6:30 PM Call to Order: Pledge of Allegiance: The regular meeting of the Northwood City Council was called to order by Council Member Hughes, August 27, 2015 at 6:30 P.M. in the Council Chambers of the Northwood Municipal Building. The Pledge of Allegiance was then given. Great Eastern redevelopment working with a possible buyer. Finance: No Report Final budget ~ Players need new pants so Todd is going to look into purchasing new uniform pants. Ball registration ~ City Clerk, Julie Jagodzinski has offered to take over for Sandy Welch and we might have on line registration also. Recreation Board: Loss of Diamond #2 (between High School and Olney) ~ Looking into the possibility of putting a diamond at Lark if they would donate property or by diamond #7 & 8. Recommended to keep budge same as this year. Motion was passed. Next meeting will be on September 9, 2015 at 7:00 P.M. Fire Fighter Grant Application ~ Will write up a grant for Cardio / heart monitor: Motion approved: Safety: Fire Engine ~ Suggested to remove 1989 & 1983 engines and get 1 for est. $60,000.00 Takes about 18 months until we get it. Can also do a prepay and it will save some money. Finance available. Portable Scales ~ police dept scale in the amount of $4,900.00 each they would like 25 of them ~ possible share with other communities. Further discussion to come. Chief Thomas Cairl is recommending the appointment Mrs. Krystal SellersKominek as a full-time police officer for the Northwood Police Department. The effective date will be Monday, Sept 14, 2015. This recommendation is contingent upon her passing the required psychological test, preemployment physical, drug screen and subject to a probationary period of one year. Motion to approve by Council Member Hughes, Second by Barton: Motion Approved: PROPOSED ABOVE GRADE STORAGE BASIN / NORTHWOOD: The City Planning Commission will review a Northwest Water and Sewer submitted site plan for an above grade storage tank to be located between Curtice Road and Wise Street at their September 13, 2015 meeting. City Administrators Report TRANSFER OF LICENSE: OHIO DEPARTMENT OF LIQUOR CONTROL: We have a Legislative Authority Notice from the Department of Liquor Control asking if the City requests a hearing on the transfer of a D5 liquor license from Matthew DeWood, 2497 E. Broadway, Northwood, Ohio 43616 to Margarita Grill and Cantina, LLC, 2497 E. Broadway, Northwood, Ohio 43616. Since there is no objection from our Police Chief, I recommend a motion directing the City Clerk to check the “not requesting a hearing” box on the Notice to Legislative Authority form and return it to the Ohio Department of Liquor Control. TRANSFER OF LICENSE: OHIO DEPARTMENT OF LIQUOR CONTROL: We have a Legislative Authority Notice from the Department of Liquor Control asking if the City requests a hearing on the application for an “A” license for Zaczane LLC, DBA Ameristop Food Mart, 395 E. Andrus Road, Northwood, Ohio, 43619. Since there is no objection from our Police Chief, I recommend a motion directing the City Clerk to check the “not requesting a hearing” box on the Notice to Legislative Authority form and return it to the Ohio Department of Liquor Control. APPLICATION FOR A SPECIAL EVENTS PERMIT (CODE SECTION 826.01): The VFW Ladies Auxiliary has applied for a special events license for a “Festival” to be run from 5:00 p.m. to 12 a.m. for both September 11th and 12th, 2015. In conjunction with the above request, they are also asking that West Andrus between Tracy Road and Joseph be closed on Saturday September 12, 2015 between 8:00 a.m. and midnight for a “car show”. Since there is no objection from our Police Chief, I recommend a motion from city council approving the request so that the Mayor can consent to the issuance of such license. APPLICATION FOR A SPECIAL EVENTS PERMIT (CODE SECTION 826.01): Daniel Crowley of 2205 Sheffield has applied for a special events license to close the section of roadway in front of 2205 Sheffield for a “Birthday Party” from 3:00 p.m. to 12 a.m. on September 5th, 2015. Since there is no objection from our Police Chief, I recommend a motion from city council approving the request so that the Mayor can consent to the issuance of such license.
