Cost contract will be required for base
year contracts in 2018-19 (affects those SFAs
currently in the 5th year for 2017-18: this is
86 out of 437 or 20% and will also include any
SFA entering a new Base year contract )
 Implementation
will be phased-in for FSMC
renewals in 2018-19 and on
FSMC contract fixed price timeframes
when current contracts are renewed for
the allowable 5 year total:
 Base
year of 14-15 will be required in 19-20*
 Base year of 15-16 will be required in 20-21*
 Base year of 16-17 will be required in 21-22*
 Base year of 17-18 will be required in 22-23*
*Fixed rate contracts will be REQUIRED
for the school year the RFP is advertised
for a new base year contract

will have contract oversight
Certifiers and Alternate are the only users with
access to contracts
SFA submitters and alternate submitters will
have view only access to reports (no access to
contracts)
 The
ECAS system will have the capability of
retaining historical data and assist in the
sequence of the process

auditing purposes

help improve the process and ensure that the process will be
as user friendly as possible and, at the same time, lead to
program integrity, a clear audit trail and assuring the correct
procurement process is followed.
