Appeals Process Overview
Students who received a Round One match are expected to attend that school in the fall, unless they are admitted off of a waitlist for
one of their higher-ranked choices.
If family or student circumstances have changed since the application was submitted and the match is no longer viable or appropriate,
families may submit an appeal. By appealing, a family is requesting to give up their matched seat and enter a Round Two application,
as follows:
• If the appeal is granted, the student will not have the option of attending the school to which (s)he was matched in Round One
• Families can appeal online at www.newarkenrolls.org or on paper by submitting this form to 2 Cedar Street, Room 918
• Appeals will be reviewed and granted by a committee consisting of District and Charter staff members. Families will be notified of
appeals results in May, prior to Round Two opening
• The student will instead be able to enter a Round Two application for schools with space available. It is unlikely that a school that
reached capacity in Round One will appear on the Round Two application. Round Two will begin in late May
Families of students with IEPs who wish to discuss services should speak with their Child Study Team. Families of English Language
Learner students who wish to discuss services should speak with the Bilingual Needs Assessment Team at their current or match
school. The appeals committee will not be making Special Education or ELL decisions.

How were students matched to schools?
The matching process aimed to match every student to his or her first-choice school. When there were more applicants than seats
available, priority was given to students with certain characteristics: for example, priority for most seats was given to students living
in a school’s geographical area. When there were still too many applicants, a random number was used to determine which students received the seats. This policy was applied to all charter and district schools, with the exception of district magnet schools.
When magnet schools had more applicants than seats available, the Principal ranked all applicants and those rankings were used
to determine which Newark students received the seats.
Why wasn’t my child matched to his or her first-choice school?
The only reason that a student did not receive his or her first choice is because that school had more applicants than seats
available – sometimes up to one thousand more. When a student was not matched with his or her first-choice school, the matching
process attempted to match a student with his or her next choice that had available space.
How can I appeal my match?
Students who received a Round One match are expected to attend that school in the fall.

• If the appeal is granted, the student will not have the option of attending the school to which (s)he was matched in Round One

My family moved since completing our application. What should we do?
If you still live in Newark and would still like to attend your match school, you are welcome – and in fact encouraged – to do so!
If you moved outside of Newark, you will need to give up your match seat. If there are still seats available after Round Two ends, you
may be eligible for a seat, but you will need to pay out-of-district tuition.
If your match school now presents a travel hardship, you may appeal your match using the process described above. If your appeal is
granted, you will be able to enter Round Two and select from schools with available seats that are closer to your new home.
How and where can I register?
You can register at your match school. Specific dates and times are listed in your match letter. You may also call your match school for
more information.
Who can apply during Round Two?
The following students may apply during Round Two:
• Students who did not apply during Round One
• Students who applied during Round One but did not receive a match
• Students who applied during Round One, received a match, submitted an appeal, and had that appeal granted
Students who received a Round One match will not be able to apply during Round Two unless they had an appeal granted. If these
students submit an application, it will not be processed.
How can I apply for Round Two? (Eligible students only – see above)
If you are eligible for Round Two, you may apply online at www.newarkenrolls.org or using a paper application. Families who apply
online may use the same account they created during Round One, or they may create a new account if they have not yet created one.
Families who prefer to apply on paper may pick up a paper application at any participating school or 2 Cedar St., Room 918.
ROUND ONE SUMMARY STATISTICS
We’re happy to share that 88 percent of Newark applicants were matched to a school, 86 percent of students matched to new
schools received one of their top 3 choices, 95 percent of students matched to new schools received one of their top 5 choices,
and 12 percent received "no match" (generally because families ranked a handful of schools with limited and highly sought after
seats). We are dedicated to supporting all families in their pursuit to have excellent school options, no matter the outcome of this
first round.
