Handicapped Singles
Saturday 4th February at Windsor
This is suitable for all players, with Knock Out Cup handicaps being
used as a base but adjusted as appropriate.
Junior Combination (Handicapped)
Friday 3rd March at Windsor
This is suitable for all juniors. Entrants are ranked & drawn into teams of 3
based on their known ability. In recent years, selected non-league juniors from
the coaching have been invited to enter.
Closed Championships

This is the highlight of our year, with play on 8 tables over 2 days.
There are events suitable for players of all standards.
Knock Out Cup Final
Tuesday, 2nd May, Brotherhood
All teams in the League will be automatically entered into this competition.
The First Round draw will consist of 12 teams from Division 3.

The League Rule states that in order to qualify, you need to have played in 33%
of the League (not Cup) games played by the team for which you are registered at
the closing date of entry for this event.
As a guideline, this is likely to be either 7 or 8 games.

TABLE TENNIS ENGLAND
LAWS OF TABLE TENNIS REMINDER
Players are advised that:
1) Only racket coverings that are currently authorised by the ITTF can be used.
The ITTF list of authorised racket coverings is published twice a year, covering
the periods 1st January to 30th June, and 1st July to 31st December. This list will
be held by the league secretary. It can also be found on the ITTF website.
2) A racket cannot be changed during the course of an individual match
unless it becomes accidentally damaged so badly that it is unusable.

MATCH PROCEDURE
1. Matches must start no later than 7.30 pm, especially when juniors are
involved. Knocking up after 7.30 pm is not permitted.
Your venue should be open, with the table ready for knocking-up by no later
than 7.15 pm.
We wish to draw attention to Rule 8(viii) with regard to claiming matches
for games which do not start at 7.30 pm.
Games should be played in the correct order shown on the scorecard.
However, there is no objection to a junior playing games early (out of order) if
it enables that junior to complete their games after Game 6 or Game 7
We expect senior players to remain until the end of the match, and not
leave after they have played their last game.
2. It is considered appropriate that an adult is present throughout the duration of
matches when the team consists entirely of younger juniors.
3. Players should dress suitably for playing sport. Predominantly white clothing
is not acceptable. If a yellow/orange ball is to be used, all players must be
notified in advance of the match.
4. Venues should be adequately heated, and comfortable for both players and
spectators.
5. Umpires must remain strictly neutral during games.
Coaching/advice may only be given to players between games.
6. It is the responsibility of the home team to provide refreshments
including a drink during (not after) the match.
Refreshment breaks should be limited to 10 minutes.
7. If there is more than one table at your venue, please remind players to have
respect for players in other matches, particularly with regard to interruptions
and noise levels between matches on your table, when play is continuing on
other tables. This does not mean total silence, but basically courtesy to other
players.

EXPEDITE
The expedite system shall come into operation if a game is unfinished after 10
minutes play, unless at least 18 points have been scored, or at any earlier time at
the request of both players/pairs.
If the ball is in play when the time limit is reached, play shall be interrupted by the
umpire & shall resume with service by the player who served in the rally which
was interrupted.
If the ball is not in play when the time limit is reached, play shall resume with
service by the player who received in the immediately preceding rally of the game.
Thereafter each player shall serve for one point in turn until the end of the game &
if the receiving player/pair make 13 good returns, the server shall lose the point.
Once introduced, the expedite system shall remain in operation for the remainder
of the match.
Once expedite is in operation, each return by the receiver of a rally shall be
counted aloud by someone other than the umpire, immediately after the ball has
been struck, leaving the umpire to decide whether the return is good.

-----------------------------------------------------------------------------------------WELFARE OFFICER
The League has a Welfare Officer whose main role is to deal with any issues
which may arise with regard to Child Protection.
This is the person to be approached should any issue arise, whether at coaching
or within the league generally.
Our Welfare Officer also takes on the role for which Welfare Officers have been
appointed in other sports, whereby she is the person to be contacted in cases of
serious illness or fatalities.

SERVICE
The committee strongly urge umpires to take a stronger stance on
serves to try and eliminate the number of players that still serve illegally.
No-one deliberately serves illegally but some players do so either because:
- they think their serves are legal and/or
- they don't know the current rules and/or
- they have always served that way & no-one has complained.
Please consider your serve - does it comply with what is stated below?
Should your best friend be telling you something? It is better to seek their
opinion, than come up against an umpire or opponent who is not happy
with your serve.
Below are a few simple guidelines which should be adopted by all players.
Before the ball is thrown up:
The hand should be still (not struck as you walk in to the table)
The hand should be basically flat (not fingers curled), fingers together, thumb free
The ball should be placed on the palm of the hand (not the fingers)
The bat and the ball should be above the table, & behind the end line
The ball is in play:
From the moment it is no longer in contact with the hand
Throwing the ball up:
It should be thrown up (not hit off the hand, nor the hand dropped)
It should be thrown up as near vertical as possible (not backwards on to the bat)
It should rise at least 16cm (agreed not measurable, but this makes it clear that it
has risen)
It should not be struck until it is descending (not hit on the way up, nor at the peak
of its trajectory)
It should be struck behind the end line (not over the table), or an imaginary
extension thereof.
From the time the ball is placed on the hand until the moment it is struck, the ball
must be visible to the opponent & the umpire at all times.
What the umpire can/should do if not satisfied with the service:
If the umpire is in doubt, he should interrupt play by calling a let. Then, on the first
occasion only, he can warn the server, but he can only warn once in a match. If
the umpire is sure the serve is not legal, or after one warning, he should interrupt
play by calling "fault" & award a point to the receiver.
In either instance, the umpire should informally indicate to the player what was
wrong with that particular service.

TIPS FOR TEAM SECRETARIES
1. Always try to turn up with a full team - use either reserves or guests if
necessary.
2. Start the match on time at 7.30 pm - this is especially important if
juniors are playing.
3. Before sending in the result card, make sure it’s completed correctly
and fully.
4. If anything of interest happens in the match, note it on the reverse of the
scorecard.
5. Send in the result card on time - preferably immediately after the match.
6. If you have to reschedule a match, follow the League Rules
(see rule 8(xi) or pages 26 and 27 of this Handbook for more information)
7. Keep your opponents informed of any changes they might need to know
about.
8. If a match isn’t played, tell the Press and Records Secretary at once.
9. Keep your team members informed about competitions and
tournaments.
10. If you have to change any details in the Handbook, inform the League
Secretary.
11. Read the League Rules - they’re all in the Handbook.

TABLE TENNIS ENGLAND PLAYER REGISTRATION
Please see league rule 6 and rule 7(iii).
Every player needs to be registered with Table Tennis England before they are
eligible to play. It is extremely important that Table Tennis England is kept up to
date with details as these will also be used for our records.
If any of your details have changed since last season, or change during the
season, please update your records with Table Tennis England and let the Hon.
Sec. know your new details as soon as possible.
------------------------------------------------------------------------------------------------------------BEFORE THE START OF THE SEASON:
All players must be registered with Table Tennis England and have paid their
annual subscription by 31st August.
This can be done most easily online at www.tabletennisengland.co.uk or via the phone on
0845 0500 388.
The committee reserves the right to void any matches played by any players not registered
with Table Tennis England at the time of playing.
TO REGISTER A NEW PLAYER DURING THE SEASON:
Inform the Press & Records Secretary of your intention to register a player at least 48
hours before the player plays first match – see league rule 6(i)
If the player is already registered with Table Tennis England via another League, advise
the Press & Records Secretary of the player’s individual membership number.
If the player is NOT already registered then the player MUST register with Table Tennis
England immediately. The fees for this season are £12 per senior, £6 per junior.

(1) Every player is allocated a grade between 1 (top player) and 17 (bottom player). Handicaps are allocated to
players for individual matches. Therefore, a player’s handicap may alter from match to match.
(2) Each player’s handicap is calculated by reference to the Grade Chart.
A player’s handicap will always be somewhere on the horizontal line equivalent to their grade. For example, a
grade 2 player will always be +1, 0, -1, -3, etc
(3) To calculate the handicap for each individual match: Player A moves along the horizontal line for their
grade until they reach the vertical column which is the equivalent of their opponent (Player B), The figure in that
square will be Player A’s handicap for that match. Player B then follows the same procedure: For example:grade 3 v grade 9 = - 8 v + 2
grade 7 v grade 11 = - 6 v + 1
grade 9 v grade 17 = -11 v + 2
(4) One player will always start on 0, or a plus handicap; their opponent will start on 0 or a minus handicap.
For example:grade 3 v grade 9 = - 8 (grade 3) v + 2 (grade 9). The match starts at 0 (for the grade 3 player) and +2 (for the
grade 9 player). When the grade 3 player reaches 8, he/she goes back to 0.
(5) For doubles: add the grades of the doubles pair together, then divide by two (all halves rounded down).
For example:grade 5 and 8 players play together = 13 divided by 2 = 6.5, rounded down to 6. Then apply the same
procedure for calculating handicaps as for singles.
(6) Service: when the handicap is retrieved, and one player goes back to “0”, if the aggregate score is an even
number (2-0, 4-0, 6-0 etc) the service changes over; if the aggregate score is an odd number (1-0, 3-0, 5-0 etc),
the player who was serving continues to serve.
(7) In the fifth game of a match where the players have not started level:
the players should change ends when the top player (player with the minus score) reaches + 5.

RESCHEDULING : FREQUENTLY ASKED QUESTIONS
The following gives general guidance only. The full rules are set out in
League Rule 8 (xi).
Can a match be played before the scheduled date of a match?
Yes - as long as both teams agree. There is no need to inform the P & R
Secretary.
What happens if the match can be played within 7 days after the
scheduled date?
As long as the result card is received by the P & R Secretary within 7 days
of the scheduled date, there is no need to reschedule.
If I am asked to reschedule a match, do I have to agree?
No. Rule 8 (xi)(b) states that matches may be postponed to a later date
“with the mutual agreement of both teams”. Often matches can be played
on the scheduled date by using a reserve (League Rule 13) or guest
player (Year-to-Year Rule 3).
When do rescheduled matches have to be played?
All rescheduled matches must be played within three calendar months of
the original date but by the last day of the season at the latest. This
season that date is Friday 28th April 2017.
What do I have to do if I want to reschedule a match?
The responsibility for all action lies with the Team Secretary requesting the
rescheduling. He/she must send a letter to the P & R Secretary within 7
days of the original date of the match. The letter must:
(a) state the new date of the match and
(b) be counter-signed by the opposing Team Secretary.

What if this doesn’t happen?
The match will be declared void with no points awarded to either side.
What if I agree to reschedule a match but do not hear from the
opposing Team Secretary?
Check with the opposing Team Secretary. But if you encounter problems
which you cannot resolve, cover yourself by claiming the match in writing the claim to be received by the P & R Secretary within 7 days of the
original date.
Can I send an e-mail instead of a letter?
Yes - provided that the e-mail is from both Team Secretaries.
How many matches can I reschedule?
A team may ask to reschedule up to two matches a season.
What about matches scheduled for Good Friday or Easter Monday?
These matches are out-with the usual rules. The P & R Secretary will
contact Team Secretaries separately about these matches.
What if the weather prevents a match being played?
Again, these matches are out-with the usual rules. Contact the P & R
Secretary as soon as possible.
What if I am still unsure about the rules?

DISPUTES AND DISCIPLINARY PROCEDURE
1)
COMPLAINTS AGAINST A VENUE/ PLAYING CONDITIONS.
a) A letter should be sent to the Hon. Secretary by a Team Secretary. This letter
should state precisely why the complainant considers they have cause for
complaint.
b) The Hon. Secretary will then write to the Secretary of the Club, against which
the complaint has been made, advising details of the complaint, & seeking the
views of the Club Secretary, who will be asked to respond by way of a letter.
c) It may be necessary for the Hon. Secretary to enter into further correspondence
with the parties concerned to attempt to clarify points upon which there is a conflict of
opinion.
d) The matter will then be discussed by the Management Committee. Both parties will
be advised by the Hon. Secretary of the Management Committee decision.
e) The Management Committee will have the right to order a match to be replayed if
in their opinion the playing conditions were unacceptable, & had a bearing upon the
result of the match.
2)
COMPLAINTS AGAINST THE BEHAVIOUR OF PERSONS AT A MATCH.
a) A letter should be sent to the Hon. Secretary by one or more individuals. The
letter should state precisely why the complainant considers they have cause for
complaint.
b) The Hon. Secretary will then write to the person(s) against whom the complaint
has been made, advising details of the complaint, & seeking the views of the
person(s) against whom the complaint has been made, who will be asked to respond
by way of letter.
c) It may be necessary for the Hon. Secretary to enter into further correspondence
with the parties concerned to attempt to clarify points upon which there is a conflict of
opinion.
d) The Hon. Secretary may also choose to contact other persons present at the
time, & request that they state their views of the complaint in a letter addressed to
the Hon. Secretary.
e) The matter will then be discussed by the Management Committee who may
choose to ask either party to be present at the meeting. Both parties will be advised
by the Hon. Secretary of the Management Committee decision, as will any other
parties involved.
3)
PROVEN COMPLAINTS.
a) It is not practical to set out a list of penalties for proven misdemeanours. Each
complaint will be considered individually, & so will the penalty if a penalty is
appropriate.
b) Any club or player who is unhappy with a decision or penalty imposed by the
League has the right of appeal to the Essex County Table Tennis Association. The
procedure for such an appeal is stated in the County Handbook, a copy of which is
obtainable from the Hon. Secretary.
c) The Officers/Management Committee of the League will not as a body or
individually accept any legal liability in respect of decisions which they make in their
role as Officers/Management Committee members of the League.

All players must be registered with Table Tennis England. The committee
reserves the right to void any matches played by any players not registered with
Table Tennis England at the time of playing.
When a team is short of one or more players, reserves or guests may be used. Reserves - see League Rule 13.
Guests - the purpose of using guests is to avoid loss of points - see 4 below.
Matches played by guests will not score.
A guest may be any player registered with the League, from any team in any
Division. However, they must not be playing in another match at the same time,
unless they are only participating in the doubles of another match.
Teams consisting of only two players shall have two points deducted from their
total. Teams consisting of only one player shall have four points deducted from
their total. Teams failing to arrive, or conceding a match, or deemed to be
responsible for a match not being played, shall be given a score of minus six for
the match. Any team known to be players short may use reserves / guests, as
referred to above.
Only approved adhesives may be used on rackets. The Hon. Secretary has a list
of what is approved. It is not permitted to glue up on the premises where a match
or competition is taking place.
Any team wishing to change any information in this Handbook which relates to
their team, must notify the Hon. Secretary, Press & Records Secretary & all team
secretaries in that division in writing. If this applies to a change of home night, two
weeks notice must be given before the change becomes effective.
IMPORTANT NOTE
As a result of an incident in the past, we have sought legal advice, and would
inform you as follows. Should a player incur an injury during the course of, or as
a result of, a match, it is understood that there can be no liability incurred by the
host club, the venue provider, or this League, given that the playing conditions
did not materially alter after the player chose to play in the conditions which
existed at the start of the match. Players are covered for accidents whilst
playing table tennis through their membership with Table Tennis England and
should contact Table Tennis England for further details.

LEAGUE RULES
TITLE AND STATUS
1. The League Competition shall be known as the Clacton & District Table Tennis
League & shall be affiliated to the Essex County & English Table Tennis Associations.
OBJECTS
2.
The objects of the League shall be:
(i) to promote the organisation of competitive table tennis within the area of Clactonon-Sea, Essex:
(ii) to provide opportunities for members to participate in tournaments & competitions
within the County & at National level:
(iii) to encourage young players to participate in the sport & improve their standard of
play.
PRESIDENTS AND VICE-PRESIDENTS
3.
(i) The President of the League shall be appointed at each Annual General Meeting
to hold office from the close of that Meeting until the close of the next Annual General
Meeting.
(ii) The Annual General Meeting shall have power to appoint as Vice-Presidents, to
hold office for life, such persons as the Meeting may decide.
OFFICERS, MATCH SECRETARIES AND COMMITTEE
4.
(i) The Officers of the League shall consist of the Chairman, Vice Chairman,
Honorary Secretary, Honorary Treasurer, Press & Records Secretary, Coaching Officer,
Tournament Officer, Development Officer (who shall act as County Representative) &
Minutes Secretary. Officers of the League shall normally be elected at the Annual General
Meeting (hereafter referred to as the "AGM").
(ii) Match Secretaries shall be appointed to organise Senior, Junior & Veteran
matches. If appropriate, there shall be separate Match Secretaries for each team.
(iii) Management of the League shall be vested in & exercised by a Management
Committee (hereafter referred to as "Mge Ctee") comprising of the Officers of the League,
& a maximum of five members elected at the AGM. All Mge Ctee members shall serve
once elected until the next AGM.
(iv) The Mge Ctee shall have power to appoint members as Officers, Match
Secretaries & Mge Ctee members when the positions are not filled at the AGM or on the
resignation during the season of elected members. Such appointees shall have full voting
rights as Mge Ctee members.
(v) The Mge Ctee shall have power to co-opt any member on to the Mge Ctee either
for the remainder of the season or for a specific meeting or for a specific item to be raised
at a meeting. Such co-opted members shall not have voting rights.
(vi) The Mge Ctee may appoint Sub-Committees from amongst members of the
League, so long as each Sub-Committee is headed by a Mge Ctee member.
(vii) The quorum for a Mge Ctee meeting shall be 5 voting members.

AFFILIATION OF CLUBS
5. (i) Affiliation to the League shall be open to clubs whose headquarters lie within 10
miles of the Town Hall, Clacton-on-Sea. Application from clubs outside the 10 mile limit
may be accepted at the discretion of the Mge Ctee.
(ii) Application for affiliation to the League shall be made on the form obtainable from
the Honorary Secretary & shall state the teams to be entered in the League
Championships in order of strength.
REGISTRATION OF PLAYERS
6.
(i) Players shall be registered with the Press & Records Secretary at least 48 hours
before becoming eligible to participate in activities of the League for that season; provided
that registration shall be available only to bona fide members of affiliated clubs.
Registration is not effective until the player has also registered with the English Table
Tennis Association and paid the appropriate fee.
(ii) Each player shall be registered as a member of the team he is to represent & shall
not, except in accordance with Rules 12 & 13 below, be eligible to represent any other
team during that season. This Rule may be waived at the discretion of the Mge Ctee in
respect of players whose team has been disbanded during the season.
(iii) Games played by players not eligible under Rule 6(i), 6(ii), 12 or 13 shall be
forfeited & the Mge Ctee shall have power to impose on the club concerned such penalty
as it may decide.
SUBSCRIPTIONS
7.
(i) Annual subscriptions shall be decided at each year's AGM.
(ii) Club affiliation fees shall be accompanied by an application form, duly completed
& delivered to the Honorary Secretary on or before the date which shall be notified in each
season. Any club not complying with this Rule may be ineligible for affiliation to the
League in that season, provided that the Mge Ctee shall have power to vary application of
this Rule in the exceptional case.
(iii) Player registration fees shall be made directly to the English Table Tennis
Association, in default of which any games played by the person concerned may, at the
discretion of the Mge Ctee, be forfeited.
LEAGUE CHAMPIONSHIPS
8. (i) The League shall conduct team championships in such divisions of the League as
the Mge Ctee may decide.
(ii) The method of play shall be as stated in these Rules. All other arrangements of
League Championship matches shall be decided by the Mge Ctee.
(iii) Teams shall consist of 3 players, each of whom shall play 3 singles. There will also
be one doubles. Additional registered players may play in the doubles, but each team has
the right to ask their opponents to nominate their doubles pair at the start of the evening.
No player shall be allowed to play in more than one League match on the same night.
(iv) One point shall be gained for each set won by both match winners & losers.
A successful claimant will thus be awarded 10 points.
(v) The position of teams within any division shall be decided by the following
criteria:- points won; matches won; least matches lost, the aggregate points scored by the
teams in matches between them. Should two or more teams still finish equal, a play off or
play offs shall be arranged by the Mge Ctee if it is deemed relevant.

(vi) Matches may only be played at venues which have been approved by the Mge
Ctee. If necessary, venues may be re-assessed. Alternative unapproved rooms within the
same premises cannot be used without prior approval.
(vii) Teams shall play one match at a venue named by them & one match at a venue
named by the opposing team, except that teams entered by clubs outside the 10 mile
radius specified in Rule 5(i) shall, unless agreement has been reached to the contrary, play
both matches within 10 miles of the Town Hall, Clacton-on-Sea; provided that the
application of this Rule may be varied by mutual agreement between the teams concerned;
provided further that teams including players aged under 18 years shall not be compelled
against the wishes of their team, to play on licensed premises.
(viii) If a team has no player ready to start play at 7.30 pm, the opposition may choose
to claim the first set printed on the scorecard. If a second player is not ready to commence
play at 7.45 pm, the opposition may choose to claim the second set printed on the
scorecard. If a third player is not ready to commence play by 8 pm, the opposition may
choose to claim the third set printed on the scorecard. All such claims must be made &
recorded on the scorecard within 5 minutes of the time stated. If by 8 pm a team has no
player ready to play the opposition may choose to claim the match. In those instances
when a player arrives late, they shall be entitled to play their remaining sets & partake in
the doubles, but this will not apply if all possible sets have been played before the player
arrives. If the venue is not available for play to commence at the times stated above, the
opposition may choose to claim in the same manner.
(ix) All matches between teams in the same club shall be played, & the result card
received by the Press & Records Secretary, at least two weeks before the last scheduled
playing date of the season, the date applicable to be notified at the start of the season.
Failure to comply with this Rule shall result in the match being counted as void, with no
points awarded to either team.
(x) Match result cards, which must be completed in detail, must reach the Press &
Records Secretary, or his appointed representative, as named at the commencement of
the playing season, within 7 days of the scheduled date of the match, except as stated in
Rule 8 (ix). This is the responsibility of the home team captain, whose team will lose a point
automatically if this does not happen - unless the match has been re-scheduled or not
played. Subject to compliance with Rule 8(ix), matches may otherwise only be rescheduled in accordance with Rule 8(xi). If the match is not played, the non-offending team
must claim the match in writing within 7 days of the scheduled date. Failure to do so will
result in no points being awarded to either team. Special guidance will be given at the start
of the season with regard to matches scheduled for Good Friday & Easter Monday.
(xi) Matches may be re-scheduled in the following circumstances:
(a) by being brought forward with the mutual agreement of both teams.
(b) by being postponed to a later date, with the mutual agreement of both teams.
In this event, the team secretary requesting the re-arrangement must provide written
confirmation, counter-signed by the opposing team secretary, to the Press & Records
Secretary, to be received within 7 days of the scheduled date of the match. The written
confirmation must state the revised date of the match, which will then become the new
scheduled date. The provisions of Rule 8(x) then apply.
All matches rescheduled under this paragraph must be played within three calendar
months of the original scheduled date but before the scheduled end of the playing season
at the latest. No team may request a re-arrangement under this sub-paragraph on more
than two occasions each season. Rule 8(ix) cannot be superseded.

(c) in the event of adverse weather conditions, and matches scheduled to be played
on December 31st, January 1st, Good Friday and Easter Monday by agreement with the
Press & Records Secretary, such agreement to be made within 7 days of the scheduled
date of the match. The revised date of the match will become the new scheduled date &
the provisions of Rule 8(x) will then apply.
TOURNAMENTS AND OTHER COMPETITIONS
9. (i) The Mge Ctee shall have power to conduct such tournaments, championships &
other competitions as it may decide & shall be responsible for all necessary arrangements.
(ii) Entry in competition for events organised for individuals or pairs shall be open,
subject to payment of entry fees as may be decided by the Mge Ctee, to any registered
player in the League who has, for one team or another, played in singles (not doubles) of
matches at least 25% of the total League (not Cup) games played by the team for which he
is registered, at the closing date of entry for that event. In respect of the Closed
Championships, the qualification shall be at least 33%. This Rule may be waived by the
Mge Ctee in respect of junior events or in other exceptional circumstances.
TROPHIES
10. (i) All perpetual trophies, presented to clubs, teams or individuals, remain the
property of the League & shall be returned to the Honorary Secretary on demand.
(ii) The Bob Phillips Trophy shall be awarded to a player or officer of the League for
services to the sport locally. The Mge Ctee shall decide who is to receive the award each
season.
RULES AND CONDITIONS OF PLAY
11. (i) All matches shall be played in accordance with the Laws of Table Tennis, and in
accordance with those Regulations which the League chooses to apply.
(ii) All matters relating to Rules for the forthcoming season shall be decided by the
Mge Ctee, who shall notify all team secretaries of such Rules before commencement of the
season.
(iii) Umpires for matches & games played under these Rules shall be mutually agreed
between the players or teams concerned, provided that:(a) in the event of a dispute, an umpire shall be chosen by the visiting player.
(b) the Mge Ctee shall have power to make such alternative arrangements as it
may consider necessary.
TRANSFERS BETWEEN CLUBS
12. Application for a transfer between clubs shall be made to the Mge Ctee, who will have
the final decision as to whether or not to grant the transfer.

RESERVES AND TRANSFERS WITHIN A CLUB
13. (i)
Teams may call upon reserves only with the following provisions:
(a) the reserve is already registered with the League as a member of the same
club,
and
(b) the reserve has not previously within the same season acted as a reserve,
whether for that or any other team, on more than four occasions in all, and
(c) the team for which the reserve is registered is in a lower division than the team
for which he is to act as a reserve, and
(d) the reserve is not playing in another match at the same time unless they are only
participating in the doubles of their own match.
(ii) A player shall retain his original registration throughout the season except:(a) at the written request of the Club Secretary that the player be registered for
a team in a higher division - or (b) as provided under Rule 13(i)(b), when he shall be deemed to be registered
for the team for which he has played five games. In the event that his five games played
as a reserve have been for two or more teams, the Club Secretary must state for which
team the player should now be registered.
(iii) At the written request of the Club Secretary, the Mge Ctee may, in exceptional
circumstances, agree to the transfer of a player to a team in the same, or lower, Division.
(iv) In Cup competitions, a player shall only play for the team for whom he is registered
so long as that team remains in the competition. Thereafter he shall be permitted to play
for a higher team, but not in the same round of the competition, & only after prior
notification to the Press & Records Secretary in order that he may be re-handicapped if
appropriate. Any games played as reserve shall count as matches played in accordance
with Rules 13(i) & 13(ii).
ANNUAL GENERAL MEETING AND EXTRAORDINARY GENERAL MEETING
14. (i) The AGM shall be held after the AGM of the Essex County Table Tennis
Association & by the end of June in each year. It shall consist of the President, Vice
Presidents, Officers, Match Secretaries & all current registered League players & Officers
of affiliated clubs.
(ii) The Mge Ctee may at any time, & the Honorary Secretary shall on receipt of a
requisition duly signed by the Secretaries of not less than one half of the affiliated clubs at
that time participating in the League & specifying the business to be discussed, convene
an Extraordinary General Meeting of the League, consisting as in Rule 14(i).
(iii) The Honorary Secretary shall give to the President, Vice Presidents, Officers,
Match Secretaries & Mge Ctee, & the Secretary of each affiliated club, 14 days notice of
the date, time & location of the proposed General Meeting.
(iv) The chair at a General Meeting shall be taken by the Chairman, or in the
Chairman's absence, by the Vice Chairman or, in the absence of both, by such
other person as the Meeting may decide.
(v) All current registered players, and any Officer of the League who is not a current
registered player, shall be entitled to vote at a General Meeting. For the purposes of this
Rule, a current registered player is a player registered under Rule 6(i) and the registration
shall be deemed current up to the Fees Meeting for the following season. The Chairman of
the Meeting shall not be entitled to vote unless there is equality of votes, in which case he
shall have a casting vote.

(vi) All votes shall be made by a show of hands, unless the Chairman determines that
a secret ballot shall be held. A secret ballot shall also be held when the majority of those
attending the meeting, so request.
(vii) No person present at a General Meeting shall have power to vote on any issue
relating specifically to a club of which he is a member. In the event of any dispute on the
interpretation of this Rule, the Chairman shall determine whether a person shall have
power to vote.
(viii) The Honorary Treasurer shall present at each AGM a balance sheet, together
with a report thereon by the Honorary Auditor(s) appointed for this purpose at the
preceding AGM, showing the financial position of the League at the close of the preceding
financial year.
FINANCIAL YEAR
15. (i) The financial year of the League shall commence on the first day of May in each
year & end on the thirtieth day of April following.
(ii) The Mge Ctee shall be permitted to raise funds for the League by way of
sponsorship & to make commitments to sponsors on behalf of the League.
(iii) Any person using or occupying a motor vehicle on League business is not covered
in any respect by League insurance, & does so at their own risk.
TRUSTEES
16. (i) The Trustees of the League shall consist of the President, Chairman, Honorary
Secretary & Honorary Treasurer for the time being.
(ii) All monies subscribed or paid to & all property acquired or owned by the League
shall be vested in the Trustees for the time being.
INTERPRETATIONS AND DISPUTES
17. (i) Any question arising from or not provided for by these Rules shall be referred to
the Mge Ctee whose decision shall be final.
(ii) Any player or club shall have the right of appeal to the Essex County Table Tennis
Association should they feel unable to accept a Mge Ctee decision. (Procedure in such
cases is given in the County Handbook).
RULE CHANGES
18. No alteration, amendment, revocation of or addition to these Rules shall be made,
except by resolution passed by at least two thirds of those present & voting at a General
Meeting of the League provided that notice of such alteration, amendment, revocation or
addition shall be delivered to the Honorary Secretary not later than one calendar month,
before the date set for the AGM & that the said changes will be circulated to all Club
Secretaries prior to the AGM.
