T
he Energy Transition for Green Growth draft law, and its related action plans, are designed to give France the means to
further contribute to tackling climate change while reinforcing
energy independence by diversifying the energy mix.
The law will allow citizens, businesses and regions to take concrete
action, in order to:
Boost household purchasing power by reducing energy bills.
Protect the planet and public health.
Seize green-growth opportunities, delivering a competitive advantage for today’s industry
and the cutting-edge industries of the future, while securing jobs in France and improving
quality of life.
Many initiatives have already been launched, setting the stage for large-scale implementation; the experience acquired to date has in turn directly inspired simplifications and additions
to the draft law.
A movement is underway.
By expanding and consolidating this dynamic, we can take full advantage of two major
sources of growth and jobs:
 Energy savings, especially through massive incentives for investment in home renovations
and access to clean transport.
 The rise of on- and offshore renewable energies, a base for technological performance
and economic growth, and which hold great potential in France and its overseas territories.
We have the assets to make the energy transition a success and to become a leading
environmental player worldwide: the initiative and resourcefulness of our people, the
commitment of our local and regional officials, the calibre of our research, and the skills and

A successul energy transition
PREPARING FOR THE POST-OIL ERA
Most of the energy that we consume today causes pollution, is expensive and derives from
increasingly scarce fossil resources. The energy transition is a plan for the post-oil era and
a step towards a new French energy model, which is stronger and more sustainable in its
response to key energy supply challenges, changes in prices, depletion of resources and
environmental protection requirements.
SETTING A GOAL
The bill sets out the major goals of this new energy model and mobilises the resources
required to achieve them. It establishes a strategy for low CO2 emissions, known as a lowcarbon strategy, in the form of a multi-year energy plan which sets out the conditions under
which the goals of the bill shall be achieved.

supply; support for renewable energies;
balancing energy supply and demand. The
multi-annual programme will be established
over two successive periods of five years.
For both these tools, the time periods will be 2015-2018, 2018-2023, 2023-2028, etc.

clear objectives to be achieved
The bill sets out medium and long-term objectives in order to provide a joint framework
for action by citizens, businesses, regions and the government.
 Reduce our greenhouse gas emissions by 40% between 1990 and 2030 and by 75% be
tween 1990 and 2050 (factor of 4). The path shall be set out in the carbon budgets referred
to in article L. 221-5-1 of the French Environmental Code.  Reduce our final energy consumption by 50% by 2050 in relation to the 2012 benchmark and increase the annual rate of reduction of final energy intensity by 2.5% between now and 2030.
 Reduce our final energy consumption of fossil fuels by 30% by 2030
in relation to the 2012 benchmark.  Bring the proportion of renewable energies to 23% of gross final energy consumption
by 2020 and to 32% of gross final energy consumption by 2030.  Bring the proportion of nuclear energy used in electricity generation to 50% by 2025.

Regional energy-climate plans shall become the exclusive competence of inter-municipal associations and constitute a framework for action for the energy transition;
usinesses, industrial sectors in particular, who will benefit from strong support (simplib

TAX incentives
A tax credit (Draft Budget 2015) will apply for up to 30% of the cost of energy renovation
work, on work commencing between September 2014 and 31 December 2015, applicable
from when the first work is carried out (with a limit of €8,000 per single person and €16,000
per couple).
 The introduction of a simple majority voting system for energy efficiency improvements
in multiple-ownership properties. The installation of individual meters will be encouraged.
This work will benefit from tax incentives until 31 December 2015.

THIRD-PARTY FINANCING Regional third-party financing companies will be able to provide individuals with advance
payments for the cost of work.

ÉCOPRÊT: ZERO-RATE ECO-LOAN
Relaunched in September 2014 with the aim of increasing the number of loans per year
from 30,000 to 100,000 thanks to the decree on cross-compliance to simplify banking
procedures.
ENERGY VOUCHER
This is linked to the 'Live better' programme from the National Housing Agency (Anah)
which helps low-income households to renovate their homes.
SPECIFIC LOANS
'Energy transition' and 'green growth' loans from the Caisse des dépôts are made available.
They are aimed at positive-energy buildings and energy renovation work on buildings. An
attractive interest rate of 1.75% (Livret A +0.75%) is offered and the repayment term is
between 20 and 40 years.
Urban PLANNING REGULATIONS
Urban planning regulations will no longer restrict insulation work on buildings or renewable energy generation facilities (these exemptions also apply to public buildings).
 Urban planning documents will now be able to require that new-build projects meet lowconsumption and positive-energy standards.

MAJOR RENOVATION
An energy assessment is required for all major building renovation work (roof replacements, refurbishment of façades, extensions), and all projects of this type must also include energy efficiency improvements.
CALLS FOR PROJECTS
Two calls for projects will be issued: the first will focus on the launch of 200 positive energy
communities and the second on the deployment of smart grids.

and protect public health

CAR BONUS
Extend and increase the electric vehicle purchase bonus when a diesel vehicle is replaced.
This additional benefit will be paid on a means-tested basis, and priority will be given to
those areas where air quality is poor. The combined total of the bonus and conversion premium could reach €10,000.
ELECTRIC CHARGE POINTS From September 2014 to 31 December 2015, individuals installing charge points for electric
cars will be eligible for a tax credit of 30% (Draft Budget Bill 2015).
LOCAL AUTHORITIES
ENDOWMENT FUND
In order to finance dedicated public transport lanes, rail transport projects for passengers and
freight, railway regeneration and waterway transport of freight, local authorities can apply
to the energy transition endowment fund: 5 billion euros of loans for 'energy transition' and
'green growth' from the Caisse des dépôts, at an attractive interest rate of 1.75% (Livret A
+0.75%).
CAR FLEET
The government and public bodies are required to renew their car fleets to ensure that clean
vehicles account for 50% of the fleet, prioritising electric vehicles.
BUS LANES
Local mayors may allow electric vehicles to use bus lanes, in addition to the free parking
scheme already introduced.
BUSINESSES COMPANY TRAVEL PLANS
These will be broadened to promote carpooling and car-sharing.
LARGE RETAILERS
Greenhouse gas emissions from transport and logistics activities in the mass retail sector
must be reduced by 10% by 2020, and by 20% by 2025.

ELECTRIC CHARGE POINTS
The bill sets a target of 7 million electric vehicle charging points throughout France by 2030.
There will be 10,000 public charging points in operation by summer 2014.
 New car parking provision will be equipped with charging points, which will also be installed as part of car park renovation work in existing buildings. Charging points must be
installed in car parks at existing shopping centres.

VEHICLES OF THE FUTURE
The Investment for the Future programme will include research into vehicles of the future.
The Vehicles of the Future programme has a €950 million funding package aimed at supporting the development of innovative transport technologies (electric vehicles and charging
facilities, hybrid and combustion engines, lighter vehicles, transport and logistics, and energyefficient rail and maritime transport).

LOCAL AUTHORITIES
NATIONAL METHANISATION PROGRAMME
There will be 1,500 methanisation projects launched in rural areas over 3 years. The methanisation plan will enable energy (biogas) production from agricultural waste. Calls for tenders
will be programmed to inject biogas into the natural gas grid and progressively increase the
share of renewable gas in France.
FUNDING To encourage local authorities, 'energy transition' and 'green growth' loans, with attractive
interest rates of 1.75% (Livret A +0.75%), will be introduced at the Caisse des dépôts to
finance renewable energy production projects.
BUSINESSES EXCELLENCE IN MARINE RENEWABLE ENERGY
Offshore wind farms
By 2020, France will generate 3,000 MW of electricity supplied by new offshore wind farms.
Last May, the winners of two tenders were chosen for 1,000 MW projects on the islands of
Yeu-Noirmoutier and Le Tréport. These farms will supplement four others, selected in 2011,
which produce 2,000 MW. Identifying new zones by 2017 will allow us to strengthen a sector
that is garnering the interest and cooperation of stakeholders from France and across Europe.

 Pilot marine turbine farms
A call for expression of interest has accelerated the emergence of pilot marine turbine farms
with the aim of consolidating future commercial opportunities domestically and internationally. The winners will be announced over the coming months.
 Tidal and wave energies and ocean thermal energy conversion
The bill will provide support for projects and innovation.
GREEN BONDS Small and medium enterprises will be given access to ʼgreen bondsʼ (loans for environmental
purposes) over the long term (20 to 30 years) which are less expensive than traditional bank
loans.

HEAT FUND
The doubling over 3 years of the heat fund managed by the Agency for Environment and Energy Management (ADEME), which helps to finance projects and accelerate the development
of the production and distribution of heat from renewable sources (wood, biomass, waste,
energy recycling, etc.)
HYDROELECTRIC POWER PLANTS
The aim of modernising the system for managing hydroelectric power plants is to boost
production without negatively impacting the environment:
 Harmonising the management rules governing hydroelectric concessions and consolidating
contracts within large valleys;
 Creating semi-public hydroelectricity companies in order to bring regional authorities more
closely together to manage different uses for water and improve the transparency and
oversight of France's hydroelectricity facilities.
SOLAR PHOTOVOLTAIC PANELS
The winners of the second call for tenders for large photovoltaic installations (with new
capacity of 380 MW) were chosen at the end of March. A new call for tenders for high-power
photovoltaic installations will be made this summer.
REGULATION
The aim is to simplify administrative procedures applicable to renewable energies. New simplification measures will help reduce the costs of procedures and preliminary studies and
reduce the periods of appeal for renewable marine energies.
RESEARCH AND INNOVATION
Calls for expression of interest launched by the French government will encourage the development of innovation projects. Three calls are currently under way to support renewable
energy projects (new generation photovoltaic technology, solar thermal energy, wind power,
renewable cooling, etc.), energy storage and smart grids.
FINANCIAL AID FOR MATURE RENEWABLE ENERGY
Financial aid for renewable electrical energy (onshore wind, solar photovoltaic) will be
adapted in order to integrate it more effectively into the electricity market, guarantee a
balance of supply and demand and reinforce visibility for investors, at the same time as
guaranteeing a fair use of public funds.
 Calls for tenders for wind and photovoltaic installations will be extended and improved to
ensure the regular and sustainable deployment of renewable energy sources.


produced by each resident by 7%.

REGIONAL STRATEGIES FOR CIRCULAR ECONOMY
A study by the Association of the French regions (ARF) and ADEME will set out the methodological recommendations and spread existing regional initiatives more widely in order to
support the creation of regional strategies for the circular economy.
BUSINESSES CONSTRUCTION AND ENGINEERING WASTE
The target is to recycle 70% of construction and engineering waste by 2020.
INDUSTRIAL SECTOR
From this year, all strategic committees of the French National Industry Council (CNI) will

LANDFILL
The target is to reduce the amount of landfill waste by 50% by 2025.
NON-HAZARDOUS WASTE
The target is to recycle 55% of non-hazardous waste by 2020 and 60% by 2025.
PROXIMITY PRINCIPLE
The bill will include the proximity principle so that waste is treated as near as possible to
where it is produced. The target is to reduce distances travelled and energy consumption.
RECOVERED WASTE
The bill will prohibit the discrimination of materials made from recovered waste, such as
recycled plastic packaging or materials recycled from demolished buildings.
 The bill will promote the production of energy from recovered waste which is not recyclable
(urban heating networks, etc.) and a better use of wood waste.


BUSINESSES SIMPLIFICATION
An Enabling bill that will allow the executive to legislate by order measures to simplify rules
governing French companies is currently being examined by Parliament. It includes a first set
of measures to facilitate the deployment of renewable energies.
COMPETITIVENESS
The consumption of companies using a lot of electricity is stable and foreseeable throughout
the year. Such companies therefore benefit the electricity system, as they are able to absorb
fluctuations in electricity supply and demand. These advantages will be taken into account
through the reduction of the price share relating to electricity transmission and distribution.
These companies will also be provided with incentives to reduce their consumption.
OTHER initiatives
PROCEDURES AND TIME FRAMES
The bill sets out several clarification and simplification procedures: it will shorten deadlines
for appeal, it will clarify operator responsibilities and facilitate connections in coastal areas.
TARIFF REDUCTION
The bill sets out the conditions for the reduction of electricity tariffs by bringing them into
alignment with the most highly competitive supply costs.

INFORMATION AND TRANSPARENCY
Citizens who live close to nuclear plants will be informed regularly of risks and preventive
and security measures. In the case of installations located near national borders, the Local
Information Commissions will be extended to include representatives living in neighbouring
countries.
OTHER initiatives
CONTROL AND PENALTIES
The Nuclear Safety Authority will be given additional powers relating to the supervision and
imposition of penalties, including sanctions and fines based on the findings of a commission.
The aim is that operators should carry out the required safety work in the shortest possible
time.
DIVERSIFICATION OF ENERGY SOURCES
The bill makes provisions for diversifying energy sources to bring down the share of electricity
from nuclear to 50% by 2025. Installed nuclear capacity is capped at 63.2 GW (which represents current installed nuclear capacity).
 Share of electricity produced
The multi-year plan sets the share of electricity produced by each energy source (nuclear, hydrolic, biomass, fuels, gas, wind, photovoltaic, etc.) and a target to produce 40% of electricity
from renewable sources by 2030.
 EDF
EDF needs to devise its strategic plan to bring the company in line with the trajectory set by
the multi-year energy plan. This will be validated by EDF's Board of Directors and the government. Every year the operator will give a presentation before a parliamentary commission
detailing the implementation of its plan and the way it has contributed to the set objectives.

poor insulation is around €2,000. Through third-party funding,
they will be able to begin the necessary work without making
any advance payment and reduce their bill by €800.

reduced to €700.

Banking and Finance Conference on 23 June 2014 helped to mobilise banks and
financial players in order to support the efforts of the public sector.

S implification measures were presented to allow banks to increase the distribution
of zero rate loans.

T he European Investment Bank (EIB) has signed a new finance deal:
400 million euros for the renovation and modernisation of middle schools in France as part of
an overall package which is expected to reach 1 billion euros. This investment will enable the

of limited resources are essentially
composed of carbon (and hydrogen
for gas and oil). The combustion of
fossil fuels emits pollutants, including carbon dioxide (CO2).

A gas that absorbs the infrared
radiation emitted by the earth's
surface and contributes to heating
the planet.
PASSIVE HOUSE
This concept is designed to minimise heat loss from the building
and make the best use of solar
power. The reduction in energy bills
compared to a traditional house is
estimated at 80% or more.
positive-ENERGY-BUILDING
A building that produces more energy
(electricity, heat) than is consumed to
run it.
RENEWABLE ENERGIES
Renewable sources of energy are wind,
solar, geothermal, aerothermal, hydrothermal, marine and hydrolic power,
plus energy produced from biomass,
landfill gas, sewage gas and biogas.
They are inexhaustible and generate
very little pollution.
