 Another arrest in STOCK GURU CASE!
 KEY AGENT Naresh Kharab heading M/s Stock Guru India in Maharashtra, Rajasthan,
Punjab, Delhi arrested!
 Important player in the MLM Networking operation: Had allured thousands of victims!
In continuation of earlier arrest of Ulhas Prabhakar Khaire @ Lokeshwar Dev @ Siddharth
J. Marathe and Raksha J. Urs @ Priyanka Saraswat Dev @ Maya J. Marathe in the multi crore and
multi victim scam i.e. Stock Guru.India of about Rs 500 crores involving more than 2 lakh victims,
the Economic Offences Wing, Delhi Police has arrested Naresh Kumar @ Naresh Kharab (40 yrs)
s/o Late Shri Chatter Singh r/o 1592, Sector-2, Rohtak, Haryana on 06.05.2013. Naresh Kharab is
one of the main associates/agents of master mind Ulhas Prabhakar Khaire (@ Lokeshwar Dev.
In the matter of Stock Guru, two cases, namely FIR No. 84/11 dt 7.4.11 u/s 406/420/34 IPC
and FIR No. 152/11 u/s 406/420/34 IPC dated 29.06.11 PS Moti Nagar were initially registered and
investigated in West District and subsequently transferred to EOW Crime Branch in July 2011. The
cases were registered on the complaints of Sunil Kumar r/o Sonipat (Haryana) and Sunil Kumar r/o
Gurgaon (Haryana) respectively. In both the cases, the victims were induced to invest money in M/s
Stock Guru India, 56/A-1, Lisa Complex, Rama Road, Delhi on the promise of lucrative returns by

Lokeshwar Dev, Priyanka Dev and others. They had guaranteed to provide a 20% return per month
up to six months on the principal amount followed by a subsequent refund of the principal amount in
the seventh month, through prudent and source based investments in the share market. However,
instead of returning their investments as promised, Lokeshwar Dev & Priyanka Dev suddenly shut
down their office and decamped with all the collected funds. Their scheme to induce public at large
was quite elaborate with conferences and seminars in 5 star hotels all over India. They also had
multiple agents across the country who mobilised funds on their behalf.
After arrest of the master mind of Stock Guru.India, arrest of promoters/agents of Stock
Guru.India was the next target of the investigations to unearth the entire conspiracy hatched amongst
owners of Stock Guru.India and their agents/promoters. The promoters/agents have been absconding
since registration of case against them. Taking into account the gravity of the crime and the quantum
of funds involved, a special team comprising of Insp. Raj Kumar Saha, ASI Habib Khan and
Constable Kapil from CBT section, EOW was tasked with the job of apprehending
promoters/agents of Stock Guru.India, under supervision of Shri S.D. Mishra, Addl.
DCP/EOW. Sincere efforts resulted in the apprehension of the accused Naresh Kumar @ Naresh
Kharab from Delhi on 06.05.13.
Background of Naresh Kharab
The accused Naresh Kumar @ Naresh Kharab originally belongs to village Ugalan, Distt.
Hisar, Haryana. He did 10th class from his village Ugalan. Thereafter, he did graduation from C. R.
college, Jind, Haryana. He did MA in Sociology from MD University, Rohtak, Haryana in the year
1998. When he did not get any job, he started property dealing business. He also took the contract of
installing electric meters in Najafgarh area from DESU. However, he cheated DESU during the said
contract. A case FIR no. 437/01 u/s 406/420 IPC was registered in PS Najafgarh. The same is
pending trial in Dwarka court.
In 2009, he worked as agent in a company of Anand Group with office at Ghitorni,
Mehrauli-Gurgaon Road, New Delhi dealing in selling of plots of land near Jaipur. Thereafter, in
March 2010 he joined Stock Guru India as relationship manager. He was close to Ulhas Prabhakar
Khaire and became the head of Maharashtra, Rajasthan and Punjab. He also became main agent of
Delhi. So far investigation reveals that he induced and motivated more than 50,000 victim
investors and earned crores of rupees. He also made several sub-agents in Delhi, Maharashtra,
Rajasthan and Punjab. Through seminars, conferences and mouth to mouth publicity he induced
victim investors at large throughout Delhi, Maharashtra, Rajasthan and Punjab.
Investigations revealed that Income Tax department had conducted raids at the residence of
the accused Naresh Kharab i.e. C-403, K M apartment, sector-12, Dwarka, Delhi on 18th January,
2011. In that raid, the Income Tax department seized about Rs. 4.88 crores in cash from his
residence. He accepted that said money was of victim investors which he had taken as deposit on
behalf of the Stock Guru.India. Investigations revealed that he also used to collect money from
investors at his residence.
Since registration of the case, Naresh Kharab has been absconding and stayed in Jind,
Panipat, Jaipur, Mumbai, Bangalore and Indore. The accused has disclosed about purchase of a
plot of 12 acres of land near Indore from the cheated amount in the name of his younger brother
Sukhwinder Singh in the year 2011. He has also invested about Rs. one crore in Forex trading. The
accused has also disclosed that he made so much money at that time, that he gave his white
Mercedes car to Lokeshwar Dev on his birthday just to please him. This car has already been
seized during investigation. Further investigations are on to ascertain Naresh Kharab’s bank accounts
and other properties.
Beside the arrest of Naresh Kharab, investigations in the Stock Guru case have led to further
seizure of cheated money to the tune of Rs. 1.2 crores from Ulhas Prabhakar Khaire @ Lokeshwar

Dev viz. Rs. 20 lakhs in cash, Rs. 90 lakhs in Saraswat Bank Goa and about Rs. 10 lakhs in M/s
Edel weiss.
Efforts are on to trace the other co-accused persons in the Stock Guru scam and affect more
recoveries in the said cases.

SENSATIONAL ATTEMPT TO MURDER CASE SOLVED : FOUR ARRESTED
INCLUDING TWO JUVENILES.
With the arrest of (1) Yogesh @ Chonch, aged about 23 years s/o Raj Kumar r/o 9726, Gali
No. 8, Multani Dhanda, Pahar Ganj, Delhi, (2) Sanjeev @ Sanjay, aged about 28 years s/o Radhey Lal
r/o 2129/2, Gali No. 3, Prem Nagar, Delhi and apprehension of two juveniles, Central District Police
has solved a case of sensational attempt to murder, which had taken place on 03-05-2013 in the area
of PS DBG Road. Two mobile sets which had been used in the commission of crime have been seized
by the police team.
INCIDENT AND THE TEAM
On 03.05.2013, at about 10:58 p.m., a PCR call was received at P.P. Siddipura, P.S. DBG
Road regarding an incident of firing. The police team immediately rushed to the spot. On the spot, it
was revealed one Satbir s/o Balwant Singh r/o D-118, JJ Colony, Raghubir Nagar, Delhi, his wife
namely Kaushalya and some relatives were waiting for an auto rickshaw near Gaushala Road, Gali
Ghore Wali, Kishanganj, Delhi. Meanwhile, two persons riding motorcycle came there and asked
from one egg seller about Nonu. The egg seller told them that the relatives of Nonu are standing
there. They asked from Satbir about Nonu who told that Nonu is not present here and we are the
relatives of him. On this the persons came on motorcycle fired gun shot on Satbir, his wife Kaushalya
and his pet dog and fled away from the spot. On verification, it was revealed that injured Satbir and
Kaushalya had already been taken to Jeewan Mala Hospital, New Rohtak Road, DBG Road, Delhi
while his injured pet dog taken to Animal Hospital, Raja Garden, Delhi. On this, a case vide FIR No.
142/13 u/s 307 / 429/34 IPC and 27/54/59 Arms Act was registered at P.S. DBG Road, Delhi in this
regard and the investigation taken up.
TEAM
A team comprising of Inspr. Parmod Gupta, SHO/DBG Road, SI Dheeraj Singh, I/C P.P.
Siddipura, ASI Om Parkash, Ct. Karamvir and Ct. Adesh was constituted under the supervision of Sh.
Anil Kapoor, ACP/Pahar Ganj /Central Districts to apprehend the culprits.
INVESTIGATION
Initially, there was no clue about the culprits involved in this incident. Sources were deployed
in the area and local criminal intelligence was gathered. Technical surveillance was also mounted.
On 04-05-2013, at about 4:00 p.m., a secret information was received at P.P. Siddipura that
one juvenile namely Akash (name changed) and his accomplices could be involved in this offence.
This information was further developed and on the basis of secret information, juvenile Akash (name
changed) was apprehended by the police.
During interaction with juvenile, in conflict with law, he disclosed that he along with one
another juvenile and Yogesh @ Chonch, Rinku and Vikas had committed this offence. Juvenile
Akash (name changed) had enmity with Nonu. So juvenile Akash (name changed) wanted to
eliminate Nonu. On this, juvenile Akash (name changed) hatched a conspiracy along with his
accomplices and on 03-05-2013, Rinku and Vikas fired gun shot on Satbir, Kaushalya and their pet
dog. One of the juveniles had motivated the other three to commit this offence. After committing the
offence, accused Sanjiv @ Sanjay had given shelter to all the accused persons.

On verification, it was revealed that accused Yogesh @ Chonch had previously been also
involved in three cases of pick pocketing of P.S. Sadar Bazar and P.S. Pahar Ganj, Delhi.
Further investigation / interrogation is in progress and efforts are being made to arrest the
remaining two accused persons also and to recover the weapon of offence.
RECOVERY
Two mobile sets which had been used in the commission of crime have been seized by the
police team.
PROFILE
1. Yogesh @ Chonch s/o Raj Kumar r/o 9726, Gali No. 8, Multani Dhanda, Pahar Ganj,
Delhi, is 23 years old. He is illiterate. He has four brothers and two sisters. Initially,
he was working as a labourer in bag manufacturing unit. After the death of his father,
he fallen in bad company and to earn the quick money, he started committing crimes.
2. Sanjeev @ Sanjay s/o Radhey Lal r/o 2129/2, Gali No. 3, Prem Nagar, Delhi is 28
years old. He is illiterate. He has two brothers and three sisters. Initially, he was
working as a labourer. He came in contact with Rinku and Vikas and started
harbouring to accused persons.

THREE HIGHWAY ROBBERS ARRESTED WITH DEADLY WEAPONS.
ROBBED MEDICINES WORTH TWO CRORES, ONE COUNTRY MADE PISTOL WITH
TWO LIVE CARTRIDGES AND TWO BUTTON ACTUATED KNIVES RECOVERED.
During the continuous drive against criminals who are active in Delhi and NCR Region,
the AATS- West Distt., Delhi Police has busted a gang of highway robbers. Three persons have been
arrested. They used to target the loaded trucks carrying costly items. They first overpower the driver
and cleaner of the truck on gun point and then rob the valuable articles loaded in the truck. After
traveling some distance, they used to throw out the victims on the highway. A robbed LP truck No.
HR55E 1277 (TATA 2515) containing bottles of Antibiotic and Iron Syrups medicine worth 2 crore
approx. (market value), a .315 bore country made pistol, 2 live rounds, two button actuated knives
have been recovered from them. As a result of close watch and proper monitoring by the AATS staff
of West Distt., they were apprehended before they could dispose off the robbed medicines.

TEAM & INCIDENT
Keeping in view the incidents of increasing numbers of robberies in the West Distt, AATS
was directed to collect intelligence about gangs involved in robberies. Immediately, a team
comprising of SI Naveen Kumar, SI Birpal Singh, HC Ajay Kumar, HC Dilbag Singh, HC Sanjeev
Kumar, HC Parveen Kumar, Ct Krishan Kumar, Ct. Sanjeev, and Ct. P. Tirkey under the supervision
of Inspr. Maninder Singh and overall supervision of ACP/Operation Narayan Singh was formed to
gather information. The team had made relentless efforts and studied the pattern of robberies/thefts
reported so far.

On 7/5/2013, a secret information was received by HC Ajay Kumar in AATS –West Distt.
that some people with deadly weapons are present at Outer ring Road near Peera Garhi bus depot
along with robbed truck and material. Team was properly briefed about the persons and staff was
deployed near Peeragarhi, DTC Bus Depot. At about 7.45 PM, three persons in a Tata LP Truck No.
HR 55 E 1277 came there and they were apprehended by the staff at the instance of informer. During
enquiry, their identity was revealed as Kamal @ Kamalia, Dharmender, and Shahrukh. Life
saving drugs worth Rs. 2 crore approx, one country made pistol with two live cartridges, two button
actuated knives, one Tata LP Truck (robbed from the area of Police Station-Rai Sonipat, Haryana)
were recovered from their possession. The accused persons disclosed their involvements in many
cases of Robberies. During their sustained interrogation, it was found that all the accused persons
came there for distribution of robbed medicines. They also disclosed that they had a plan to sell these
medicines in different parts of country. In this regard, a case FIR No. 131/13 U/s 25 Arms Act and
412 IPC was registered in PS Paschim Vihar Delhi. During interrogation, Kamal is also found to be
declared as proclaimed offender in cases of robbery/preparation of Dacoity from PS Nangloi and
Punjabi Bagh respectively. Efforts are being made to arrest the co-accused.
The recovered medicines belong to GALPHA LABORATORIES LTD. Solan, Himachal
Pardesh and transported to Recova Pharma Expo Pvt. Ltd. Bawana, Delhi. The owner of the
recovered Robbed Truck Mr. Rupender Kumar stated that the insurance of the truck has been expired
few days before the incident and his family was in great shock as this is the only means to earn their
livelihood. He also suffered a severe Heart attack due to this incident and spent three days in ICU.
He got relief only when he came to know that his truck was recovered and the culprits have been
arrested.
INTERROGATION
During the course of interrogation, it is reveled that Kamal @ Kamaliya was born in Distt.
Munger Bihar. He came to Delhi in early Nineties for employment. But when he saw the life style of
Delhities then he also started thinking to earn quick and fast money. He thought that committing
crime is only way by which he can earn money in short span of time so he started indulging in crime.
He formed a gang and started Highway robberies. They used to target the loaded trucks carrying
costly items. They first overpower the driver and cleaner of the truck on gun point and then rob the
valuable articles loaded in the truck. He was first arrested by the police in year 2005. After that he
was arrested several times by the police in the cases of robberies/dacoity. Accused Dharmender
belongs to poor economical background. He had studied up to 7th class and after that he started
working in an Ice factory. In the year 2012, he came in contact with Kamal @ Kamaliya and Kamal
had shown him the path for luxurious life. After that he also became a member of this gang. Accused
Shahrukh studied up to 2nd class and he was working as an auto rickshaw driver. He came in contact
with Kamal @ Kamliya in the year 2013 as Kamal needed a good driver in the highway robberies.
When Kamal saw that Shahrukh is perfect in driving of all kinds of vehicles then he included him in
his Gang. Shahrukh agreed to join his gang as he wanted to go to bollywood (Mumbai) to become a
hero like his favorite star Shahrukh Khan and for this he needed lot of money, so he also started
indulging in crime with Kamal. Further investigation is in progress.
Staff involved in good work is being rewarded suitably.

INTRODUCTION:
“THE CRIME BRANCH OF DELHI POLICE HAS ARRESTED A
NOTORIOUS GANGSTER, WANTED CRIMINAL AND MEMBER OF
SWARN GANG. MOST OF THE MEMBERS OF THIS GANG ARE IN
JAIL.“
INFORMATION, TEAM AND OPERATION:
An information was received in Crime Branch that one notorious
criminal of Swarn Gang (Sanjay Rathi Gang) namely Amit, who is wanted
in a dacoity case of PS Narela, would be coming to meet his associate in
Rohini Court on 7.5.2013.
To work on this input and to nab the criminal, a team led by Inspr
Jai Bhagwan, ASI Harveer Singh, HCs Krishan Kumar, Sanjay Kumar,
Azad, Upender, Sandeep, Dilbagh Singh, Cts Govinder and Rupesh, was
constituted under the close supervision of ACP Zile Singh and guidance of
Addl. DCP, Bhisham Singh.
After verifying the genuineness of this input, the team swung into
action and laid a trap near G3S Mall chowk (traffic signal), Sec.-11,
Rohini, Delhi. At about 4.10 pm at the instance of the informer, a young
boy along with his Wagon R car No. DL 9C X 5625 silver colour, was
apprehended. He was identified as Amit.
INTERROGATION:
The sustained interrogation of the accused revealed that he
his studies and started driving a private cab and later bought
Sumo to run as taxi. His taxi was used by Sanjay Rathi who

time, Sanjay Rathi had already become a notorious criminal and was
leading a luxurious life as an active member of notorious Swarn Gang.
Being impressed by the criminal’s lifestyle, Amit also joined the gang.
In November-2011, Amit asked help from Sanjay Rathi and Pawan
Pandit to threaten one Deepak, his sister’s devar, at Village Neelwal since
Deepak was harassing his sister. Sanjay Rathi used his illicit gun to
threaten Deepak leading to registration of a case u/s 308/34 IPC & 25/27
Arms Act at PS Mundka against Sanjay Rathi, Pawan Pandit and Amit in
this regard.
In January 2012, he alongwith Sanjay Rathi, Pawan Pandit, Rajesh
@ Raje of Narela and three other consumed liquor, and hatched a
conspiracy to eliminate a case witness of Gang leader Swarn. (Swarn s/o
Surat is involved in around a dozen heinous cases of Delhi and Haryana
and at present is in Bhondsi jail) In the night at about 8 pm, they
snatched a Swift Car and belongings of one Rajesh Kumar Bansal s/o
Shyam Sunder Bansal of Model Town, Delhi, at gun point from near Raja
Harishchander Hospital, Narela. Proceeding towards Haryana, they threw
the car owner Mr Bansal and returned to Village Auchandi. A case vide
FIR No. 57/12, U/s 395/397/412/34 IPC, was registered against
all members, at PS Narela. Since then he is absconding and evading
arrest, whereas his accomplice were arrested and are behind the bars.
Now days, he was hiding at one of his relative’s place in village Silana
near Kharkhoda, Haryana.
He has been arrested vide DD No. 08 dated 07.05.2013 u/s 41.1(d)
& 102 CrPC, AATS Crime Branch Delhi.
PROFILE:
Amit S/o Late Sh. Naresh R/o Village- Auchandi, PS- Bawana, Delhi,
age- 24 years is 10th pass from his Village. By profession, he is a driver,
whereas his grandfather sold the ancestral land and shifted to Haryana.
