MINUTES OF THE
FEDERATION FOOTBALL CLUBS and WAIBOP PRE SEASON MEETING
Held on Wednesday 15th March
At Matamata Swifts clubrooms, Matamata 6.30pm
Present: Karyn Walters (WaiBOP), Graeme Blake (WaiBOP), Ken Cresswell (WaiBOP), Dwayne Barlow

Welcome and Introduction: Karyn thanked all for attending and Matamata Swifts for opening their
clubrooms.
Regulations: WaiBOP Football Regulations 2017 have been sent to clubs and are on the WaiBOP
website (About =>> Resources & Downloads =>> Regulations 2017). The Senior regulations are
appendix 1 on page 17. Very few changes from 2016.
In response to questions raised - the age restrictions for the U14 Federation League? This league is
for 13 and 14 year-olds (born 2003 & 2004). 12 year-olds (born 2005) should be playing in the
Federation 12th Grade League.
The colour of tape on socks - this must be the same colour as the sock. Red tape is okay for maroon
socks if the whole team is wearing red tape.
Player Registration and Clearances: Player registrations are progressing well. Players must register
for your club before you request a clearance.
ITC: There haven’t been many ITC’s requested so far. Karyn highlighted that ITC’s can’t be held up for
outstanding money, this has been communicated to clubs.
Team Cards: Karyn reminded clubs of the [email protected] email address for team cards.
Team cards were available for clubs to take with them.
GoalNet: - Team Sheets which include the player’s names, national number, shirt number and
position can be printed from GoalNet (see attached instructions).
- All players must be registered in GoalNet for the current season via the online form, and clearance
requests finalised, prior to them taking the field.
- Coaches are also required to register via the club’s online registration form this season.
- The quickest and easiest way to get your returning players re-registered for the season is via the
Member Renewal option in GoalNet (see attached instructions) – Note: You cannot use the Member
Renewal option if you offer a family discount.
- All players must be assigned to teams prior to the start of the season (instructions attached).
Playing Dates: Nothing has changed from the calendar that was produced at the end of last season.
This season the Women’s Knockout Cup dates are spread throughout the season like the Men’s
Knockout Cup.
If clubs change a fixture, please ensure you involve Karyn in the process at some stage. Think twice
before postponing a fixture at the start of the season as we generally run out of days with bad
weather, ground closures etc. Ensure you set a rescheduled date when arranging the postponement.
A question was asked about the affiliation fees due date. Affiliation fees can be paid in two halves 50% by 20 April 2017 and the remaining 50% by 20 May 2017. The calendar will be updated.
U14/U16 Boys Leagues: A question was asked about field dimensions for the U14 League. This
information is in the Regulations, the minimum size is 80m x 45m and the maximum is 90m x 55m.
U16 Girls League: WaiBOP is confident this league will proceed, but until team registration closes
we’re unable to confirm this 100%. WaiBOP Women’s Football Development Officer Jaz Quilligan has
been promoting Girls Only Leagues very hard to help provide pathways for girls and a link between
junior and senior football.
Men’s Leagues: These competitions will consist of two 12 team leagues this season. It is unfortunate
that some clubs had to withdraw this year, some at a very late stage, but it is great we’re able to
maintain two 12 team leagues. WaiBOP asked clubs to please monitor Facebook posts and ensure
they don’t breach the NZ Football Code of Conduct.
In the Premiership and Championship, where possible we have tried to mirror games for those clubs
who have teams in both leagues.
Women’s League: In the inaugural season last year there was a seven-team league. This year, after
starting with eight teams, this has now dwindled to five teams, which is not enough to run a
competition. Cambridge is currently considering moving into this league and will advise WaiBOP on
Thursday. If we can get six teams, then we will run a six-team league.
Concern was raised from the floor at the lack of buy-in from clubs to this league, which is the
flagship competition for women’s football in the Federation. For the good of the game it would be
great if clubs could work together to make this league happen.
A special meeting was mooted to discuss –
• Women’s football
• What has happened so that we’re now in this situation
• To try and ensure the league continues, if not this year, then at the least next year
Media Requirements: Dwayne Barlow, WaiBOP Communications Manager, presented the attached
2017 Media Requirements guide. Dwayne highlighted to clubs the importance of ensuring they
comply with the requirements in the guide.
Referees: WaiBOP currently has 90 referees registered for the season with some still to register. This
is about 90% of last year. WaiBOP has employed Mark Hester in a fulltime role as Referee
Development Manager. Regarding coverage - Men’s Premiership: 3 point control; Men’s
Championship: Ideally 3 point control; Women’s Premiership: 1 point control and will endeavor to
have at least 1 assistant; Federation Youth Leagues and 12th Grade League: Endeavour to have 1
point control but can’t guarantee; Local Leagues: Priority will be 1 point control but this depends on
resourcing. Mark emphasized that it is not just about the number of referees, but also about the
level of referee and their capability of working at that level. Mark will be focusing on retention and
improving the quality of our referees. Help from teams and clubs in this would be appreciated.
