The Story Behind the Curve:
The number of referrals in the first quarter of the year has fallen back to its more usual level
after a peak in March. Nevertheless, it remains significantly higher than for the same period last
year. The high numbers in the first few months are partly a reflection of normal seasonal
variation and partly a result of an intensive data cleansing activity that took place at the end of
the year. One of the factors responsible for the reduced rate over the last 3 months is a reclassification of domestic violence notifications from the police and this is likely to have a
further impact as this work progresses.
In order to achieve our target figure, which is an equivalent rate to that of the average of our
statistical neighbour group, we need to receive an average of around 200 referrals per month.
Although the June figure has dipped, the average over the quarter is comfortably in excess of
this figure.

The high figures in January and February are again thought to be a result of the year-end data
cleansing exercise. The low figures for May and June are not readily explained and the
downward trend needs to be fully investigated with the Duty and Investigation Team.
The average of our statistical neighbour group converts to around 130 initial assessments a
month and our average so far this reporting year is 107. This is some way below the target and
needs to be increased. In addition, we have a target to increase the percentage of referrals that
receive an initial assessment to 63%. With an average number of 240 referrals per month, this
requires around 150 initial assessments.

Our target is 63% so we have some way to go yet to achieve this level of activity, and further
still if the referral rate continues to run at a higher rate than our statistical neighbours.
We are currently reviewing the criteria for progression from referral to assessment, and the
appointment of an additional Team Manager to Duty and Investigation will assist with this
process. However, workload pressures within the team as a result in the increase in the level of
child protection work are having an impact on our capacity to undertake initial and core
assessments pending the additional staff who have recently been appointed taking up their
posts.

Performance with regard to compliance with the timescales for initial and core assessments
has, in recent times, been significantly better than both national and statistical neighbour
averages. The low figure for June is therefore of concern, particularly as it is associated with a
lower than average number of initial assessments having been completed.

The high figure for March is again likely to be a result of year-end data cleansing. The figures
for the first quarter, although they look low by comparison, are slightly above the last year’s
monthly average. However, in order to achieve our target rates of 80 per 10.000 by December,
and 90 per 10.000 by March 2009 we need to increase the average to 30 and 36 assessments
respectively.

continues to run ahead of both national and statistical neighbour averages. The average of our
statistical neighbour group for core assessments is 83%.
A significant increase in the number of assessments being completed may result in a reduction
in the percentage completed on time but this should not be a problem provided that it is no
more than 5%.

The Story Behind the Curve:
There has been a significant and sustained increase in the number of children brought to
conference and registered since December of last year. All children have an allocated social
worker.
Our target is to achieve a rate per 10.000 of 25 by December. Historically, this is Salford’s
usual rate. Beyond December, the longer term target is to achieve a rate similar to the average
of our statistical neighbours. This is currently 35.8 which is equivalent to 167 children subject to
a plan. This is likely to require some downward revision of the threshold for registration, but
numbers may be affected with the implementation of strategies to reduce looked after numbers
by supporting more vulnerable children to remain at home with their families.

This is one of the Improvement Plan indicators with a long term target to achieve the average
of our statistical neighbour group which, at the 31st March 2007 was 11.9. The December target
is to achieve a figure within the optimum range on the PAF bandings which for this indicator is
between 10 and 15%. Current performance for the first 3 months is 13.9%.

The total number of looked after children continues to fall, largely as a result of increased
activity around the discharge of care orders and a change of legal status to special
guardianship.
The high number of admissions in May included one family of 5 children and a higher than
average number of unaccompanied asylum seekers. In other respects, the reasons for
admission and the circumstances of the children were no different than normal.
No target has been set for December, but the long-term target is to reduce to the average of
our statistical neighbours which is a rate of 77.5 or around 360 children. The Local Area
Agreement target is to reduce to 497 children by the 31st March 2009.
