• Regional BPLS Coordination Committee in most of the
regions are organized w/ DTI and DILG as coconvenors
• Conducted the “Smarting the Regional BPLS Action
Plans” last Feb. 24-25, 2010

• Big number of 2010 LGUs were not able to
streamline their processes based on standards
• Low “buy-in” for streamlining
• Lack of BPLS advocacy programs
• Presence of existing system being used
(above/below standard)
• Conflicting BPLS regulatory policies of involved
agencies
• Lack of competent and capacitated Coach
