactly what interference is. This rule must be enforced at all times to avoid serious collisions. 5. If a base coach touches a base runner while the ball is still live, the first time is a warning is issued and each time after the first time, the runner will be called out. 6. Players may tag up and run on a caught fly ball. 7. An appeal is needed by the defensive team if a runner misses the base. Please display good sportsmanship at all times.
