WILLOW OAKS CLUB RULES
The Club facilities are for the use and enjoyment of
the club members, their families and guests only. A
member must accompany guests, unless advance
arrangements have been made with Club
Management. Members are responsible for the
conduct and appropriate attire of their guests.

CLUBHOUSE RULES
HOURS OF OPERATION
Clubhouse facility opens at 8:00 AM Tuesday through Sunday.
The Clubhouse is closed on Monday unless otherwise noted by bulletin or by posted
notice.
The Club Business Office is open Monday through Friday, 9:00 AM to 5:00 PM
1. All food and beverages consumed on the Club premises must be purchased from the
Club. Exceptions can be made at the discretion of the Club Management.
2. The sale and consumption of alcoholic beverages to persons under the age of 21 years
is not permitted. It is the policy of Willow Oaks Country Club that the responsibility
for the conduct of each member, his/her family and guests, with the respect to the
consumption of alcoholic beverages at the Club, lies with the member and is and will
not be assumed by the Club. The Board of Directors and Management has instructed
each of the club’s employees who serve alcoholic beverages to refuse to serve alcohol
to any person if in the employees unrestricted judgment enough alcohol has been
consumed in a given period of time as to create a liability for the Club or its
members; or if the server has determined that the individual is under the age of 21.
Any server may ask to see the proper identification of any person who they believe
may be under the age of 21.
3. Club members may reserve clubhouse facilities for private functions. Non-members
may reserve the use of the facilities if a club member sponsors them. The club
member assumes responsibility for the non-member. In addition to the applicable
food, beverage and other charges for a party, there will be a set-up charge depending
on the room reserved. This set-up charge will be waived if a club member is the host
of the party and he/she will be paying directly for all charges incurred without
reimbursement from any other party.
4. The club management must approve decorations and/or entertainment used for private
or club functions. Decorations belonging to the Club are not to be removed from the
Club.
5. Members, guests and visitors are prohibited from carrying on his/her person or
displaying any weapon while on Willow Oaks property. This includes, but is not
limited to, a gun or fixed blade knife or any other instrument whose purpose is to
inflict bodily harm. Police Officers in uniform may carry a weapon. Police Officers
not in uniform and not on duty while at the Club may carry a weapon, but the weapon
may not be in public view. Recognizing that many items may be used as a weapon,
anyone approaching another person in a physically threatening matter, whether with a
weapon or not, will be reported to the Board of Directors for possible disciplinary
action. Incidents that involve violence or a weapon will result in immediate
suspension until a special committee appointed by the Club President holds an
inquiry.

6. Members and their guests may not be in bathing attire, workout or running attire, tee
shirts and tank tops while in the clubhouse or on the patio. Individuals wearing this
type of attire must wear the appropriate cover-up or warm-up when not at the pool or
using exercise facilities. Shoes are required in the clubhouse, tennis and golf shops.
Members must use the locker rooms for changing clothes. Changing from street
shoes to golf shoes is permitted outside of the locker rooms.
7. Males under the age of 18 are not permitted in the Men’s Grill unless accompanied by
an adult member. Males under the age of 13 are not permitted in the Men’s Grill at
any time. Members and guests under the age of 21 are not allowed in the Oak Lounge
without special permission.
8. Cash sales are permitted only in the pool snack bar and for merchandise and lessons
in the Golf or Tennis pro shops.
9. While club members are welcome in the main kitchen during the appropriate times,
they must have permission and be accompanied by a club manager. The manager has
total discretion as to when the appropriate times are and for what purpose a member
may wish to go into the kitchen.
10. The operation and parking of automobiles and other vehicles on Club property shall
conform to established regulations that are identified by signs, pavement markers or
other appropriate methods. Parking is limited to specific parking areas, except on
special occasions when other temporary areas may be designated. Maintain speed at
the posted speed limit.
11. Member walkers and joggers are permitted on the golf course on Mondays after 8:00
AM and before dusk or on Tuesday through Friday before 8:00AM or whenever golf
play begins. Animals are not permitted on Willow Oaks premises, excluding
assistance animals.
12. Rules for Wireless Devices:

Above all, use of common sense, courtesy, and respect for other members is
expected.

Portable electronic devices and/cell phones/smart phones should be placed on
silent or vibrate mode while on Club property.

Phone calls are allowed only in restricted areas of the Clubhouse:
o In the Clubhouse phone calls can be made or received in the telephone
desk area by the grandfather clock (Old House) and at the front entry
foyer, in locker rooms, and in the Men’s Grill.
o Outside the Main Clubhouse phone calls are permitted, but are not
permitted in outdoor member dining areas.
o Members are urged to be brief and to use low voice tone.

Wireless devices are permitted in dining areas. Members are asked to use
discretion when using Portable Electronic Devices for texting or emailing.
Laptops or IPads may be used on silent mode.

Children are discouraged from using gaming devices in dining areas.
12. If you have a complaint, criticism or suggestion, it would be helpful if you would put
it in writing addressed to the management, a committee chairperson or the Board of
Directors. Your thoughts in writing will facilitate a more timely response.
13. Violation of these or any Club rules may result in the suspension or termination of
membership, pursuant to the appropriate measures as detailed in the Club Bylaws.

1. Section XI: Dress Code Policy: Members, their dependents, and their guests are
required to conform to the dress code policy of the Club. Country Club Casual is the
standard. Country Club casual is defined as a collared sport shirt and slacks for men,
jacket optional. Country Club denim is permitted at Willow Oaks Country club
unless otherwise advertised for a special Club function, except on the golf course,
tennis courts, driving range, or in the golf pro shop. Country Club denim is defined
as neat, properly sized, in excellent condition, and consistent in color.
2. Cash gratuities, while not required or expected, are totally voluntary. Club
employees are fully compensated by the Club through your dues.
3. Members must include their correct account number when signing charge tickets. A
printed or legible signature would be appreciated. You can get receipts along with
your digital monthly statement.
4. Cigarette smoking is not permitted in any building of the Club. Cigarette
smoking is permitted on the Men’s Grill Deck and where ash trays or cigarette
disposal containers are provided.
FORMAL DINING ROOM AND LOUNGE AND OLD HOUSE
The Formal Dining Room and Lounge are available to members and their sponsored
guests for private parties and meetings. Arrangements must be made through the
Banquet office 228-4137.
Member parties, dinners, dances and holiday functions are held throughout the year.
Details for these events appear in the monthly newsletter and in flyers and posters around
the Club. Attire is designated for each event. If attire is not designated, the dress code
for the River Dining Room and River Lounge is as follows: Memorial Day to Labor
Day—Country Club attire, which is defined as collared sport shirt and slacks for men,
jacket is optional. Bathing suits, workout and running shorts, tee shirts, tank tops, jeans,
shorts, warm-ups and sports caps are not permitted. Country Club denim is not permitted
in the formal dining areas of the Clubhouse.

WILLOW OAKS CHILDREN
For safety concerns and the enjoyment of all of our members and their guests, it is very
important that children be under the direct supervision of a parent or other adult at all
times around the clubhouse, locker rooms, golf facilities, tennis facilities, and parking
lots, unless they are participating in a club sponsored event.
Specific rules and policies regarding children are stated for each facility of the club.
With that in mind, the following rules should be strictly followed:
1. Children are to use all club facilities in accordance with their stated purpose, rather
than as a playground or play area.
2. Children of members and guests under the age of 10 are not permitted around any of
the club facilities unless accompanied by an adult, except in the following
circumstances:
a.
while attending planned youth activities, such as parties, clinics, sports camps,
etc.
b. while using the pool facilities in accordance with stated pool policies.
3. Members are responsible for any charges incurred by their children and their guests.
4. Skateboards, roller blades and roller skates are not to be used on the Club premises.
5. No one under 21 allowed in the Oak Lounge.
6. Males under the age of 18 are not permitted in the Men’s Grill unless accompanied by
an adult member. Males under the age of 13 are not permitted in the Man’s Grill at
any time.

Members and their guests must register at the Pro Shop before beginning play.
All play must start on the first tee, unless otherwise authorized by the golf
professional.
Resident non-members shall not be given guest privileges more than twice a month.
All guests must be accompanied by a member with guest privileges. One member
per foursome (three guests) and member must play in this foursome. The member
shall be solely responsible for the conduct and actions of his guests.
Members not having golf privileges will be classified as resident guest.

Children under age 16 having successfully completed a junior golf orientation for
the current year shall have use of the course at all times except
a. on Wednesdays, they shall not tee off between the hours of 11:30 a.m. and 3:30
p.m.
b. on Saturdays, they shall not tee off before 1 p.m.
c. on Sundays and Holidays, they shall not tee off before 3 p.m.
d. an adult must accompany children under 13 years of age while playing golf
unless approved by Professional Staff.
Note: The above rule Number 6 shall apply April 1 through October 31.

Children of Type A members under 16 years of age may be granted privileges of
the golf course subject to the approval of the golf professional and by successfully
completing a Junior golf orientation. Upon completion, the junior will receive a
junior golf bag tag, which must be displayed on his/her bag.
8. Parents allowing their children on the golf course and golf practice area are solely
responsible for their safety and actions. Children under 6 years of age are not
permitted on the course.
9. Matches consisting of more than four players are not permitted at any time without
the approval of the Golf Professional.
10. Foursomes shall have the right of way over threesomes and threesomes over
twosomes.
11. Players must maintain their position on the golf course. An acceptable pace for a
group of four is two hours per nine holes.

a. Obtaining a starting time in advance is recommended at all times

c. The golf shop assigns starting times for Saturday and holiday play on the
Tuesday proceeding the coming weekend. Members may submit a time request
either in person or via phone or E-mail ([email protected]) prior to the
Tuesday assignments. Each request must include three names to be entered.
d. Those not entering a tee time request may obtain remaining tee times by
contacting the golf shop after 3:00pm on Tuesday for the coming weekend or
holiday.
e. Sunday tee times may be acquired one week in advance. Those groups playing
Sunday, may sign up for tee times for the following Sunday upon completion of
their 18-hole round. All other tee times may be obtained after 3:00pm Sunday
for the following week.

Chronic slow players will be given late starting times.
All players are expected to observe the etiquette of golf, including repair ball
markers on greens, replace divots, and rake bunkers.
15. Riding carts shall not be taken outside of the 90 posts unless otherwise directed by
signs and are restricted to paths on all Par 3's at all times. Pull carts shall not be
taken within 15 feet of greens, tees and bunkers.

MEN: Only clothing manufactured for golf is considered proper attire for the
course. Tastefully tailored shorts (must go to the top of knee) are acceptable, but
cutoffs, swim wear tennis or other athletic shorts (jogging, walking soccer shorts
and jeans) will not be permitted. Shirts with a collar must be worn at all times.
Tank tops and t-shirts are not considered proper attire. Caps must be worn as
designed.
LADIES: Must wear proper golf attire. No halters, tank tops, strapless tops, tennis
or jogging shorts, or extremely short shorts will be permitted.

SHOES: Only shoes designed for golf may be used on the golf course or practice
green. Juniors are permitted to wear soft-soled tennis shoes. Metallic spiked shoes
are forbidden. No bare feet. (This includes non-golfers).
Any non-golfers on the golf course must conform to the same standard of dress as
the golfers.
Practice is limited strictly to the practice area and practice green.
The Greens Committee may close the course for temporary periods when required
for proper maintenance and preservation of the golf facilities.
Golf balls used on driving range are provided by and are the property of Willow
Oaks Country Club and shall not be removed from the range.
Players stopping at the snack bar at the 10th tee longer than to permit the preceding
foursome to get out of range or leaving the course for lunch shall lose their place in
the order of play.
The starter shall have the right to make up groupings to expedite play. Twosomes
are not permitted to play during peak periods.
The Golf tournament schedule will be reviewed and approved by the Golf
Committee prior to the start of the golf season.
Sanctioned group play will be permitted at the discretion of the Golf Committee
during off- peak hours of play. Sanctioned groups are those designated by the
committee from time to time as Associations which Willow Oaks pays an annual
fee to retain membership in the Association, and which all golfing members may
participate. These groups must use carts at the prevailing rental fee.
All rule infractions should be reported to the professionals or golf committee.
Note: With the exception of #23, 24 the Golf professional shall have the authority
to waive rules if conditions warrant.

TENNIS RULES
RULES FOR INDOOR AND OUTDOOR TENNIS PLAY
RESERVATIONS
All court times are for an hour and a half unless otherwise specified.
 Reservations for a desired court may be made one day in advance, but no earlier than the following
times:

 Reservations should list all names of the members playing. All members must check in
at the Pro Shop before beginning play to confirm the participants.
 Members shall not reserve more than one playing time in advance. However, a
member may make a reservation in person for a court after completing tennis play, if
a court is available. Phone number is (804) 320-3244.
 Guest names must be listed on reservation sheet as well as the charge ticket. Resident
non- members shall not be given guest privileges more often than twice a month.
 INDOOR: Juniors may not make reservations for any time except 4:00 PM Monday
thru Friday (excluding holidays), unless they are playing with an adult member.
Juniors may make reservations by calling after 5:00 PM the day before.
 OUTSIDE: Juniors may sign up for play on Court 7 & 8 anytime, and from 1:00 4:00PM weekdays on Courts 5 & 6. Juniors MUST MAKE RESERVATIONS for
those courts in order not to be bumped.
HOURS
 INDOORS: Court hours are 9:00 AM-10:00 PM daily. Reservations on Court D, the
primary teaching court, may be made at random times to accommodate the needs of the
members and the teaching professional. Reservations on Courts A, B, & C are for 1 1/2
hours only, beginning at the following times: 9:00, 10:30, 12:00, 2:30, 4: 00, 5:30, 7:00
and 8:30.
 OUTDOORS: Courts 1, 2, 5 and 6 will be open from 9:00 AM until dark. Courts 3, 4,
7 & 8 will be open from 9:00 AM until 10:00 PM, and reservations may be made at
random times to accommodate the needs of the members and the teaching
professional. There will be court maintenance at regular intervals. Time limitations
are 1 1/2 hrs. for both singles and doubles. Members who play after 10PM may be
asked to brush the courts after they finish.
 If a court is available, time may be extended in half-hour increments by contacting the
Pro Shop.

CANCELLATIONS

INDOORS & OUTDOORS: Cancellations should be made as early as
possible, but must be made at least one hour before court time. If a member
does not cancel within one hour of court time and does not arrive within 20
minutes after scheduled court time, a $2.00 charge per court will be made.
FEES*
Guest fees are posted in the Pro Shop. Failure of a member to register his guest in
the proper manner on a Club guest charge slip, including the name of the guest,
prior to his use of the courts shall result in a $10.00 fine being assessed to the
member for the first violation and a $25.00 fine for the second violation within a
12-month period. Such fines are in addition to applicable guest fees.

COURT
ETIQUETTE AND TENNIS ATTIRE
 Clothes: Only tennis clothes specially manufactured and sold for tennis may be worn.
 Shoes: Only smooth, deckgrip or skidgrip soled shoes may be worn. Basketball,
track, and jogging shoes are prohibited.
 No one is allowed on courts except those in a game.
 Members should wear proper tennis attire, made for tennis or tennis related. They
may wear hemmed, shorts, above the knees, and t-shirts with appropriate logos that
are not torn or tie-dyed, or containing abusive language or symbols.
 Men are encouraged to wear collared shirts for team matches and member guest
tournaments.

PRO SHOP/LOUNGE RESTRICTIONS
 The Pro Shop will remain open until the last reservation.
 Smoking in the tennis facility is prohibited.
 An adult must accompany anyone under 12 years of age in the lounge and Pro Shop
areas at all times.
 No juniors may loiter in the Pro Shop unless accompanied by an adult.
PRIORITY
Classification for Junior and Adult players shall be in accordance with prevailing
USTA regulations. However, for court sign-up purposes and guest fees, person’s
19 years and over are considered adults.
ENFORCEMENT
ALL RULES WILL BE ENFORCED. The Tennis professional and his staff as well as
the General Manager will be responsible for enforcing the rules. Failure to follow the
rules will be brought to the attention of the Tennis Committee.
PRIVATE PARTIES--TOURNAMENTS--GROUP PLAY
Normally, only tournaments and group play sponsored by the Tennis Committee will be
approved; however, members may make arrangements for private tennis parties,
tournaments, or group play provided: (a) the approval by the Tennis Committee is
obtained at least thirty (30) days in advance, (b) such events do not conflict with already
scheduled tennis activities, and (c) such events do not otherwise result in a violation of
rules established by the Tennis Committee. Exception to the above: Members with small
groups of 16 or fewer people may make arrangements directly with the Tennis
Professional provided the requirements of (b) and (c) are met.
RULES FOR PRIVATE PARTIES, ETC.
 Charges will be made for private parties, when any one of the following occurs: (A)
Reservations made more than one day in advance; (B) reservations of more than one
court by a member; or (C) Reserved use of court(s) for longer than one and a half
hours.
 Fees for parties both Indoors and Outdoors are posted in the Pro Shop, and are
charged on a per court/per hour basis.
 All arrangements for food, drink, bartenders, clean up, etc. for such parties will be
made directly with the Club Manager or his representative.
 A member must make the arrangements for such a party and all charges will be billed
to that member through the normal billing process. No cash or checks will be
accepted for court fees at the tennis shop.
 Any member sponsoring a private party will be responsible for the conduct of all
guests and for the prompt payment of charges incurred.

 Outdoor parties will be limited to four courts. The Tennis Committee or the Tennis
Chairman must approve any exception to the above rules.

SWIMMING POOL RULES
General
 The Aquatics Director has authority, as do the guards, to enforce the following rules
and to restrict use of the pool and patio facilities to those members or guests who
refuse to abide by them.
 Only proper swimming attire is allowed in the pool. NO cutoffs, please.
 Members are asked not to lounge or loiter near the guards' stands or to talk with
guards while they are on guard duty.
 Members are asked to aid in the cleanliness and appearance of the patio area by
disposing of their own trash in receptacles provided.
 The Club is not responsible for valuables, money or clothing left unattended.
 No person in bathing attire is allowed in any Club facility other than the pool facility.
 The pool may be closed for inclement weather at the discretion of the Aquatics
director.
 Members are permitted to have small parties for birthdays, etc. provided the general
membership is still able to access the pool facility. The prevailing guest fee will be
charged for non-members attending plus other food and beverages as required. A fee
for lifeguards will be charged if the party warrants extra guards of the function is held
when the pool is normally closed.
Guests
 All members must register themselves and any guests with the clerk before entering
the pool enclosure. Guest fees will be charged to the member's account and members
are directly responsible for the conduct of their guests. No person living within 20
miles of Richmond may be a guest at the pool more than twice a month without
special permission from the Club 's Management.
 Non-member babysitters are permitted. The babysitter is solely responsible for the
children he/she is watching. Babysitters may not bring other guests. No guest fee
will be charged.
 Guest fee is $6.00 per person during the week and $8.00 per person on weekends and
holidays. Guest fee is $3.00 during the week for children 16 and under.

Safety
 Children 8 years of age and under must be accompanied by an individual 12 years old
or over who is responsible for the child at all times. Non-swimmers may not be left
unattended. The guards have the right to verify a person's swimming ability.
 Children must be able to swim in order to use the diving board. No excessive
bouncing on the board. Divers are to go straight off the end of the board after the
previous diver has reached the side of the well. Swimming is permitted in the diving
well at the discretion of the lifeguards if the boards are not otherwise in use.
 No running, pushing, dunking or chicken fighting or roughhousing will be allowed on
decks or in the pool.
 Cigarettes, glass and gum are not permitted on decks or pool area. Glass may not be
used on the pool patio.
 Persons with open cuts, sores or skin infections will not be allowed to swim.
 No floating devices are permitted in the pool. Water guns are not permitted. During
special events, these devices may be permitted. Water wings and lifesaving devices
are permitted on non-swimmers only when an adult swimmer is with the individual
Baby Pool
 No child in baby pool area may be left unattended. Any small child wearing diapers
and using the baby or large pools must wear plastic or rubber pants with elastic legs
over the diapers. No one over 6 years old is allowed in the baby pool. Changing of
Diapers is to be done in the bathhouse.
Pool Hours
The swimming pool officially opens on Memorial Day and closes on Labor Day.
Normal Hours: Monday through Sunday, 11:00 a.m. to 8:00 p.m.
Swim Team practice, group and special lessons and other pool activity schedules
are announced prior to the pool opening.
Pool hours may be altered for special pool parties and will be announced through
the newsletter or posted notices.

FITNESS CENTER RULES

Use of the Fitness Center is restricted to Golf and Athletic members and their
guests. A member must accompany all guests.
2.
Members must fill out the Health History Questionnaire OR sign the Liability
Waiver Form before using the Fitness Center.
3.
All members and guests must register at the reception desk prior to using the
facility. Guest fees will be charged to the member’s account and members are
directly responsible for the conduct of their guest.
4.
The guest fee is $10.00 per person and $8.00 per child 16 and under.
5.
A signed Liability Waiver must be completed before a guest may use the facility.
6.
Daily lockers are provided for our members/guests and shall be available on a
first come/first serve basis. All lockers are equipped with a keyless entry system
and will be reset daily.
7.
Proper workout attire is required (shirts, shorts or sweats, and athletic shoes)
while using the fitness center and group exercise studio. NO bathing suits,
cutoffs, jeans, sports bras, shirts with holes or sandals may be worn in either of
these areas. If you have a question regarding your attire, please check with the
Fitness Staff.
8.
Children 12 years old and younger are not permitted on the fitness floor or in the
group exercise studio at any time.
9.
Children between the ages of 12 – 16, whom have completed the fitness

advance or may call the day of, to ensure availability.

Members/guests are expected to wipe down equipment after each use.

hampers provided at the fitness desk and in the locker rooms.

ONLY WTS International employees will be permitted to conduct
member/guest services (personal training, massage therapy, group exercise
classes and programs). Physical Therapist will be permitted to demonstrate
appropriate exercises as needed.

No food and/or open containers are permitted on the fitness floor or group
exercise studio.

Cellular phones are not prohibited in the Fitness Center.

Smoking is not permitted in the Fitness Center building.

No one is permitted to use the Fitness Center under the influence of alcohol
and/or drugs.
Inappropriate language and/or behavior will not be tolerated.

Tennis Players playing on the Har Tru courts need to change shoes before
entering fitness facility.

All use of the fitness/pool facility must meet criteria set forth by the policy for
booking special events at the fitness/pool facility.

Club members may reserve the fitness/pool facility for private functions.
Non-members may reserve the use of this facility if a club member sponsors
them. The club member assumes responsibility for the non-member.

Members are permitted to have small parties for birthday, etc. provided the
general membership is still able to access the fitness/pool facility. The
prevailing guest fee will be charged for non-members attending plus other
food and beverage as required. A fee for instructors/lifeguards will be
charged if the party warrants extra staff for the function.

CHILDCARE CENTER
Rules & Regulations

COST: $3/hour per child
1. Kids Club reservations may be made up to 48 hours in advance (on Monday they may
reserve for Tuesday and/or Wednesday), in addition to that day. Walk-ins will be
permitted on a space-available basis, but to secure a spot call 30 minutes prior to your
arrival.
2. Reservations are highly recommended, as there will be a maximum number of
children permitted in the Kids Club area.
3. There will be a two-hour maximum time limit in the Kids Club area.
4. Parents may use the tennis, golf, pool or dining facilities while their child is in the
Kids Club, but must inform staff of their location. Parents MUST stay on the
premises.
5. A waiting list will be established and referred to when there is a cancellation.
Anyone not canceling 2 hours prior to his/her reservations will be charged a $5 fee.
6. A minimum of 1 hour will be charged for childcare use.
7. Kids Club is designed for children ages 3 months – 7 years old.
8. If your child(ren) have been sick or have a fever please wait 24 hours after the fever
breaks before making a reservation in Kids Club.
9. Please provide us with diapers and baby wipes for your child when they are in Kids
Club.
10. No food and/or open containers will be allowed in the Kids Club area. Spill proof
containers and bottles will be permitted.
11. All parents/guardians must read and sign the Kids Club rules and waiver form. This
form will be kept on file for the protection of the Child(ren) and Staff.
12. Parents/guardians are required to show proper identification when dropping
off/picking up their child/children at the Kids Club.

13. All parents/guardians will be required to sign their child/children in and out of the
Kid Club area.
14. NO child will be permitted to leave the playroom for any reason unless the parent
signs the child out with proper identification.

 This also includes party space in the tot/teen room after the class/activity, if not being
used for pool activities.

Tot Room: May be rented if no regular childcare classes are scheduled
 Set up fee $50.00
