SPECIAL REPORT ISSUE 02 Date released: 27 May 2017 at 1600hrs Disaster Management Centre GLIDE # : FL-2017-000057-LKA | May 2017 Ministry of Disaster Management The Southwest monsoon has established over the country bringing in heavy rainfall since 25 May 2017 to South, South-western and Western regions. Flooding was caused due to intensive rain received on 25th and 26th of May 2017 (i.e 553mm in Kukuleganga, in Kalutara followed by 495.5 in Weeraketiya and 348mm in Ratnapura) ESTIMATED FLOOD RISK BASED ON HISTORICAL DATA Kandy Gampaha Kegalle NuwaraEliya Colombo a Ratnapura Kalutara Galle Matara Hambantota HIGHLIGHTS 230,571 56,529 People affected Families affected 119 Safty shelters in 7 Districts 100 Deaths 91 People missing 34 Injured 27,054 Individuals in shelters 5,440 Families in shelters Adverse weather conditions affecting 230,571 individuals of 56,529 families in 14 districts (Ratnapura, Kalutara, Galle, Hambantota, Kegalle, Gampaha, Matara, Trincomalee, Batticaloa, Colombo, Mulaitivu, Vavuniya, Kandy, Matale) Five major river basins (Kalani, Kalu, Gin, Nilwala and Attanagalu) are flooded in several places. Latest update of the Department of Irrigation shows flood levels in Baddegama, Putupaula are still rising and readings at all other upstream river gauges show receding water levels. Flood level in Nagalagam street of the Kelani river basin still remains at minor flood level. Met services has advised that rain will “continue” until first week of June. Thus monsoonal rains and windy conditions will continue over South-western areas. Within the past 24 hrs; fairly heavy showers reported in Sabaragamuwa areas (Ratnapura - 69.5 mm). Landslide rescue and relief efforts have hindered due to the continuation of rain. Fairly strong winds at times (up to 60-70 kmph) can be expected in sea areas off the coast extending from Kankasanturei to Galle. The Met department has advised the naval and fishing communities to be vigilant during next 48 hrs. District and divisional administration services are actively engaged in the response & relief operation at local level with the support of Disaster Management Coordination units Tri-forces and Police are conducting Search and Rescue operations in the affected areas. SL Air Force has deployed 6 MI-17 and 3 Bell 212, 2 Bell 412 choppers in Molkawa, Pahiyangala, Bulathsinhala, Neluwa, Hiniduma areas. So far they have rescued 25 stranded people, while SL Navy has deployed 44 teams in Galle, Hambantota, Matara, Kalutara, Colombo, Ratnapura and Gampaha districts for rescues efforts and so far rescued 1,261 people. SL Army has deployed 1,028 personnel affected areas for search and rescue operations Power outage reported in Ratnapura, Eheliyagoda, Kahawatta, Embilipitiya, Ruwanwella, Avissawella, Bulathsinhala areas following feeders switched off as a safety measure. OVERVIEW Tri-Forces and Police mobilized in these areas currently conducting Search and Rescue and evacuations (in Galle, Kalutara, Matara and Hambantota districts). Letter sent to all districts on 24th May alerting possible flash flood risks to Gin River (Galle), Kalu River (Ratnapura to Kalutara), Nilwala River (Matara) and Kelani River (Colombo) and to pay special attention to cutting failures and landslides in the areas. The letter also requests the district DMCs to keep all search and rescue teams on standby and to create awareness among the public on threats related to lightning. NBRO alerted 10 high landslide risk Districts requesting people to be vigilant Southern and Sabaragamuwa Provinces were alerted through print and electronic media for possible emergency situation 24th May: Navy removed sand bund constructed across the Kelani river at Ambatale water intake by National Water Supply and Drainage Board to ease the heavy water flow. HUMANITARIAN NEEDS All the relevant officials are conducting operations on the ground and Tri-Forces conducting Search and Rescue. Humanitarian requirement has been estimated based on the information received from the DMC & NDRSC.
