Draft Healthy Weight Strategy
1. The Draft Salford Healthy Weight Strategy
1.1. In June 2008, the partnership agreed to support the development of a Healthy
Weight Strategy in response to the growing problem of Overweight and Obesity in
Salford.
1.2. This paper includes the draft strategy and outlines the future process for
developing the implementation plans
1.3. The draft strategy outlines key aspects of the obesity agenda including:
 Definitions for key terms
 The impacts of Obesity Nationally for Salford and for the individual
 The key contributory factors to the rising tide of obesity
 The key recommendations from the National Institute for Health & Clinical
Excellence
 Describes some of the local interventions which have been or are currently
operating in Salford
 Identifies key gaps in current delivery
 Makes recommendations to inform future planning
 Outlines a range of key policy objectives based on the gap analysis and
NIHCE recommendations

The document adopts a high level approach providing an overview and strategic
level objectives but not the detailed implementation plan. The final phase of the
healthy weight strategy development process will be to produce an implementation
plan in response to the draft document.
1.4
The presentation of the current document reflects its draft nature and is deliberately
adopted to identify to partners the very real opportunity they now have to shape the
content and appearance of both the strategy and the action plans
1.5
Consultation with PCT/City Council employees and members of the public is
currently underway to develop a vision section for the final document
2. Next Steps
2.1. The obesity issue presents a significant delivery challenge as described in the in
causative factors section of the strategy. Therefore a slightly unusual approach to
developing and agreeing the action plans to complement the strategy is intended.
2.2. The final (next) phase will be to invite partner agencies to:
 Comment on the draft document it’s self and suggest amendments and/or
additions.
 Develop an agency specific response to the objectives using the guidance
document and support from the Public Health team.

Whilst all partners will be offered some level of support from the Public
Health team to develop their response; the PCT & City Council because of
the critical roles they will play will be offered additional support from an
external consultant. This will provide both support and challenge to ensure
the implementation plans reflect the necessary ambition to deliver the
reductions in obesity and establish healthy weight as the norm for Salford.
2.3. It is anticipated that this approach will build greater ownership of the
implementation plans and allow partner agencies to cost and agree their proposals
internally before they are assimilated into a partnership implementation plan for
the strategy.
2.4. The outline time plan for developing the implementation plan is:

Mid December the draft strategy will be sent out to partners with a covering letter
and template for use in developing their response.

By the end of the second week in March, ALL partners will be challenged to
develop their action plans and agree their proposals internally eg for the PCT by
the Trust Board or for City Council at Cabinet level before they are submitted to be
compiled for the final implementation plan.

By mid April a final document which will comprise the revised strategy document
with its accompanying detailed implementation plan will be returned to the SSP
Executive for final approval

13th May the final document will be launched at an Obesity summit for Salford.
3.
Recommendations
The SSP Executive are requested to:
 Endorse draft strategy for release to be sent out to all members of the Strategic
Partnership board with a request for them to respond by Mid March
 Agree that this should be sent out to partners by the Chair of the partnership with a
covering letter and response template for their action plan
 Endorse the process for developing the implementation plan and final strategy as set
out above
